Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Small Business Trans-4 portation Investment Act of 2025’’. 5 SEC. 2. FINDINGS. 6 Congress finds the following: 7 VerDate Sep 11 2014 00:41 Mar 29, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2143.IH H2143 ssavage on LAPJG3WLY3PROD with BILLS 2 •HR 2143 IH (1) The General Services Administration fleet 1 management program provides essential vehicle pro-2 curement services to Federal agencies, State and 3 local governments, and Tribal organizations at cost- 4 effective prices. 5 (2) Expanding access to the vehicle acquisition 6 services of the General Services Administration to 7 the commercial for-hire industry can increase effi-8 ciency, reduce costs, and provide for an improved 9 fleet turnover with modern, environmentally-friendly 10 vehicles. 11 SEC. 3. GSA FEDERAL FLEET PILOT PROGRAM. 12 (a) E STABLISHMENT.—Not later than 60 days after 13 the date of the enactment of this Act, the Administrator 14 shall establish a pilot program that does the following: 15 (1) In accordance with this section, allows cov-16 ered small businesses to purchase vehicles through 17 the Federal supply schedules of the General Services 18 Administration. 19 (2) Provides the access described in paragraph 20 (1) at cost and from the same selection pool as an 21 eligible entity under any of the following: 22 (A) Section 502 of title 40, United States 23 Code. 24 VerDate Sep 11 2014 00:41 Mar 29, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2143.IH H2143 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 2143 IH (B) The Indian Self-Determination and 1 Education Assistance Act (25 U.S.C. 5329(c)). 2 (C) The Tribally Controlled Schools Act 3 (25 U.S.C. 13). 4 (D) Section 319 of the Public Health Serv-5 ice Act (42 U.S.C. 247d). 6 (3) Prohibits a covered small business from 7 purchasing more than 50 vehicles in a fiscal year. 8 (b) T ERMS OFPURCHASE.—To participate in the 9 program a covered small business shall agree to the fol-10 lowing terms: 11 (1) The covered small business shall use each 12 motor vehicle purchased through the program to 13 provide ground transportation service for not less 14 than two years after the purchase of the motor vehi-15 cle unless the motor vehicle becomes unable to oper-16 ate during that period. 17 (2) If the covered small business sells any such 18 motor vehicle before the end of the two-year period, 19 the operator shall reimburse the Administrator in 20 the amount that is the difference between the open 21 market value of the motor vehicle and the amount 22 the operator paid to the Administrator for the motor 23 vehicle. 24 VerDate Sep 11 2014 00:41 Mar 29, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2143.IH H2143 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 2143 IH (3) The covered small business shall donate not 1 less than one out of every five of such motor vehicles 2 to a local nonprofit organization after the motor ve-3 hicle is no longer used to provide ground transpor-4 tation service. 5 (c) R EPORTING ANDEVALUATION.— 6 (1) A NNUAL REPORT .—Not later than 12 7 months after the date of the enactment of this sec-8 tion, and one year thereafter, the Administrator 9 shall submit to Congress a report on the progress of 10 the pilot program for the previous 12 months, that 11 includes the following: 12 (A) Participation data by covered small 13 businesses. 14 (B) Cost savings and operational improve-15 ments reported by covered small businesses that 16 participated in the pilot program. 17 (C) Environmental impacts, including re-18 ductions in vehicle emissions due to fleet mod-19 ernization. 20 (2) F INAL REPORT.—Not later than the conclu-21 sion of the pilot program, the Administrator shall 22 submit to Congress a final report that assesses the 23 effectiveness of the program and provides rec-24 VerDate Sep 11 2014 00:41 Mar 29, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2143.IH H2143 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 2143 IH ommendations on whether to make the program per-1 manent or expand the scope of the program. 2 (d) R ULEMAKING.—The Administrator may issue 3 any rules necessary to implement this section. 4 (e) S UNSET.—The pilot program established pursu-5 ant to this section shall expire 3 years after the date of 6 the enactment of this section. 7 (f) D EFINITIONS.—In this section: 8 (1) A DMINISTRATOR.—The term ‘‘Adminis-9 trator’’ means the Administrator of General Serv-10 ices. 11 (2) C OVERED SMALL BUSINESS .—The term 12 ‘‘covered small business’’ means a small business 13 that provides ground transportation service. 14 (3) G ROUND TRANSPORTATION SERVICE .—The 15 term ‘‘ground transportation service’’— 16 (A) means transportation for a passenger 17 that is provided— 18 (i) for compensation; and 19 (ii) in a motor vehicle, including a 20 taxicab, limousine, shuttle, over-the-road 21 bus, or sedan; and 22 (B) includes paratransit transportation 23 and non-emergency medical transportation. 24 VerDate Sep 11 2014 00:41 Mar 29, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H2143.IH H2143 ssavage on LAPJG3WLY3PROD with BILLS 6 •HR 2143 IH (4) NON-EMERGENCY MEDICAL TRANSPOR -1 TATION.—The term ‘‘non-emergency medical trans-2 portation’’ means the provision of transportation 3 services for individuals who require assistance. 4 (5) S MALL BUSINESS.—The term ‘‘small busi-5 ness’’ has the meaning given the term ‘‘small busi-6 ness concern’’ in section 3 of the Small Business Act 7 (15 U.S.C. 632). 8 Æ VerDate Sep 11 2014 00:41 Mar 29, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6301 E:\BILLS\H2143.IH H2143 ssavage on LAPJG3WLY3PROD with BILLS
