1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘America First Equip-4
1919 ment and Information Act’’. 5
2020 SEC. 2. FINDINGS. 6
2121 Congress finds the following: 7
2222 (1) The Russian Federation has engaged in ag-8
2323 gressive actions that threaten United States national 9
2424 security and global stability. 10

2828 (2) The United States must ensure that no 1
2929 military equipment, technology, or classified infor-2
3030 mation or intelligence falls into the hands of adver-3
3131 saries who could use it against United States inter-4
3232 ests or allies. 5
3333 (3) Restricting the sale, loan, or trade of 6
3434 United States military equipment and information or 7
3535 intelligence to Russia serves the national security in-8
3636 terests of the United States. 9
3737 SEC. 3. PROHIBITION ON CERTAIN ASSISTANCE TO RUSSIA 10
3838 AND RELATED ACTIONS WITH RESPECT TO 11
3939 RUSSIA. 12
4040 Effective beginning on the date of the enactment of 13
4141 this Act, the following are prohibited: 14
4242 (1) The provision of Foreign Military Financing 15
4343 to Russia. 16
4444 (2) The provision of Foreign Military Sales to 17
4545 Russia. 18
4646 (3) The provision of Direct Commercial Sales to 19
4747 Russia. 20
4848 (4) The exercise of any drawdown authority by 21
4949 the President with respect to assistance to Russia. 22
5050 (5) The removal of Russia from any provisions 23
5151 of the International Traffic in Arms Regulation. 24

6262 NGENERAL.—The President shall submit to the 7
6363 appropriate congressional committees on an annual basis 8
6464 a report detailing compliance with this Act, including with 9
6565 respect to United States military support to Russia. 10

6767 EFINITION.—In this section, the term ‘‘appro-11
6868 priate congressional committees’’ means— 12
6969 (1) the Committee on Foreign Affairs, the 13
7070 Committee on Armed Services, and the Committee 14
7171 on the Judiciary of the House of Representatives; 15
7272 and 16
7373 (2) the Committee on Foreign Relations, the 17
7474 Committee on Armed Services, and the Committee 18
7575 on the Judiciary of the Senate. 19
