SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘IDEA Full Funding 2
Act’’. 3
SEC. 2. MANDATORY FUNDING OF THE INDIVIDUALS WITH 4
DISABILITIES EDUCATION ACT. 5
Section 611(i) of the Individuals with Disabilities 6
Education Act (20 U.S.C. 1411(i)) is amended to read 7
as follows: 8
‘‘(i) F
UNDING.— 9
‘‘(1) I
N GENERAL.—For the purpose of car-10
rying out this part, other than section 619, there are 11
authorized to be appropriated— 12
‘‘(A) $16,661,928,000 or 11.6 percent of 13
the amount determined under paragraph (2), 14
whichever is greater, for fiscal year 2026, and 15
there are hereby appropriated $6,425,048,000 16
or 4.5 percent of the amount determined under 17
paragraph (2), whichever is greater, for fiscal 18
year 2026, which shall become available for ob-19
ligation on July 1, 2026, and shall remain 20
available through September 30, 2027; 21
‘‘(B) $19,531,844,000 or 13.4 percent of 22
the amount determined under paragraph (2), 23
whichever is greater, for fiscal year 2027, and 24
there are hereby appropriated $8,372,932,000 25
or 5.7 percent of the amount determined under 26

paragraph (2), whichever is greater, for fiscal 1
year 2027, which shall become available for ob-2
ligation on July 1, 2027, and shall remain 3
available through September 30, 2028; 4
‘‘(C) $22,896,084,000 or 15.3 percent of 5
the amount determined under paragraph (2), 6
whichever is greater, for fiscal year 2028, and 7
there are hereby appropriated $10,911,357,000 8
or 7.3 percent of the amount determined under 9
paragraph (2), whichever is greater, for fiscal 10
year 2028, which shall become available for ob-11
ligation on July 1, 2028, and shall remain 12
available through September 30, 2029; 13
‘‘(D) $26,839,795,000 or 17.6 percent of 14
the amount determined under paragraph (2), 15
whichever is greater, for fiscal year 2029, and 16
there are hereby appropriated $14,219,357,000 17
or 9.3 percent of the amount determined under 18
paragraph (2), whichever is greater, for fiscal 19
year 2029, which shall become available for ob-20
ligation on July 1, 2029, and shall remain 21
available through September 30, 2030; 22
‘‘(E) $31,462,786,000 or 20.2 percent of 23
the amount determined under paragraph (2), 24
whichever is greater, for fiscal year 2030, and 25

there are hereby appropriated $18,530,244,000 1
or 11.9 percent of the amount determined 2
under paragraph (2), whichever is greater, for 3
fiscal year 2030, which shall become available 4
for obligation on July 1, 2030, and shall remain 5
available through September 30, 2031; 6
‘‘(F) $36,882,058,000 or 23.1 percent of 7
the amount determined under paragraph (2), 8
whichever is greater, for fiscal year 2031, and 9
there are hereby appropriated $24,148,064,000 10
or 15.2 percent of the amount determined 11
under paragraph (2), whichever is greater, for 12
fiscal year 2031, which shall become available 13
for obligation on July 1, 2031, and shall remain 14
available through September 30, 2032; 15
‘‘(G) $43,234,768,000 or 26.5 percent of 16
the amount determined under paragraph (2), 17
whichever is greater, for fiscal year 2032, and 18
there are hereby appropriated $31,469,041,000 19
or 19.3 percent of the amount determined 20
under paragraph (2), whichever is greater, for 21
fiscal year 2032, which shall become available 22
for obligation on July 1, 2032, and shall remain 23
available through September 30, 2033; 24

‘‘(H) $50,681,693,000 or 30.4 percent of 1
the amount determined under paragraph (2), 2
whichever is greater, for fiscal year 2033, and 3
there are hereby appropriated $41,009,521,000 4
or 24.6 percent of the amount determined 5
under paragraph (2), whichever is greater, for 6
fiscal year 2033, which shall become available 7
for obligation on July 1, 2033, and shall remain 8
available through September 30, 2034; 9
‘‘(I) $59,411,305,000 or 34.9 percent of 10
the amount determined under paragraph (2), 11
whichever is greater, for fiscal year 2034, and 12
there are hereby appropriated $53,442,392,000 13
or 31.4 percent of the amount determined 14
under paragraph (2), whichever is greater, for 15
fiscal year 2034, which shall become available 16
for obligation on July 1, 2034, and shall remain 17
available through September 30, 2035; and 18
‘‘(J) $69,644,540,000 or 40.0 percent of 19
the amount determined under paragraph (2), 20
whichever is greater, for fiscal year 2035 and 21
each subsequent fiscal year, and there are here-22
by appropriated $69,644,540,000 or 40.0 per-23
cent of the amount determined under para-24

graph (2), whichever is greater, for fiscal year 1
2035 and each subsequent fiscal year, which— 2
‘‘(i) shall become available for obliga-3
tion with respect to fiscal year 2035 on 4
July 1, 2035, and shall remain available 5
through September 30, 2036; and 6
‘‘(ii) shall become available for obliga-7
tion with respect to each subsequent fiscal 8
year on July 1 of that fiscal year and shall 9
remain available through September 30 of 10
the succeeding fiscal year. 11
‘‘(2) A
MOUNT.—With respect to each subpara-12
graph of paragraph (1), the amount determined 13
under this paragraph is the product of— 14
‘‘(A) the total number of children with dis-15
abilities in all States who— 16
‘‘(i) received special education and re-17
lated services during the last school year 18
that concluded before the first day of the 19
fiscal year for which the determination is 20
made; and 21
‘‘(ii) were aged— 22
‘‘(I) 3 through 5 (with respect to 23
the States that were eligible for 24
grants under section 619); and 25

‘‘(II) 6 through 21; and 1
‘‘(B) the average per-pupil expenditure in 2
public elementary schools and secondary schools 3
in the United States.’’. 4
SEC. 3. OFFSETS. 5
The amounts appropriated in section 611(i) of the 6
Individuals with Disabilities Education Act (20 U.S.C. 7
1411(i)), as amended by section 2 of this Act, shall be 8
expended consistent with cut-as-you-go requirements. 9
