To prohibit certain assistance to Russia and related actions 
with respect to Russia. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘America First Equip-4
ment and Information Act’’. 5
SEC. 2. FINDINGS. 6
Congress finds the following: 7
(1) The Russian Federation has engaged in ag-8
gressive actions that threaten United States national 9
security and global stability. 10

(2) The United States must ensure that no 1
military equipment, technology, or classified infor-2
mation or intelligence falls into the hands of adver-3
saries who could use it against United States inter-4
ests or allies. 5
(3) Restricting the sale, loan, or trade of 6
United States military equipment and information or 7
intelligence to Russia serves the national security in-8
terests of the United States. 9
SEC. 3. PROHIBITION ON CERTAIN ASSISTANCE TO RUSSIA 10
AND RELATED ACTIONS WITH RESPECT TO 11
RUSSIA. 12
Effective beginning on the date of the enactment of 13
this Act, the following are prohibited: 14
(1) The provision of Foreign Military Financing 15
to Russia. 16
(2) The provision of Foreign Military Sales to 17
Russia. 18
(3) The provision of Direct Commercial Sales to 19
Russia. 20
(4) The exercise of any drawdown authority by 21
the President with respect to assistance to Russia. 22
(5) The removal of Russia from any provisions 23
of the International Traffic in Arms Regulation. 24

(6) The removal of any export controls on Rus-1
sia by the Bureau of Industry and Security of the 2
Department of Commerce. 3
(7) Any information or intelligence sharing with 4
Russia. 5
SEC. 4. ENFORCEMENT. 6
(a) I
NGENERAL.—The President shall submit to the 7
appropriate congressional committees on an annual basis 8
a report detailing compliance with this Act, including with 9
respect to United States military support to Russia. 10
(b) D
EFINITION.—In this section, the term ‘‘appro-11
priate congressional committees’’ means— 12
(1) the Committee on Foreign Affairs, the 13
Committee on Armed Services, and the Committee 14
on the Judiciary of the House of Representatives; 15
and 16
(2) the Committee on Foreign Relations, the 17
Committee on Armed Services, and the Committee 18
on the Judiciary of the Senate. 19
