A BILL 
To direct the Comptroller General of the United States to 
report on the H–2A program. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Farm Workforce Sup-4
port Act of 2025’’. 5
SEC. 2. REPORT ON H–2A TEMPORARY VISA PROGRAM. 6
(a) R
EPORTREQUIRED.—Not later than two years 7
after the date of the enactment of this Act, the Comp-8
troller General of the United States shall submit a report 9

to certain Congressional committees on the H–2A pro-1
gram, including— 2
(1) an analysis of the impact the program has 3
on hiring, including the impact on domestic workers 4
and guest workers and whether there is an increas-5
ing reliance on the program by American employers; 6
(2) identification of any challenges in securing 7
adequate, affordable housing for guest workers; 8
(3) implications of wage rate requirements 9
under the program on an American employer’s abil-10
ity to recruit domestic workers in comparison to 11
guest workers; 12
(4) an analysis of the economic impact of lost 13
wages from a spouse and unmarried children of a 14
guest worker; and 15
(5) examining compliance with working condi-16
tion guarantees outlined in a guest worker’s contract 17
made pursuant to the H–2A program. 18
(b) D
EFINITIONS.—In this section: 19
(1) A
MERICAN EMPLOYER .—The term ‘‘Amer-20
ican employer’’ means an individual, company, or or-21
ganization that hires another individual and pays 22
such individual a salary or wage, in the United 23
States. 24

(2) CERTAIN CONGRESSIONAL COMMITTEES .— 1
The term ‘‘certain Congressional committees’’ means 2
the— 3
(A) Committee on Education and the 4
Workforce of the House of Representatives; 5
(B) Committee on Agriculture of the 6
House of Representatives; 7
(C) Committee on Health, Education, 8
Labor, and Pensions of the Senate; and 9
(D) Committee on Agriculture, Nutrition, 10
and Forestry of the Senate. 11
(3) D
OMESTIC WORKER .—The term ‘‘domestic 12
worker’’ means a United States citizen who is em-13
ployed in the United States. 14
(4) G
UEST WORKER.—The term ‘‘guest work-15
er’’ means a worker who is a nonimmigrant de-16
scribed in section 101(a)(15)(H)(ii)(a) of the Immi-17
gration and Nationality Act (8 U.S.C. 18
1101(a)(15)(H)(ii)(a)). 19
(5) H–2A 
PROGRAM.—The term ‘‘H–2A pro-20
gram’’ means the admission of nonimmigrants de-21
scribed in section 101(a)(15)(H)(ii)(a) of the Immi-22
gration and Nationality Act (8 U.S.C. 23
1101(a)(15)(H)(ii)(a)). 24
