2020 SECTION 1. SHORT TITLE. 3
2121 This Act may be cited as the ‘‘Small Business Trans-4
2222 portation Investment Act of 2025’’. 5
2323 SEC. 2. FINDINGS. 6
2424 Congress finds the following: 7

2828 (1) The General Services Administration fleet 1
2929 management program provides essential vehicle pro-2
3030 curement services to Federal agencies, State and 3
3131 local governments, and Tribal organizations at cost- 4
3232 effective prices. 5
3333 (2) Expanding access to the vehicle acquisition 6
3434 services of the General Services Administration to 7
3535 the commercial for-hire industry can increase effi-8
3636 ciency, reduce costs, and provide for an improved 9
3737 fleet turnover with modern, environmentally-friendly 10
3838 vehicles. 11
3939 SEC. 3. GSA FEDERAL FLEET PILOT PROGRAM. 12
4040 (a) E
4141 STABLISHMENT.—Not later than 60 days after 13
4242 the date of the enactment of this Act, the Administrator 14
4343 shall establish a pilot program that does the following: 15
4444 (1) In accordance with this section, allows cov-16
4545 ered small businesses to purchase vehicles through 17
4646 the Federal supply schedules of the General Services 18
4747 Administration. 19
4848 (2) Provides the access described in paragraph 20
4949 (1) at cost and from the same selection pool as an 21
5050 eligible entity under any of the following: 22
5151 (A) Section 502 of title 40, United States 23
5252 Code. 24

6363 purchasing more than 50 vehicles in a fiscal year. 8

6565 ERMS OFPURCHASE.—To participate in the 9
6666 program a covered small business shall agree to the fol-10
6767 lowing terms: 11
6868 (1) The covered small business shall use each 12
6969 motor vehicle purchased through the program to 13
7070 provide ground transportation service for not less 14
7171 than two years after the purchase of the motor vehi-15
7272 cle unless the motor vehicle becomes unable to oper-16
7373 ate during that period. 17
7474 (2) If the covered small business sells any such 18
7575 motor vehicle before the end of the two-year period, 19
7676 the operator shall reimburse the Administrator in 20
7777 the amount that is the difference between the open 21
7878 market value of the motor vehicle and the amount 22
7979 the operator paid to the Administrator for the motor 23

8484 (3) The covered small business shall donate not 1
8585 less than one out of every five of such motor vehicles 2
8686 to a local nonprofit organization after the motor ve-3
8787 hicle is no longer used to provide ground transpor-4
8888 tation service. 5

9090 EPORTING ANDEVALUATION.— 6
9191 (1) A
9292 NNUAL REPORT .—Not later than 12 7
9393 months after the date of the enactment of this sec-8
9494 tion, and one year thereafter, the Administrator 9
9595 shall submit to Congress a report on the progress of 10
9696 the pilot program for the previous 12 months, that 11
9797 includes the following: 12
9898 (A) Participation data by covered small 13
9999 businesses. 14
100100 (B) Cost savings and operational improve-15
101101 ments reported by covered small businesses that 16
102102 participated in the pilot program. 17
103103 (C) Environmental impacts, including re-18
104104 ductions in vehicle emissions due to fleet mod-19
105105 ernization. 20

107107 INAL REPORT.—Not later than the conclu-21
108108 sion of the pilot program, the Administrator shall 22
109109 submit to Congress a final report that assesses the 23
110110 effectiveness of the program and provides rec-24

115115 manent or expand the scope of the program. 2

117117 ULEMAKING.—The Administrator may issue 3
118118 any rules necessary to implement this section. 4
119119 (e) S
120120 UNSET.—The pilot program established pursu-5
121121 ant to this section shall expire 3 years after the date of 6
122122 the enactment of this section. 7

124124 EFINITIONS.—In this section: 8
125125 (1) A
126126 DMINISTRATOR.—The term ‘‘Adminis-9
127127 trator’’ means the Administrator of General Serv-10
128128 ices. 11
129129 (2) C
130130 OVERED SMALL BUSINESS .—The term 12
131131 ‘‘covered small business’’ means a small business 13
132132 that provides ground transportation service. 14
133133 (3) G
134134 ROUND TRANSPORTATION SERVICE .—The 15
135135 term ‘‘ground transportation service’’— 16
136136 (A) means transportation for a passenger 17
137137 that is provided— 18
138138 (i) for compensation; and 19
139139 (ii) in a motor vehicle, including a 20
140140 taxicab, limousine, shuttle, over-the-road 21
141141 bus, or sedan; and 22
142142 (B) includes paratransit transportation 23
143143 and non-emergency medical transportation. 24

148148 TATION.—The term ‘‘non-emergency medical trans-2
149149 portation’’ means the provision of transportation 3
150150 services for individuals who require assistance. 4

152152 MALL BUSINESS.—The term ‘‘small busi-5
153153 ness’’ has the meaning given the term ‘‘small busi-6
154154 ness concern’’ in section 3 of the Small Business Act 7
155155 (15 U.S.C. 632). 8
