lish the list of medications that the Administrator has compiled for 
purposes of the medical certification of airmen, and for other purposes.

A BILL 
To require the Administrator of the Federal Aviation Admin-
istration to publish the list of medications that the Ad-
ministrator has compiled for purposes of the medical 
certification of airmen, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Aviation Medication 4
Transparency Act of 2025’’. 5
SEC. 2. LIST OF APPROVED MEDICATIONS. 6
(a) I
NGENERAL.—Not later than 1 year after the 7
date of enactment of this Act, the Administrator of the 8

Federal Aviation Administration shall publish and main-1
tain on a publicly available website of the Administration 2
the list of medications and treatments that may be safely 3
prescribed to an airman to treat certain medical conditions 4
that the Administrator has compiled for purposes of the 5
issuance of a medical certification to an airman. 6
(b) R
EQUIREMENTS.—The list required under sub-7
section (a) shall— 8
(1) be drafted in consultation with— 9
(A) the Aeromedical Innovation and Mod-10
ernization Working Group; 11
(B) the certified exclusive bargaining rep-12
resentatives of air traffic controllers of the Ad-13
ministration certified under section 7111 of 14
title 5, United States Code; 15
(C) the principal organization representing 16
the largest certified collective bargaining rep-17
resentative of airline pilots; and 18
(D) any other stakeholder determined rel-19
evant by the task group, including any stake-20
holders described in section 411(d)(3)(B) of the 21
FAA Reauthorization Act of 2024; 22
(2) be comprehensive; 23
(3) be drafted in a user-friendly and accessible 24
manner and provided to airmen at the time when 25

such airmen first seek a license and medical certifi-1
cation; 2
(4) indicate what, if any, period of time, on av-3
erage, an airman must have limited or no duties to 4
stabilize on an approved medication; 5
(5) include the list of medications that the Ad-6
ministrator has designated as ‘‘Do Not Issue’’; 7
(6) include a mechanism for doctors or medical 8
providers to contact the Federal Aviation Adminis-9
tration regarding questions related to such list; 10
(7) include any additional information that the 11
Administrator determines is appropriate to provide 12
with respect to what conditions a certain medication 13
may or may not be used to treat and any informa-14
tion to explain why a medication is allowed or pro-15
hibited by the Federal Aviation Administration; and 16
(8) include any other information or clarifica-17
tion that the Administrator determines appropriate. 18
(c) A
NNUALUPDATE.—Not later than 1 year after 19
the date of publication of the list required under sub-20
section (a), and annually thereafter, the Administrator 21
shall update such list, as appropriate. 22
