3535 (a) I
3636 NGENERAL.—An institution of higher education 3
3737 shall immediately report to the SEVIS when a student 4
3838 holding a J–1 or F–1 nonimmigrant visa has participated 5
3939 in activity in support of, or as an endorsement of, a for-6
4040 eign terrorist organization. The Secretary of State shall 7
4141 revoke such visa if the Secretary determines that such par-8
4242 ticipation is established. In the case of a student whose 9
4343 visa is revoked under this section, the Secretary of Home-10
4444 land Security shall initiate removal proceedings with re-11
4545 spect to the student under the Immigration and Nation-12
4646 ality Act (8 U.S.C. 1101 et seq.). 13

4848 EFINITIONS.—In this section: 14
4949 (1) The term ‘‘foreign terrorist organization’’ 15
5050 means an organization designated as a foreign ter-16
5151 rorist organization pursuant to section 219 of the 17
5252 Immigration and Nationality Act (8 U.S.C. 1189). 18
5353 (2) The term ‘‘institution of higher education’’ 19
5454 means an approved institution of higher education 20
5555 that is subject to section 641 of the Illegal Immigra-21
5656 tion Reform and Immigrant Responsibility Act of 22
5757 1996 (8 U.S.C. 1372). 23
