35	35	tives of the United States of America in Congress assembled, 2
36	36	SECTION 1. SHORT TITLE. 3
37	37	This Act may be cited as the ‘‘Secure Space Act of 4
38	38	2025’’. 5
39	39	SEC. 2. PROHIBITION ON GRANT OF CERTAIN SATELLITE 6
40	40	LICENSES, UNITED STATES MARKET ACCESS, 7
41	41	OR EARTH STATION AUTHORIZATIONS. 8
42	42	(a) I
43	43	NGENERAL.—The Secure and Trusted Commu-9
44	44	nications Networks Act of 2019 (47 U.S.C. 1601 et seq.) 10
45	45	is amended— 11
46	46	(1) by redesignating sections 10 and 11 as sec-12
47	47	tions 11 and 12, respectively; and 13
48	48	(2) by inserting after section 9 the following: 14
49	49	‘‘SEC. 10. PROHIBITION ON GRANT OF CERTAIN SATELLITE 15
50	50	LICENSES, UNITED STATES MARKET ACCESS, 16
51	51	OR EARTH STATION AUTHORIZATIONS. 17
52	52	‘‘(a) I
53	53	NGENERAL.—The Commission may not grant 18
54	54	a license for, or a petition for a declaratory ruling to ac-19
55	55	cess the United States market using, a geostationary orbit 20
56	56	satellite system or a nongeostationary orbit satellite sys-21
57	57	tem, or an authorization to use an individually licensed 22
58	58	earth station or a blanket-licensed earth station, if such 23
59	59	license, grant of market access, or authorization would be 24
60	60	held or controlled by— 25

64	64	‘‘(1) an entity that produces or provides any 1
65	65	covered communications equipment or service; or 2
66	66	‘‘(2) an affiliate (as defined in section 3 of the 3
67	67	Communications Act of 1934 (47 U.S.C. 153)) of an 4
68	68	entity described in paragraph (1). 5
69	69	‘‘(b) D
70	70	EFINITIONS.—In this section: 6
71	71	‘‘(1) B
72	72	LANKET-LICENSED EARTH STATION .— 7
73	73	The term ‘blanket-licensed earth station’ means an 8
74	74	earth station that is licensed with a geostationary 9
75	75	orbit satellite system or a nongeostationary orbit 10
76	76	satellite system. 11
77	77	‘‘(2) G
78	78	ATEWAY STATION.—The term ‘gateway 12
79	79	station’ means an earth station or a group of earth 13
80	80	stations that— 14
81	81	‘‘(A) supports the routing and switching 15
82	82	functions of a geostationary orbit satellite sys-16
83	83	tem or a nongeostationary orbit satellite sys-17
84	84	tem; 18
85	85	‘‘(B) may also be used for telemetry, track-19
86	86	ing, and command transmissions; 20
87	87	‘‘(C) does not originate or terminate com-21
88	88	munication traffic; and 22
89	89	‘‘(D) is not for the exclusive use of any 23
90	90	customer. 24

94	94	‘‘(3) INDIVIDUALLY LICENSED EARTH STA -1
95	95	TION.—The term ‘individually licensed earth station’ 2
96	96	means— 3
97	97	‘‘(A) an earth station (other than a blan-4
98	98	ket-licensed earth station) that sends a signal 5
99	99	to, and receives a signal from, a geostationary 6
100	100	orbit satellite system or a nongeostationary 7
101	101	orbit satellite system; or 8
102	102	‘‘(B) a gateway station.’’. 9
103	103	(b) A
104	104	PPLICABILITY.—Section 10 of the Secure and 10
105	105	Trusted Communications Networks Act of 2019, as added 11
106	106	by subsection (a), shall apply with respect to the grant 12
107	107	of a license, petition, or authorization on or after the date 13
108	108	of the enactment of this Act. 14
109	109	(c) R
110	110	ULES.—Not later than 1 year after the date of 15
111	111	the enactment of this Act, the Federal Communications 16
112	112	Commission shall issue rules to implement section 10 of 17
113	113	the Secure and Trusted Communications Networks Act of 18
114	114	2019, as added by subsection (a). 19
