of section 101(a)(15) of the Immigration and Nationality Act (8 U.S.C. 
1101(a)(15)) has endorsed or supported a foreign terrorist organization 
to notify the SEVIS, and for other purposes.

mittee on the Judiciary, and in addition to the Committee on Education 
and Workforce, for a period to be subsequently determined by the Speak-
er, in each case for consideration of such provisions as fall within the ju-
risdiction of the committee concerned 
A BILL 
To require an institution of higher education that becomes 
aware that a student having nonimmigrant status under 
subparagraph (F)(i) or (J) of section 101(a)(15) of the 
Immigration and Nationality Act (8 U.S.C. 1101(a)(15)) 
has endorsed or supported a foreign terrorist organiza-
tion to notify the SEVIS, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2

SECTION 1. NOTIFICATION BY INSTITUTIONS OF HIGHER 1
EDUCATION. 2
(a) I
NGENERAL.—An institution of higher education 3
shall immediately report to the SEVIS when a student 4
holding a J–1 or F–1 nonimmigrant visa has participated 5
in activity in support of, or as an endorsement of, a for-6
eign terrorist organization. The Secretary of State shall 7
revoke such visa if the Secretary determines that such par-8
ticipation is established. In the case of a student whose 9
visa is revoked under this section, the Secretary of Home-10
land Security shall initiate removal proceedings with re-11
spect to the student under the Immigration and Nation-12
ality Act (8 U.S.C. 1101 et seq.). 13
(b) D
EFINITIONS.—In this section: 14
(1) The term ‘‘foreign terrorist organization’’ 15
means an organization designated as a foreign ter-16
rorist organization pursuant to section 219 of the 17
Immigration and Nationality Act (8 U.S.C. 1189). 18
(2) The term ‘‘institution of higher education’’ 19
means an approved institution of higher education 20
that is subject to section 641 of the Illegal Immigra-21
tion Reform and Immigrant Responsibility Act of 22
1996 (8 U.S.C. 1372). 23

(3) The term ‘‘SEVIS’’ means the Student and 1
Exchange Visitor Information System of the Depart-2
ment of Homeland Security. 3
