3535 TATEMENT OFPOLICY.—It is the policy of the 5
3636 United States— 6
3737 (1) to oppose the provision of financial or mate-7
3838 rial support by foreign countries and nongovern-8
3939 mental organizations to the Taliban, particularly 9
4040 those countries and organizations that receive 10
4141 United States-provided foreign assistance; and 11
4242 (2) to review United States-provided financial 12
4343 assistance to such foreign countries and nongovern-13
4444 mental organizations that have provided financial or 14
4545 material support to the Taliban. 15
4646 (b) R
4747 EPORT.—Not later than 30 days after the date 16
4848 of the enactment of this Act, the Secretary of State shall 17
4949 submit to the appropriate congressional committees a re-18
5050 port identifying— 19
5151 (1) foreign countries and nongovernmental or-20
5252 ganizations that have provided financial or material 21
5353 support to the Taliban, including— 22
5454 (A) the amount of United States-provided 23
5555 foreign assistance each country or organization 24
5656 receives, if any; 25

6464 utilized such financial or material support; and 5
6565 (2) efforts the United States has taken since 6
6666 August 2021 to oppose foreign countries and non-7
6767 governmental organizations from providing financial 8
6868 or material support to the Taliban, particularly 9
6969 those foreign countries and organizations that re-10
7070 ceive United States-provided foreign assistance. 11

7272 TRATEGY ANDREPORTS.— 12
7373 (1) I
7474 N GENERAL.—Not later than 30 days after 13
7575 the date of the enactment of this Act, the Secretary 14
7676 of State shall develop a strategy to discourage for-15
7777 eign countries and nongovernmental organizations 16
7878 from providing financial or material support to the 17
7979 Taliban, including by using United States-provided 18
8080 foreign assistance to discourage countries and orga-19
8181 nizations from providing such support to the 20
8282 Taliban. Not later than 60 days after the date of the 21
8383 enactment of this Act, the Secretary of State shall 22
8484 implement the strategy required by this paragraph. 23

9090 (A) INITIAL REPORT.—Not later than the 1
9191 date on which the strategy required by para-2
9292 graph (1) is completed, the Secretary of State 3
9393 shall submit to the appropriate congressional 4
9494 committees a report detailing the strategy and 5
9595 a plan for its implementation. 6

9797 UBSEQUENT REPORTS .—Not later 7
9898 than 180 days after the date on which the 8
9999 strategy required by paragraph (1) is com-9
100100 pleted, and every 180 days thereafter, the Sec-10
101101 retary of State shall submit to the appropriate 11
102102 congressional committees a report on the imple-12
103103 mentation of the strategy, including the impact 13
104104 of the strategy in discouraging foreign countries 14
105105 and nongovernmental organizations from pro-15
106106 viding financial or material support to the 16
107107 Taliban. 17
108108 SEC. 3. REPORT ON DIRECT CASH ASSISTANCE PROGRAMS 18
109109 IN AFGHANISTAN. 19
110110 (a) I
111111 NGENERAL.—Not later than 60 days after the 20
112112 date of the enactment of this Act, the Secretary of State, 21
113113 in consultation with the Administrator of the United 22
114114 States Agency for International Development, shall submit 23
115115 to the appropriate congressional committees a report on 24
116116 United States Government-funded direct cash assistance 25

121121 August 1, 2021, and ending on the date that is 30 days 2
122122 after the date of enactment of this Act. 3

124124 ATTERSTOBEINCLUDED.—The report re-4
125125 quired by subsection (a) shall, with respect to such direct 5
126126 cash assistance programs, include— 6
127127 (1) an identification of implementing partners 7
128128 and recipients; 8
129129 (2) a description of method of payments; 9
130130 (3) a description of how and where currency ex-10
131131 changes occur; 11
132132 (4) a description of how hawalas are used and 12
133133 the oversight mechanism in place regarding use of 13
134134 hawalas to transfer funds; and 14
135135 (5) a description of how oversight is conducted, 15
136136 including information on how the Department of 16
137137 State prevents the Taliban from accessing cash as-17
138138 sistance under such programs. 18
139139 (c) H
140140 AWALADEFINED.—In this section, the term 19
141141 ‘‘hawala’’’ means a system of transferring money through 20
142142 a network of money lending brokers. 21
143143 SEC. 4. REPORT ON STATUS OF AFGHAN FUND. 22
144144 (a) I
145145 NGENERAL.—Not later than 60 days after the 23
146146 date of the enactment of this Act, and every 180 days 24
147147 thereafter, the Secretary of State, in consultation with the 25

165165 including how the Fund’s trustees were vetted 14
166166 and selected, and what United States agencies 15
167167 were involved in the vetting and selection proc-16
168168 ess; 17
169169 (C) the conditions necessary for funds in 18
170170 the Afghan Fund to be released to Da Afghani-19
171171 stan Bank; 20
172172 (D) how the Afghan Fund’s board of trust-21
173173 ees will decide on the type and appropriateness 22
174174 of the Fund’s activities, including what kind of 23
175175 information will inform the board’s decisions 24

188188 In this Act, the term ‘‘appropriate congressional com-10
189189 mittees’’’ means— 11
190190 (1) the Committee on Foreign Affairs and the 12
191191 Committee on Appropriations of the House of Rep-13
192192 resentatives; and 14
