2121 SECTION 1. SHORT TITLE. 3
2222 This Act may be cited as the ‘‘DHS Basic Training 4
2323 Accreditation Improvement Act of 2025’’. 5
2424 SEC. 2. REPORTING ON BASIC TRAINING PROGRAMS OF 6
2525 THE DEPARTMENT OF HOMELAND SECURITY. 7

3131 (1) IN GENERAL.—Not later than 90 days after 1
3232 the date of the enactment of this Act and annually 2
3333 thereafter, the Secretary of Homeland Security shall 3
3434 report to the relevant congressional committees on 4
3535 the accreditation status for each basic training pro-5
3636 gram within the Department of Homeland Security 6
3737 in existence as of such date of enactment, including 7
3838 information relating to the following: 8
3939 (A) The date on which each such program 9
4040 achieved initial accreditation, or in the case of 10
4141 a program that is not currently accredited, the 11
4242 reasons for not obtaining or maintaining ac-12
4343 creditation, the activities, if any, taken to 13
4444 achieve accreditation, and an anticipated 14
4545 timeline for accreditation of such program. 15
4646 (B) The date each such program most re-16
4747 cently received accreditation or reaccreditation, 17
4848 if applicable. 18
4949 (C) Each such program’s anticipated ac-19
5050 creditation or next reaccreditation date. 20
5151 (D) The identification, including name, of 21
5252 the accreditation manager for each such pro-22
5353 gram. 23

6464 APSE INACCREDITATION.— 4

6666 N GENERAL.—If a basic training program 5
6767 of the Department of Homeland Security loses ac-6
6868 creditation, the head of the relevant component of 7
6969 the Department shall notify the Secretary of Home-8
7070 land Security not later than 30 days after such loss. 9

7272 OTICE TO CONGRESS.—Not later than 30 10
7373 days after receiving a notification pursuant to para-11
7474 graph (1), the Secretary of Homeland Security shall 12
7575 notify the relevant congressional committees of the 13
7676 lapse in accreditation at issue, the reason for such 14
7777 lapse, and the activities underway and planned to re-15
7878 gain accreditation. 16

8080 EFINITIONS.—In this section: 17
8181 (1) A
8282 CCREDITATION.—The term ‘‘accredita-18
8383 tion’’ means the recognition by a board that a basic 19
8484 training program is administered, developed, and de-20
8585 livered according to an applicable set of standards. 21

8787 CCREDITATION MANAGER .—The term ‘‘ac-22
8888 creditation manager’’ means the individual assigned 23
8989 by the component of the Department of Homeland 24

9696 ASIC TRAINING PROGRAM .—The term 3
9797 ‘‘basic training program’’ means an entry level pro-4
9898 gram of the Department of Homeland Security that 5
9999 is transitional to law enforcement or law enforce-6
100100 ment support, provides training on critical com-7
101101 petencies and responsibilities, and is typically a re-8
102102 quirement for appointment to a law enforcement or 9
103103 law enforcement support job series. 10

105105 EACCREDITATION.—The term ‘‘reaccredi-11
106106 tation’’ means the assessment of a basic training 12
107107 program after initial accreditation to ensure the con-13
108108 tinued compliance with an applicable set of stand-14
109109 ards. 15

111111 ELEVANT CONGRESSIONAL COMMIT -16
112112 TEES.—The term ‘‘relevant congressional commit-17
113113 tees’’ means the Committee on Homeland Security 18
114114 and the Committee on the Judiciary of the House of 19
115115 Representatives and the Committee on Homeland 20
116116 Security and Governmental Affairs and the Com-21
117117 mittee of the Judiciary of the Senate. 22
118118 SEC. 3. RESEARCH AND DEVELOPMENT. 23
119119 The Under Secretary for Science and Technology of 24
120120 the Department of Homeland Security shall carry out re-25

129129 purpose of enhancing domestic preparedness for and col-6
130130 lective response to terrorism and other homeland security 7
