Science Foundation, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Saving NSF’s Work-4
force Act’’. 5
SEC. 2. REDUCTION IN FORCE MORATORIUM AT NATIONAL 6
SCIENCE FOUNDATION. 7
(a) I
NGENERAL.—Until on or after the date that 8
full-year appropriations for the National Science Founda-9

tion for fiscal year 2026 have been enacted into law, the 1
Foundation may not— 2
(1) initiate or implement any reduction in force; 3
or 4
(2) conduct an involuntary separation of em-5
ployee in the competitive service or the excepted 6
service, any career employee in the excepted service, 7
or any career appointee in the Senior Executive 8
Service of the Foundation except for cause on 9
charges of misconduct, delinquency, or inefficiency. 10
(b) A
PPLICATION.—For the purposes of carrying out 11
subsection (a)— 12
(1) the terms ‘‘competitive service’’, ‘‘excepted 13
service’’, and ‘‘career appointee’’ have the meanings 14
given those terms in sections 2102, 2103, and 15
3132(a), respectively, of title 5, United States Code; 16
and 17
(2) such subsection shall be in addition to any 18
other authority with respect to adverse personnel ac-19
tions, including chapter 75 of such title 5. 20
