114114 as to accommodate later acreage re-21

132132 Internal Revenue Service Tax Form Sched-8
133133 ule F, or successor forms, as sufficient for 9
134134 the establishment of historical adjusted 10
135135 revenue, subject to the condition that ap-11
136136 proved insurance providers may request 12
137137 additional verifiable records in cases where 13
138138 there is documented evidence, made clear 14
139139 to the applicant, that farm tax records are 15
140140 incomplete. 16

142142 N-RAMP TO WHOLE FARM PLAN .— 17
143143 ‘‘(i) I
144144 N GENERAL.—In the case of a 18
145145 producer using diverse production systems 19
146146 described in subparagraph (B)(i) that may 20
147147 be eligible for the whole farm plan, the 21
148148 Secretary, acting through the Adminis-22
149149 trator of the Agency, shall establish a 23
150150 streamlined revenue-based option under 24
151151 the noninsured crop disaster assistance 25

160160 provide for such other options as may be 6
161161 necessary to assist producers with such a 7
162162 transition who are unable to purchase a 8
163163 whole farm plan. 9

165165 EQUIREMENTS.—The stream-10
166166 lined revenue-based option established 11
167167 under clause (i) shall offer a premium dis-12
168168 count of— 13
169169 ‘‘(I) 25 percent for the first crop 14
170170 year for which a producer— 15
171171 ‘‘(aa) certifies that the pro-16
172172 ducer will transition from the 17
173173 noninsured crop disaster assist-18
174174 ance program under this section 19
175175 to the whole farm plan not later 20
176176 than 3 years after the date of the 21
177177 certification; and 22
178178 ‘‘(bb) provides revenue his-23
179179 tory with respect to that crop 24
180180 year; 25

219219 The Secretary shall submit to the Federal 6
220220 Crop Insurance Corporation the revenue 7
221221 history submitted to the Secretary pursu-8
222222 ant to clause (ii). 9

224224 ULEMAKING.—Not later than 90 10
225225 days after the date of the enactment of the 11
226226 Save Our Small Farms Act of 2025, the Sec-12
227227 retary shall issue regulations to ensure that 13
228228 premium discounts under this paragraph are 14
229229 only available to producers who transition to a 15
230230 whole farm plan, as described in subparagraph 16
231231 (D)(i).’’; 17
232232 (3) in subsection (c), by adding at the end the 18

235235 OTICE OF CERTAIN LOSSES .—Notwith-20
236236 standing any other provision of law (including regu-21
237237 lations), a producer of a hand-harvested or rapidly 22
238238 deteriorating crop may submit to the Secretary noti-23
239239 fication of a loss of that crop 120 hours or more 24

246246 PPRAISAL OF LOSS.— 3
247247 ‘‘(A) I
248248 N GENERAL.—In any case in which 4
249249 an appraisal of crop acreage is requested by a 5
250250 producer or determined to be necessary by the 6
251251 Secretary for a year in which a notice of loss 7
252252 is filed under this subsection, particularly in 8
253253 any case in which a loss adjuster is not avail-9
254254 able within 72 hours of the notice, the Sec-10
255255 retary shall permit the following alternatives to 11
256256 an in-person appraisal by a loss adjuster: 12
257257 ‘‘(i) Remote appraisal, including time- 13
258258 stamped photographs, drone footage, and 14
259259 other technology applications. 15
260260 ‘‘(ii) Appraisal by field office staff of 16
261261 the Agency with requisite training, in con-17
262262 junction with a remote appraisal under 18
263263 clause (i). 19
264264 ‘‘(B) T
265265 RAINING.—The Secretary shall re-20
266266 quire field office staff to attend noninsured crop 21
267267 disaster assistance appraisal training for pur-22
268268 poses of subparagraph (A)(ii).’’; 23
269269 (4) in subsection (e)(3), by striking ‘‘65 per-24

317317 ELIVERY.—The Secretary shall collaborate 15
318318 with outreach and technical assistance providers, exten-16
319319 sion offices, and State departments of agriculture to ad-17
320320 vertise the noninsured crop disaster assistance program 18
321321 under this section, particularly to limited resource, begin-19
322322 ning, or socially disadvantaged farmers, as determined by 20
323323 the Secretary, veteran farmers or ranchers (as defined in 21
324324 section 2501(a) of the Food, Agriculture, Conservation, 22
325325 and Trade Act of 1990 (7 U.S.C. 2279(a))), and pro-23
326326 ducers eligible to participate in the streamlined revenue- 24
327327 based option pursuant to subsection (b)(4)(C).’’. 25

390390 of 2025, and annually thereafter, the Cor-4
391391 poration shall— 5
392392 ‘‘(I) review any limitations on in-6
393393 surable revenue (including the overall 7
394394 limitation and limitations specific to 8
395395 animals, animal products, greenhouse 9
396396 and nursery, and aquaculture) to en-10
397397 sure the limitations are adequate to 11
398398 cover the financial risks associated 12
399399 with the production of high-value agri-13
400400 cultural products; and 14
401401 ‘‘(II) submit to the Committee on 15
402402 Agriculture of the House of Rep-16
403403 resentatives and the Committee on 17
404404 Agriculture, Nutrition, and Forestry 18
405405 of the Senate a report that includes a 19
406406 summary of the most recent review 20
407407 conducted under subclause (I) and 21
408408 any expected changes to the policy for 22
409409 the following reinsurance year. 23
410410 ‘‘(iv) P
411411 UBLIC REPORT.—Not later 24
412412 than 18 months after the date of the en-25

437437 income reported on Internal Revenue 20
438438 Service Tax Form Schedule F (or a 21
439439 successor form), shall be sufficient for 22
440440 the establishment of historical ad-23
441441 justed revenue, subject to the condi-24
442442 tion that approved insurance providers 25

452452 total market price are due to unavoid-7
453453 able natural causes, unless the Cor-8
454454 poration demonstrates the extent to 9
455455 which the decline in lower market 10
456456 price is the direct result of an unin-11
457457 sured manmade event. 12
458458 ‘‘(III) Require that any adjust-13
459459 ment of the revenue guarantee by an 14
460460 approved insurance provider, after the 15
461461 approved insurance provider accepts a 16
462462 revised farm operation report from 17
463463 the insured, is contingent on approval 18
464464 from the Risk Management Agency, 19
465465 and allow the insured an opportunity 20
466466 to appeal any denial by the Risk Man-21
467467 agement Agency of that revenue guar-22
468468 antee adjustment to the National Ap-23
469469 peals Division. 24
