conduct a study and submit to Congress a report on 
the use of home cardiorespiratory monitors for infants, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Baby Observation Act’’ 4
or the ‘‘BO’s Act’’. 5

SEC. 2. STUDY AND REPORT ON HOME CARDIORESPIRA-1
TORY MONITORS FOR INFANTS. 2
(a) S
TUDY.—The Secretary of Health and Human 3
Services (in this section referred to as the ‘‘Secretary’’), 4
pursuant to section 1121(a) of the Public Health Service 5
Act (42 U.S.C. 300c–11(a)), shall conduct a study on the 6
use of home cardiorespiratory monitors for infants in rela-7
tion to the prevention of sudden unexpected infant death 8
(as defined in section 1121(e) of such Act (42 U.S.C. 9
300c–11(e))). 10
(b) R
EPORT.—Not later than 1 year after the date 11
of enactment of this Act, the Secretary shall submit to 12
Congress a report describing the results of the study under 13
subsection (a). Such report shall include the following: 14
(1) Evidence on the effectiveness, performance, 15
and accuracy of home cardiorespiratory monitors 16
that track the heart rate, blood oxygen levels, and 17
other vital signs of an infant. 18
(2) New models of care to improve the home 19
sleeping environment of an infant, including the use 20
of cardiorespiratory monitors. 21
(3) Health care plan criteria for medically ap-22
propriate coverage for a home cardiorespiratory 23
monitor. 24
(4) Recommendations on whether home cardio-25
respiratory monitors have shown product efficacy 26
