1818 This Act may be cited as the ‘‘Saving NSF’s Work-4
1919 force Act’’. 5
2020 SEC. 2. REDUCTION IN FORCE MORATORIUM AT NATIONAL 6

2222 (a) I
2323 NGENERAL.—Until on or after the date that 8
2424 full-year appropriations for the National Science Founda-9

2828 tion for fiscal year 2026 have been enacted into law, the 1
2929 Foundation may not— 2
3030 (1) initiate or implement any reduction in force; 3
3131 or 4
3232 (2) conduct an involuntary separation of em-5
3333 ployee in the competitive service or the excepted 6
3434 service, any career employee in the excepted service, 7
3535 or any career appointee in the Senior Executive 8
3636 Service of the Foundation except for cause on 9
3737 charges of misconduct, delinquency, or inefficiency. 10
3838 (b) A
3939 PPLICATION.—For the purposes of carrying out 11
4040 subsection (a)— 12
4141 (1) the terms ‘‘competitive service’’, ‘‘excepted 13
4242 service’’, and ‘‘career appointee’’ have the meanings 14
4343 given those terms in sections 2102, 2103, and 15
4444 3132(a), respectively, of title 5, United States Code; 16
4545 and 17
4646 (2) such subsection shall be in addition to any 18
4747 other authority with respect to adverse personnel ac-19
4848 tions, including chapter 75 of such title 5. 20
