3737 This Act may be cited as the ‘‘Secure Space Act of 4
3838 2025’’. 5
3939 SEC. 2. PROHIBITION ON GRANT OF CERTAIN SATELLITE 6
4040 LICENSES, UNITED STATES MARKET ACCESS, 7
4141 OR EARTH STATION AUTHORIZATIONS. 8
4242 (a) I
4343 NGENERAL.—The Secure and Trusted Commu-9
4444 nications Networks Act of 2019 (47 U.S.C. 1601 et seq.) 10
4545 is amended— 11
4646 (1) by redesignating sections 10 and 11 as sec-12
4747 tions 11 and 12, respectively; and 13
4848 (2) by inserting after section 9 the following: 14
4949 ‘‘SEC. 10. PROHIBITION ON GRANT OF CERTAIN SATELLITE 15
5050 LICENSES, UNITED STATES MARKET ACCESS, 16
5151 OR EARTH STATION AUTHORIZATIONS. 17
5252 ‘‘(a) I
5353 NGENERAL.—The Commission may not grant 18
5454 a license for, or a petition for a declaratory ruling to ac-19
5555 cess the United States market using, a geostationary orbit 20
5656 satellite system or a nongeostationary orbit satellite sys-21
5757 tem, or an authorization to use an individually licensed 22
5858 earth station or a blanket-licensed earth station, if such 23
5959 license, grant of market access, or authorization would be 24
6060 held or controlled by— 25

6565 covered communications equipment or service; or 2
6666 ‘‘(2) an affiliate (as defined in section 3 of the 3
6767 Communications Act of 1934 (47 U.S.C. 153)) of an 4
6868 entity described in paragraph (1). 5

7070 EFINITIONS.—In this section: 6
7171 ‘‘(1) B
7272 LANKET-LICENSED EARTH STATION .— 7
7373 The term ‘blanket-licensed earth station’ means an 8
7474 earth station that is licensed with a geostationary 9
7575 orbit satellite system or a nongeostationary orbit 10
7676 satellite system. 11
7777 ‘‘(2) G
7878 ATEWAY STATION.—The term ‘gateway 12
7979 station’ means an earth station or a group of earth 13
8080 stations that— 14
8181 ‘‘(A) supports the routing and switching 15
8282 functions of a geostationary orbit satellite sys-16
8383 tem or a nongeostationary orbit satellite sys-17
8484 tem; 18
8585 ‘‘(B) may also be used for telemetry, track-19
8686 ing, and command transmissions; 20
8787 ‘‘(C) does not originate or terminate com-21
8888 munication traffic; and 22
8989 ‘‘(D) is not for the exclusive use of any 23
9090 customer. 24

9494 ‘‘(3) INDIVIDUALLY LICENSED EARTH STA -1
9595 TION.—The term ‘individually licensed earth station’ 2
9696 means— 3
9797 ‘‘(A) an earth station (other than a blan-4
9898 ket-licensed earth station) that sends a signal 5
9999 to, and receives a signal from, a geostationary 6
100100 orbit satellite system or a nongeostationary 7
101101 orbit satellite system; or 8
102102 ‘‘(B) a gateway station.’’. 9

104104 PPLICABILITY.—Section 10 of the Secure and 10
105105 Trusted Communications Networks Act of 2019, as added 11
106106 by subsection (a), shall apply with respect to the grant 12
107107 of a license, petition, or authorization on or after the date 13
108108 of the enactment of this Act. 14

110110 ULES.—Not later than 1 year after the date of 15
111111 the enactment of this Act, the Federal Communications 16
112112 Commission shall issue rules to implement section 10 of 17
113113 the Secure and Trusted Communications Networks Act of 18
114114 2019, as added by subsection (a). 19
