To condition the disbursement of Federal funds to any State 
on such State establishing a department, agency, or com-
mission of government efficiency, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘State-Level Depart-4
ments of Government Efficiency Establishment Act’’ or 5
the ‘‘State-Level DOGE Establishment Act’’. 6
SEC. 2. CONDITION ON FEDERAL FUNDING TO STATES. 7
(a) C

(1) IN GENERAL.—Notwithstanding any other 1
provision of law, in fiscal year 2026 and each fiscal 2
year thereafter, no discretionary appropriations may 3
be disbursed to any State unless such State has es-4
tablished an entity described in subsection (b). 5
(2) E
XCEPTION.—For purposes of paragraph 6
(1), the term ‘‘discretionary appropriations’’ does 7
not include any discretionary appropriations within 8
the security category (as that term is defined in sec-9
tion 250(c) of the Balanced Budget and Emergency 10
Deficit Control Act of 1985 (2 U.S.C. 900(c)). 11
(b) S
TATE-LEVELDOGEAGENCY.—Each State shall 12
establish and maintain a department, agency, or commis-13
sion of government efficiency to review the efficacy of the 14
State’s administration of Federal funding and to eliminate 15
waste, fraud, and abuse of taxpayer funds. Such a depart-16
ment, agency, or commission shall— 17
(1) be comprised of at least 10 members and 18
not more than 20 members; 19
(2) have an equal number of members of the 20
majority party and the minority party in the State’s 21
Legislature; and 22
(3) publish, on the State’s public website, and 23
submit to the Department of Government Efficiency 24

within the Executive Office of the President, an an-1
nual report that— 2
(A) details the entity’s work to review the 3
efficacy of the State’s administration of Federal 4
funding and to eliminate waste, fraud, and 5
abuse of taxpayer funds; and 6
(B) provides legislative and operational 7
suggestions and recommendations to improve 8
the efficiency of the expenditure of Federal 9
funds. 10
(c) S
TATEDEFINED.—In this section, the term 11
‘‘State’’ means each of the several States, the District of 12
Columbia, and each territory of the United States. 13
