24	24	To amend the Energy Independence and Security Act of
25	25	2007 to expand and reauthorize the United States-Israel
26	26	Energy Cooperation program, and for other purposes.
27	27	Be it enacted by the Senate and House of Representa-1
28	28	tives of the United States of America in Congress assembled, 2
29	29	SECTION 1. SHORT TITLE. 3
30	30	This Act may be cited as the ‘‘BIRD Energy and 4
31	31	U.S.-Israel Energy Center Reauthorization Act of 2025’’. 5

36	36	Congress finds the following: 2
37	37	(1) The Binational Industrial Research and De-3
38	38	velopment (BIRD) Energy Foundation was launched 4
39	39	in 2009 to promote bilateral cooperation between the 5
40	40	United States and Israel in energy development. 6
41	41	(2) BIRD Energy helps address energy chal-7
42	42	lenges and opportunities of interest to both the 8
43	43	United States and Israel while focusing on commer-9
44	44	cializing clean energy technologies that improve eco-10
45	45	nomic competitiveness, create jobs, and support in-11
46	46	novative companies. 12
47	47	(3) The funding for scientific research and de-13
48	48	velopment helps advance the capabilities of both 14
49	49	countries in a wide variety of areas, including cyber-15
50	50	security for energy infrastructure, renewable energy, 16
51	51	energy storage, and fossil energy. 17
