1818 This Act may be cited as the ‘‘Farm Workforce Sup-4
1919 port Act of 2025’’. 5
2020 SEC. 2. REPORT ON H–2A TEMPORARY VISA PROGRAM. 6

2222 EPORTREQUIRED.—Not later than two years 7
2323 after the date of the enactment of this Act, the Comp-8

3131 on hiring, including the impact on domestic workers 4
3232 and guest workers and whether there is an increas-5
3333 ing reliance on the program by American employers; 6
3434 (2) identification of any challenges in securing 7
3535 adequate, affordable housing for guest workers; 8
3636 (3) implications of wage rate requirements 9
3737 under the program on an American employer’s abil-10
3838 ity to recruit domestic workers in comparison to 11
3939 guest workers; 12
4040 (4) an analysis of the economic impact of lost 13
4141 wages from a spouse and unmarried children of a 14
4242 guest worker; and 15
4343 (5) examining compliance with working condi-16
4444 tion guarantees outlined in a guest worker’s contract 17
4545 made pursuant to the H–2A program. 18

4949 MERICAN EMPLOYER .—The term ‘‘Amer-20
5050 ican employer’’ means an individual, company, or or-21
5151 ganization that hires another individual and pays 22
5252 such individual a salary or wage, in the United 23
5353 States. 24

7575 scribed in section 101(a)(15)(H)(ii)(a) of the Immi-17

7979 PROGRAM.—The term ‘‘H–2A pro-20
8080 gram’’ means the admission of nonimmigrants de-21
8181 scribed in section 101(a)(15)(H)(ii)(a) of the Immi-22
8282 gration and Nationality Act (8 U.S.C. 23
