FINDINGS. 1 Congress finds the following: 2 (1) The Binational Industrial Research and De-3 velopment (BIRD) Energy Foundation was launched 4 in 2009 to promote bilateral cooperation between the 5 United States and Israel in energy development. 6 (2) BIRD Energy helps address energy chal-7 lenges and opportunities of interest to both the 8 United States and Israel while focusing on commer-9 cializing clean energy technologies that improve eco-10 nomic competitiveness, create jobs, and support in-11 novative companies. 12 (3) The funding for scientific research and de-13 velopment helps advance the capabilities of both 14 countries in a wide variety of areas, including cyber-15 security for energy infrastructure, renewable energy, 16 energy storage, and fossil energy. 17 SEC. 3. (Mac) 4 Thornberry National Defense Authorization Act for Fiscal 5 Year 2021 (22 U.S.C. 8607(e)) is amended— 6 (1) by striking ‘‘$4,000,000’’ and inserting 7 ‘‘$7,000,000’’; and 8 (2) by striking ‘‘fiscal year 2021’’ and inserting 9 ‘‘each of fiscal years 2026 through 2031’’. 10 SEC. 4.
