15	15	crime reporting program.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Improving Reporting 4
20	20	to Prevent Hate Act of 2025’’. 5
21	21	SEC. 2. REQUIREMENT TO CREDIBLY REPORT HATE 6
22	22	CRIMES. 7
23	23	Section 505 of the Omnibus Crime Control and Safe 8
24	24	Streets Act of 1968 (34 U.S.C. 10156) is amended by 9
25	25	adding at the end the following: 10

29	29	‘‘(j) EVALUATION FOR REPORTING ON HATE 1

31	31	RIMES.—Beginning not later than three years after the 2
32	32	date of the enactment of this Act and from the data ac-3
33	33	quired by the Attorney General in accordance with the 4
34	34	Hate Crimes Statistics Act (34 U.S.C. 41305), the Attor-5
35	35	ney General shall establish a method of evaluating and use 6
36	36	such method to evaluate whether a covered jurisdiction 7
37	37	has credibly reporting hate crimes, including whether, for 8
38	38	each year, a covered jurisdiction— 9
39	39	‘‘(1) has not reported hate crime data to the 10
40	40	Federal Bureau of Investigation; or 11
41	41	‘‘(2) has reported zero hate crime incidents to 12
42	42	the Federal Bureau of Investigation. 13
43	43	‘‘(k) E
44	44	LIGIBILITY.— 14
45	45	‘‘(1) I
46	46	N GENERAL.—A covered jurisdiction that 15
47	47	is found not to have credibly reported hate crimes 16
48	48	following an evaluation pursuant to subsection (j) 17
49	49	shall not be eligible for an allocation under this sec-18
50	50	tion. 19
51	51	‘‘(2) E
52	52	XCEPTION.—A covered jurisdiction that 20
53	53	is found not to have credibly reported hate crimes 21
54	54	following an evaluation pursuant to subsection (j) 22
55	55	shall not be subject to a penalty under paragraph 23
56	56	(1) if the Attorney General certifies that the covered 24
57	57	jurisdiction has conducted significant community 25

62	62	crimes. 2
63	63	‘‘(l) A
64	64	NNUALREPORT.—Each year the Attorney Gen-3
65	65	eral shall publish on the internet website of the Depart-4
66	66	ment of Justice a report on the covered jurisdictions cer-5
67	67	tified under subsection (k)(2). 6
68	68	‘‘(m) D
69	69	EFINITIONS.—In this section: 7
70	70	‘‘(1) C
71	71	OVERED JURISDICTION.—The term ‘cov-8
72	72	ered jurisdiction’ means a unit of local government 9
73	73	that has a requested a grant under this subpart and 10
74	74	has a population of over 100,000 people. 11
75	75	‘‘(2) H
76	76	ATE CRIME.—The term ‘hate crime’ 12
77	77	means— 13
78	78	‘‘(A) an act described in section 1(b)(1) of 14
79	79	the Hate Crime Statistics Act ((34 U.S.C. 15
80	80	41305(1)(b)(1)); and 16
81	81	‘‘(B) an act in violation of sections 241, 17
82	82	245, 247, or 249 of title 18, United States 18
83	83	Code. 19
84	84	‘‘(3) S
85	85	IGNIFICANT COMMUNITY PUBLIC EDU -20
86	86	CATION AND AWARENESS INITIATIVES ON HATE 21
87	87	CRIMES.—The term ‘significant community public 22
88	88	education and awareness initiatives on hate crimes’ 23
89	89	means that a covered jurisdiction— 24
90	90	‘‘(A) has— 25

95	95	wards comprehensive reporting hate 2
96	96	crimes; 3
97	97	‘‘(ii) adopted a policy on identifying, 4
98	98	investigating, and reporting hate crimes; 5
99	99	and 6
100	100	‘‘(iii) developed a standardized system 7
101	101	of collecting, analyzing, and reporting hate 8
102	102	crimes to the National Incident-Based Re-9
103	103	porting System of the Federal Bureau of 10
104	104	Investigation; or 11
105	105	‘‘(B) may— 12
106	106	‘‘(i) establish a unit or liaison special-13
107	107	ized in identifying, investigating, and re-14
108	108	porting hate crimes and engaging in com-15
109	109	munity relations functions related to pre-16
110	110	venting hate crimes; or 17
111	111	‘‘(ii) conduct an ongoing and regular 18
112	112	public meetings or educational forums on 19
113	113	the impact of hate crimes, services avail-20
114	114	able to victims of hate crimes, and any rel-21
115	115	evant Federal, State, or local laws related 22
116	116	to hate crimes.’’. 23
