3131 NGENERAL.—Subchapter I of chapter 71 of title 5

3434 ‘‘§ 7107. Presidential authority to negotiate collective 8
3535 bargaining agreements; clarification of 9
3636 effect of conflicting presidential actions 10

4040 GREEMENTS.—The President may, acting through the 12
4141 head of an agency, terminate any provision of a collective 13
4242 bargaining agreement entered into under this chapter that 14
4343 is in force and effect on the date such President swears 15
4444 or affirms the oath of office as President. 16

4646 LARIFYINGEFFECT OFCONFLICTINGPRESI-17
4747 DENTIALACTIONS.—A provision of any collective bar-18
4848 gaining agreement that conflicts with a rule, executive 19
4949 order, presidential memorandum, or any other presidential 20
5050 order, as determined by the President or the head of an 21
5151 agency, shall not be enforceable. 22

5353 IMITATION.—The authority under subsection 23
5454 (a) may not be exercised by an incumbent President. 24
