15	15	a pilot program to sell motor vehicles to certain small
16	16	businesses that provide ground transportation service,
17	17	and for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Small Business Trans-4
22	22	portation Investment Act of 2025’’. 5
23	23	SEC. 2. FINDINGS. 6
24	24	Congress finds the following: 7

28	28	(1) The General Services Administration fleet 1
29	29	management program provides essential vehicle pro-2
30	30	curement services to Federal agencies, State and 3
31	31	local governments, and Tribal organizations at cost- 4
32	32	effective prices. 5
33	33	(2) Expanding access to the vehicle acquisition 6
34	34	services of the General Services Administration to 7
35	35	the commercial for-hire industry can increase effi-8
36	36	ciency, reduce costs, and provide for an improved 9
37	37	fleet turnover with modern, environmentally-friendly 10
38	38	vehicles. 11
39	39	SEC. 3. GSA FEDERAL FLEET PILOT PROGRAM. 12
40	40	(a) E
41	41	STABLISHMENT.—Not later than 60 days after 13
42	42	the date of the enactment of this Act, the Administrator 14
43	43	shall establish a pilot program that does the following: 15
44	44	(1) In accordance with this section, allows cov-16
45	45	ered small businesses to purchase vehicles through 17
46	46	the Federal supply schedules of the General Services 18
47	47	Administration. 19
48	48	(2) Provides the access described in paragraph 20
49	49	(1) at cost and from the same selection pool as an 21
50	50	eligible entity under any of the following: 22
51	51	(A) Section 502 of title 40, United States 23
52	52	Code. 24

60	60	(D) Section 319 of the Public Health Serv-5
61	61	ice Act (42 U.S.C. 247d). 6
62	62	(3) Prohibits a covered small business from 7
63	63	purchasing more than 50 vehicles in a fiscal year. 8
64	64	(b) T
65	65	ERMS OFPURCHASE.—To participate in the 9
66	66	program a covered small business shall agree to the fol-10
67	67	lowing terms: 11
68	68	(1) The covered small business shall use each 12
69	69	motor vehicle purchased through the program to 13
70	70	provide ground transportation service for not less 14
71	71	than two years after the purchase of the motor vehi-15
72	72	cle unless the motor vehicle becomes unable to oper-16
73	73	ate during that period. 17
74	74	(2) If the covered small business sells any such 18
75	75	motor vehicle before the end of the two-year period, 19
76	76	the operator shall reimburse the Administrator in 20
77	77	the amount that is the difference between the open 21
78	78	market value of the motor vehicle and the amount 22
79	79	the operator paid to the Administrator for the motor 23
80	80	vehicle. 24

84	84	(3) The covered small business shall donate not 1
85	85	less than one out of every five of such motor vehicles 2
86	86	to a local nonprofit organization after the motor ve-3
87	87	hicle is no longer used to provide ground transpor-4
88	88	tation service. 5

90	90	EPORTING ANDEVALUATION.— 6
91	91	(1) A
92	92	NNUAL REPORT .—Not later than 12 7
93	93	months after the date of the enactment of this sec-8
94	94	tion, and one year thereafter, the Administrator 9
95	95	shall submit to Congress a report on the progress of 10
96	96	the pilot program for the previous 12 months, that 11
97	97	includes the following: 12
98	98	(A) Participation data by covered small 13
99	99	businesses. 14
100	100	(B) Cost savings and operational improve-15
101	101	ments reported by covered small businesses that 16
102	102	participated in the pilot program. 17
103	103	(C) Environmental impacts, including re-18
104	104	ductions in vehicle emissions due to fleet mod-19
105	105	ernization. 20

107	107	INAL REPORT.—Not later than the conclu-21
108	108	sion of the pilot program, the Administrator shall 22
109	109	submit to Congress a final report that assesses the 23
110	110	effectiveness of the program and provides rec-24

115	115	manent or expand the scope of the program. 2

117	117	ULEMAKING.—The Administrator may issue 3
118	118	any rules necessary to implement this section. 4
119	119	(e) S
120	120	UNSET.—The pilot program established pursu-5
121	121	ant to this section shall expire 3 years after the date of 6
122	122	the enactment of this section. 7

124	124	EFINITIONS.—In this section: 8
125	125	(1) A
126	126	DMINISTRATOR.—The term ‘‘Adminis-9
127	127	trator’’ means the Administrator of General Serv-10
128	128	ices. 11

130	130	OVERED SMALL BUSINESS .—The term 12
131	131	‘‘covered small business’’ means a small business 13
132	132	that provides ground transportation service. 14
133	133	(3) G
134	134	ROUND TRANSPORTATION SERVICE .—The 15
135	135	term ‘‘ground transportation service’’— 16
136	136	(A) means transportation for a passenger 17
137	137	that is provided— 18
138	138	(i) for compensation; and 19
139	139	(ii) in a motor vehicle, including a 20
140	140	taxicab, limousine, shuttle, over-the-road 21
141	141	bus, or sedan; and 22
142	142	(B) includes paratransit transportation 23
143	143	and non-emergency medical transportation. 24

148	148	TATION.—The term ‘‘non-emergency medical trans-2
149	149	portation’’ means the provision of transportation 3
150	150	services for individuals who require assistance. 4

152	152	MALL BUSINESS.—The term ‘‘small busi-5
153	153	ness’’ has the meaning given the term ‘‘small busi-6
154	154	ness concern’’ in section 3 of the Small Business Act 7
155	155	(15 U.S.C. 632). 8
