Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘DHS Basic Training 4 Accreditation Improvement Act of 2025’’. 5 SEC. 2. REPORTING ON BASIC TRAINING PROGRAMS OF 6 THE DEPARTMENT OF HOMELAND SECURITY. 7 (a) A NNUALREPORTING.— 8 VerDate Sep 11 2014 00:26 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2285.IH H2285 ssavage on LAPJG3WLY3PROD with BILLS 2 •HR 2285 IH (1) IN GENERAL.—Not later than 90 days after 1 the date of the enactment of this Act and annually 2 thereafter, the Secretary of Homeland Security shall 3 report to the relevant congressional committees on 4 the accreditation status for each basic training pro-5 gram within the Department of Homeland Security 6 in existence as of such date of enactment, including 7 information relating to the following: 8 (A) The date on which each such program 9 achieved initial accreditation, or in the case of 10 a program that is not currently accredited, the 11 reasons for not obtaining or maintaining ac-12 creditation, the activities, if any, taken to 13 achieve accreditation, and an anticipated 14 timeline for accreditation of such program. 15 (B) The date each such program most re-16 cently received accreditation or reaccreditation, 17 if applicable. 18 (C) Each such program’s anticipated ac-19 creditation or next reaccreditation date. 20 (D) The identification, including name, of 21 the accreditation manager for each such pro-22 gram. 23 (2) T ERMINATION OF REPORTING REQUIRE -24 MENT.—Annual reports under paragraph (1) shall 25 VerDate Sep 11 2014 00:26 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2285.IH H2285 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 2285 IH terminate when all basic training programs of the 1 Department of Homeland Security referred to iun 2 such paragraph are accredited. 3 (b) L APSE INACCREDITATION.— 4 (1) I N GENERAL.—If a basic training program 5 of the Department of Homeland Security loses ac-6 creditation, the head of the relevant component of 7 the Department shall notify the Secretary of Home-8 land Security not later than 30 days after such loss. 9 (2) N OTICE TO CONGRESS.—Not later than 30 10 days after receiving a notification pursuant to para-11 graph (1), the Secretary of Homeland Security shall 12 notify the relevant congressional committees of the 13 lapse in accreditation at issue, the reason for such 14 lapse, and the activities underway and planned to re-15 gain accreditation. 16 (c) D EFINITIONS.—In this section: 17 (1) A CCREDITATION.—The term ‘‘accredita-18 tion’’ means the recognition by a board that a basic 19 training program is administered, developed, and de-20 livered according to an applicable set of standards. 21 (2) A CCREDITATION MANAGER .—The term ‘‘ac-22 creditation manager’’ means the individual assigned 23 by the component of the Department of Homeland 24 VerDate Sep 11 2014 00:26 Mar 25, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2285.IH H2285 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 2285 IH Security to manage accreditation activities for a 1 basic training program. 2 (3) B ASIC TRAINING PROGRAM .—The term 3 ‘‘basic training program’’ means an entry level pro-4 gram of the Department of Homeland Security that 5 is transitional to law enforcement or law enforce-6 ment support, provides training on critical com-7 petencies and responsibilities, and is typically a re-8 quirement for appointment to a law enforcement or 9 law enforcement support job series. 10 (4) R EACCREDITATION.—The term ‘‘reaccredi-11 tation’’ means the assessment of a basic training 12 program after initial accreditation to ensure the con-13 tinued compliance with an applicable set of stand-14 ards. 15 (5) R ELEVANT CONGRESSIONAL COMMIT -16 TEES.—The term ‘‘relevant congressional commit-17 tees’’ means the Committee on Homeland Security 18 and the Committee on the Judiciary of the House of 19 Representatives and the Committee on Homeland 20 Security and Governmental Affairs and the Com-21 mittee of the Judiciary of the Senate. 22 SEC. 3.
