54	54	This Act may be cited as the ‘‘IDEA Full Funding 2
55	55	Act’’. 3
56	56	SEC. 2. MANDATORY FUNDING OF THE INDIVIDUALS WITH 4
57	57	DISABILITIES EDUCATION ACT. 5
58	58	Section 611(i) of the Individuals with Disabilities 6
59	59	Education Act (20 U.S.C. 1411(i)) is amended to read 7
60	60	as follows: 8
61	61	‘‘(i) F
62	62	UNDING.— 9
63	63	‘‘(1) I
64	64	N GENERAL.—For the purpose of car-10
65	65	rying out this part, other than section 619, there are 11
66	66	authorized to be appropriated— 12
67	67	‘‘(A) $16,661,928,000 or 11.6 percent of 13
68	68	the amount determined under paragraph (2), 14
69	69	whichever is greater, for fiscal year 2026, and 15
70	70	there are hereby appropriated $6,425,048,000 16
71	71	or 4.5 percent of the amount determined under 17
72	72	paragraph (2), whichever is greater, for fiscal 18
73	73	year 2026, which shall become available for ob-19
74	74	ligation on July 1, 2026, and shall remain 20
75	75	available through September 30, 2027; 21
76	76	‘‘(B) $19,531,844,000 or 13.4 percent of 22
77	77	the amount determined under paragraph (2), 23
78	78	whichever is greater, for fiscal year 2027, and 24
79	79	there are hereby appropriated $8,372,932,000 25
80	80	or 5.7 percent of the amount determined under 26

172	172	‘‘(ii) shall become available for obliga-7
173	173	tion with respect to each subsequent fiscal 8
174	174	year on July 1 of that fiscal year and shall 9
175	175	remain available through September 30 of 10
176	176	the succeeding fiscal year. 11
177	177	‘‘(2) A
178	178	MOUNT.—With respect to each subpara-12
179	179	graph of paragraph (1), the amount determined 13
180	180	under this paragraph is the product of— 14
181	181	‘‘(A) the total number of children with dis-15
182	182	abilities in all States who— 16
183	183	‘‘(i) received special education and re-17
184	184	lated services during the last school year 18
185	185	that concluded before the first day of the 19
186	186	fiscal year for which the determination is 20
187	187	made; and 21
188	188	‘‘(ii) were aged— 22
189	189	‘‘(I) 3 through 5 (with respect to 23
190	190	the States that were eligible for 24
191	191	grants under section 619); and 25

199	199	SEC. 3. OFFSETS. 5
200	200	The amounts appropriated in section 611(i) of the 6
201	201	Individuals with Disabilities Education Act (20 U.S.C. 7
202	202	1411(i)), as amended by section 2 of this Act, shall be 8
203	203	expended consistent with cut-as-you-go requirements. 9
