17	17	programs of the Department of Homeland Security, and
18	18	for other purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘DHS Basic Training 4
23	23	Accreditation Improvement Act of 2025’’. 5
24	24	SEC. 2. REPORTING ON BASIC TRAINING PROGRAMS OF 6
25	25	THE DEPARTMENT OF HOMELAND SECURITY. 7
26	26	(a) A
27	27	NNUALREPORTING.— 8

31	31	(1) IN GENERAL.—Not later than 90 days after 1
32	32	the date of the enactment of this Act and annually 2
33	33	thereafter, the Secretary of Homeland Security shall 3
34	34	report to the relevant congressional committees on 4
35	35	the accreditation status for each basic training pro-5
36	36	gram within the Department of Homeland Security 6
37	37	in existence as of such date of enactment, including 7
38	38	information relating to the following: 8
39	39	(A) The date on which each such program 9
40	40	achieved initial accreditation, or in the case of 10
41	41	a program that is not currently accredited, the 11
42	42	reasons for not obtaining or maintaining ac-12
43	43	creditation, the activities, if any, taken to 13
44	44	achieve accreditation, and an anticipated 14
45	45	timeline for accreditation of such program. 15
46	46	(B) The date each such program most re-16
47	47	cently received accreditation or reaccreditation, 17
48	48	if applicable. 18
49	49	(C) Each such program’s anticipated ac-19
50	50	creditation or next reaccreditation date. 20
51	51	(D) The identification, including name, of 21
52	52	the accreditation manager for each such pro-22
53	53	gram. 23

55	55	ERMINATION OF REPORTING REQUIRE -24
56	56	MENT.—Annual reports under paragraph (1) shall 25

61	61	Department of Homeland Security referred to iun 2
62	62	such paragraph are accredited. 3

64	64	APSE INACCREDITATION.— 4
65	65	(1) I
66	66	N GENERAL.—If a basic training program 5
67	67	of the Department of Homeland Security loses ac-6
68	68	creditation, the head of the relevant component of 7
69	69	the Department shall notify the Secretary of Home-8
70	70	land Security not later than 30 days after such loss. 9
71	71	(2) N
72	72	OTICE TO CONGRESS.—Not later than 30 10
73	73	days after receiving a notification pursuant to para-11
74	74	graph (1), the Secretary of Homeland Security shall 12
75	75	notify the relevant congressional committees of the 13
76	76	lapse in accreditation at issue, the reason for such 14
77	77	lapse, and the activities underway and planned to re-15
78	78	gain accreditation. 16

80	80	EFINITIONS.—In this section: 17
81	81	(1) A
82	82	CCREDITATION.—The term ‘‘accredita-18
83	83	tion’’ means the recognition by a board that a basic 19
84	84	training program is administered, developed, and de-20
85	85	livered according to an applicable set of standards. 21

87	87	CCREDITATION MANAGER .—The term ‘‘ac-22
88	88	creditation manager’’ means the individual assigned 23
89	89	by the component of the Department of Homeland 24

96	96	ASIC TRAINING PROGRAM .—The term 3
97	97	‘‘basic training program’’ means an entry level pro-4
98	98	gram of the Department of Homeland Security that 5
99	99	is transitional to law enforcement or law enforce-6
100	100	ment support, provides training on critical com-7
101	101	petencies and responsibilities, and is typically a re-8
102	102	quirement for appointment to a law enforcement or 9
103	103	law enforcement support job series. 10

105	105	EACCREDITATION.—The term ‘‘reaccredi-11
106	106	tation’’ means the assessment of a basic training 12
107	107	program after initial accreditation to ensure the con-13
108	108	tinued compliance with an applicable set of stand-14
109	109	ards. 15

111	111	ELEVANT CONGRESSIONAL COMMIT -16
112	112	TEES.—The term ‘‘relevant congressional commit-17
113	113	tees’’ means the Committee on Homeland Security 18
114	114	and the Committee on the Judiciary of the House of 19
115	115	Representatives and the Committee on Homeland 20
116	116	Security and Governmental Affairs and the Com-21
117	117	mittee of the Judiciary of the Senate. 22
118	118	SEC. 3. RESEARCH AND DEVELOPMENT. 23
119	119	The Under Secretary for Science and Technology of 24
120	120	the Department of Homeland Security shall carry out re-25

125	125	hance access to training offered by the Federal Law En-2
126	126	forcement Training Centers to State, local, Tribal, and 3
127	127	territorial law enforcement, with particular attention to 4
128	128	law enforcement in rural and remote communities, for the 5
129	129	purpose of enhancing domestic preparedness for and col-6
130	130	lective response to terrorism and other homeland security 7
131	131	threats. 8
