1717 tives of the United States of America in Congress assembled, 2
1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Improving Reporting 4
2020 to Prevent Hate Act of 2025’’. 5
2121 SEC. 2. REQUIREMENT TO CREDIBLY REPORT HATE 6
2222 CRIMES. 7
2323 Section 505 of the Omnibus Crime Control and Safe 8
2424 Streets Act of 1968 (34 U.S.C. 10156) is amended by 9
2525 adding at the end the following: 10

2929 ‘‘(j) EVALUATION FOR REPORTING ON HATE 1

3131 RIMES.—Beginning not later than three years after the 2
3232 date of the enactment of this Act and from the data ac-3
3333 quired by the Attorney General in accordance with the 4
3434 Hate Crimes Statistics Act (34 U.S.C. 41305), the Attor-5
3535 ney General shall establish a method of evaluating and use 6
3636 such method to evaluate whether a covered jurisdiction 7
3737 has credibly reporting hate crimes, including whether, for 8
3838 each year, a covered jurisdiction— 9
3939 ‘‘(1) has not reported hate crime data to the 10
4040 Federal Bureau of Investigation; or 11
4141 ‘‘(2) has reported zero hate crime incidents to 12
4242 the Federal Bureau of Investigation. 13
4343 ‘‘(k) E
4444 LIGIBILITY.— 14
4545 ‘‘(1) I
4646 N GENERAL.—A covered jurisdiction that 15
4747 is found not to have credibly reported hate crimes 16
4848 following an evaluation pursuant to subsection (j) 17
4949 shall not be eligible for an allocation under this sec-18
5050 tion. 19
5151 ‘‘(2) E
5252 XCEPTION.—A covered jurisdiction that 20
5353 is found not to have credibly reported hate crimes 21
5454 following an evaluation pursuant to subsection (j) 22
5555 shall not be subject to a penalty under paragraph 23
5656 (1) if the Attorney General certifies that the covered 24
5757 jurisdiction has conducted significant community 25

6464 NNUALREPORT.—Each year the Attorney Gen-3
6565 eral shall publish on the internet website of the Depart-4
6666 ment of Justice a report on the covered jurisdictions cer-5
6767 tified under subsection (k)(2). 6

6969 EFINITIONS.—In this section: 7
7070 ‘‘(1) C
7171 OVERED JURISDICTION.—The term ‘cov-8
7272 ered jurisdiction’ means a unit of local government 9
7373 that has a requested a grant under this subpart and 10
7474 has a population of over 100,000 people. 11
7575 ‘‘(2) H
7676 ATE CRIME.—The term ‘hate crime’ 12
7777 means— 13
7878 ‘‘(A) an act described in section 1(b)(1) of 14
7979 the Hate Crime Statistics Act ((34 U.S.C. 15
8080 41305(1)(b)(1)); and 16
8181 ‘‘(B) an act in violation of sections 241, 17
8282 245, 247, or 249 of title 18, United States 18
8383 Code. 19
8484 ‘‘(3) S
8585 IGNIFICANT COMMUNITY PUBLIC EDU -20
8686 CATION AND AWARENESS INITIATIVES ON HATE 21
8787 CRIMES.—The term ‘significant community public 22
8888 education and awareness initiatives on hate crimes’ 23
8989 means that a covered jurisdiction— 24
9090 ‘‘(A) has— 25

9494 ‘‘(i) made substantial progress to-1
9595 wards comprehensive reporting hate 2
9696 crimes; 3
9797 ‘‘(ii) adopted a policy on identifying, 4
9898 investigating, and reporting hate crimes; 5
9999 and 6
100100 ‘‘(iii) developed a standardized system 7
101101 of collecting, analyzing, and reporting hate 8
102102 crimes to the National Incident-Based Re-9
103103 porting System of the Federal Bureau of 10
104104 Investigation; or 11
105105 ‘‘(B) may— 12
106106 ‘‘(i) establish a unit or liaison special-13
107107 ized in identifying, investigating, and re-14
108108 porting hate crimes and engaging in com-15
109109 munity relations functions related to pre-16
110110 venting hate crimes; or 17
111111 ‘‘(ii) conduct an ongoing and regular 18
112112 public meetings or educational forums on 19
113113 the impact of hate crimes, services avail-20
114114 able to victims of hate crimes, and any rel-21
115115 evant Federal, State, or local laws related 22
116116 to hate crimes.’’. 23
