SHORT TITLE. 3 This Act may be cited as the ‘‘Secure Space Act of 4 2025’’. 5 SEC. 2. PROHIBITION ON GRANT OF CERTAIN SATELLITE 6 LICENSES, UNITED STATES MARKET ACCESS, 7 OR EARTH STATION AUTHORIZATIONS. 8 (a) I NGENERAL.—The Secure and Trusted Commu-9 nications Networks Act of 2019 (47 U.S.C. 1601 et seq.) 10 is amended— 11 (1) by redesignating sections 10 and 11 as sec-12 tions 11 and 12, respectively; and 13 (2) by inserting after section 9 the following: 14 ‘‘SEC. 10. PROHIBITION ON GRANT OF CERTAIN SATELLITE 15 LICENSES, UNITED STATES MARKET ACCESS, 16 OR EARTH STATION AUTHORIZATIONS. 17 ‘‘(a) I NGENERAL.—The Commission may not grant 18 a license for, or a petition for a declaratory ruling to ac-19 cess the United States market using, a geostationary orbit 20 satellite system or a nongeostationary orbit satellite sys-21 tem, or an authorization to use an individually licensed 22 earth station or a blanket-licensed earth station, if such 23 license, grant of market access, or authorization would be 24 held or controlled by— 25 VerDate Sep 11 2014 20:59 Apr 03, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2458.IH H2458 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 2458 IH ‘‘(1) an entity that produces or provides any 1 covered communications equipment or service; or 2 ‘‘(2) an affiliate (as defined in section 3 of the 3 Communications Act of 1934 (47 U.S.C. 153)) of an 4 entity described in paragraph (1). 5 ‘‘(b) D EFINITIONS.—In this section: 6 ‘‘(1) B LANKET-LICENSED EARTH STATION .— 7 The term ‘blanket-licensed earth station’ means an 8 earth station that is licensed with a geostationary 9 orbit satellite system or a nongeostationary orbit 10 satellite system. 11 ‘‘(2) G ATEWAY STATION.—The term ‘gateway 12 station’ means an earth station or a group of earth 13 stations that— 14 ‘‘(A) supports the routing and switching 15 functions of a geostationary orbit satellite sys-16 tem or a nongeostationary orbit satellite sys-17 tem; 18 ‘‘(B) may also be used for telemetry, track-19 ing, and command transmissions; 20 ‘‘(C) does not originate or terminate com-21 munication traffic; and 22 ‘‘(D) is not for the exclusive use of any 23 customer. 24 VerDate Sep 11 2014 20:59 Apr 03, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2458.IH H2458 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 2458 IH ‘‘(3) INDIVIDUALLY LICENSED EARTH STA -1 TION.—The term ‘individually licensed earth station’ 2 means— 3 ‘‘(A) an earth station (other than a blan-4 ket-licensed earth station) that sends a signal 5 to, and receives a signal from, a geostationary 6 orbit satellite system or a nongeostationary 7 orbit satellite system; or 8 ‘‘(B) a gateway station.’’. 9 (b) A PPLICABILITY.—Section 10 of the Secure and 10 Trusted Communications Networks Act of 2019, as added 11 by subsection (a), shall apply with respect to the grant 12 of a license, petition, or authorization on or after the date 13 of the enactment of this Act. 14 (c) R ULES.—Not later than 1 year after the date of 15 the enactment of this Act, the Federal Communications 16 Commission shall issue rules to implement section 10 of 17 the Secure and Trusted Communications Networks Act of 18 2019, as added by subsection (a). 19 Æ VerDate Sep 11 2014 20:59 Apr 03, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H2458.IH H2458 ssavage on LAPJG3WLY3PROD with BILLS
