17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘State-Level Depart-4
21	21	ments of Government Efficiency Establishment Act’’ or 5
22	22	the ‘‘State-Level DOGE Establishment Act’’. 6
23	23	SEC. 2. CONDITION ON FEDERAL FUNDING TO STATES. 7

29	29	(1) IN GENERAL.—Notwithstanding any other 1
30	30	provision of law, in fiscal year 2026 and each fiscal 2
31	31	year thereafter, no discretionary appropriations may 3
32	32	be disbursed to any State unless such State has es-4
33	33	tablished an entity described in subsection (b). 5
34	34	(2) E
35	35	XCEPTION.—For purposes of paragraph 6
36	36	(1), the term ‘‘discretionary appropriations’’ does 7
37	37	not include any discretionary appropriations within 8
38	38	the security category (as that term is defined in sec-9
39	39	tion 250(c) of the Balanced Budget and Emergency 10
40	40	Deficit Control Act of 1985 (2 U.S.C. 900(c)). 11

42	42	TATE-LEVELDOGEAGENCY.—Each State shall 12
43	43	establish and maintain a department, agency, or commis-13
44	44	sion of government efficiency to review the efficacy of the 14
45	45	State’s administration of Federal funding and to eliminate 15
46	46	waste, fraud, and abuse of taxpayer funds. Such a depart-16
47	47	ment, agency, or commission shall— 17
48	48	(1) be comprised of at least 10 members and 18
49	49	not more than 20 members; 19
50	50	(2) have an equal number of members of the 20
51	51	majority party and the minority party in the State’s 21
52	52	Legislature; and 22
53	53	(3) publish, on the State’s public website, and 23
54	54	submit to the Department of Government Efficiency 24

59	59	nual report that— 2
60	60	(A) details the entity’s work to review the 3
61	61	efficacy of the State’s administration of Federal 4
62	62	funding and to eliminate waste, fraud, and 5
63	63	abuse of taxpayer funds; and 6
64	64	(B) provides legislative and operational 7
65	65	suggestions and recommendations to improve 8
66	66	the efficiency of the expenditure of Federal 9
67	67	funds. 10

69	69	TATEDEFINED.—In this section, the term 11
70	70	‘‘State’’ means each of the several States, the District of 12
71	71	Columbia, and each territory of the United States. 13
