1818 tives of the United States of America in Congress assembled, 2
1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘State-Level Depart-4
2121 ments of Government Efficiency Establishment Act’’ or 5
2222 the ‘‘State-Level DOGE Establishment Act’’. 6
2323 SEC. 2. CONDITION ON FEDERAL FUNDING TO STATES. 7

2929 (1) IN GENERAL.—Notwithstanding any other 1
3030 provision of law, in fiscal year 2026 and each fiscal 2
3131 year thereafter, no discretionary appropriations may 3
3232 be disbursed to any State unless such State has es-4
3333 tablished an entity described in subsection (b). 5

3535 XCEPTION.—For purposes of paragraph 6
3636 (1), the term ‘‘discretionary appropriations’’ does 7
3737 not include any discretionary appropriations within 8
3838 the security category (as that term is defined in sec-9
3939 tion 250(c) of the Balanced Budget and Emergency 10
4040 Deficit Control Act of 1985 (2 U.S.C. 900(c)). 11

4242 TATE-LEVELDOGEAGENCY.—Each State shall 12
4343 establish and maintain a department, agency, or commis-13
4444 sion of government efficiency to review the efficacy of the 14
4545 State’s administration of Federal funding and to eliminate 15
4646 waste, fraud, and abuse of taxpayer funds. Such a depart-16
4747 ment, agency, or commission shall— 17
4848 (1) be comprised of at least 10 members and 18
4949 not more than 20 members; 19
5050 (2) have an equal number of members of the 20
5151 majority party and the minority party in the State’s 21
5252 Legislature; and 22
5353 (3) publish, on the State’s public website, and 23
5454 submit to the Department of Government Efficiency 24

6161 efficacy of the State’s administration of Federal 4
6262 funding and to eliminate waste, fraud, and 5
6363 abuse of taxpayer funds; and 6
6464 (B) provides legislative and operational 7
6565 suggestions and recommendations to improve 8
6666 the efficiency of the expenditure of Federal 9
6767 funds. 10

6969 TATEDEFINED.—In this section, the term 11
7070 ‘‘State’’ means each of the several States, the District of 12
7171 Columbia, and each territory of the United States. 13
