To require a strategy to oppose financial or material support 
by foreign countries and nongovernmental organizations 
to the Taliban, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘No Tax Dollars for 4
Terrorists Act’’. 5

SEC. 2. STRATEGY TO OPPOSE FINANCIAL OR MATERIAL 1
SUPPORT BY FOREIGN COUNTRIES AND NON-2
GOVERNMENTAL ORGANIZATIONS TO THE 3
TALIBAN. 4
(a) S
TATEMENT OFPOLICY.—It is the policy of the 5
United States— 6
(1) to oppose the provision of financial or mate-7
rial support by foreign countries and nongovern-8
mental organizations to the Taliban, particularly 9
those countries and organizations that receive 10
United States-provided foreign assistance; and 11
(2) to review United States-provided financial 12
assistance to such foreign countries and nongovern-13
mental organizations that have provided financial or 14
material support to the Taliban. 15
(b) R
EPORT.—Not later than 30 days after the date 16
of the enactment of this Act, the Secretary of State shall 17
submit to the appropriate congressional committees a re-18
port identifying— 19
(1) foreign countries and nongovernmental or-20
ganizations that have provided financial or material 21
support to the Taliban, including— 22
(A) the amount of United States-provided 23
foreign assistance each country or organization 24
receives, if any; 25

(B) the amount of financial or material 1
support each country or organization has pro-2
vided to the Taliban; and 3
(C) a description of how the Taliban has 4
utilized such financial or material support; and 5
(2) efforts the United States has taken since 6
August 2021 to oppose foreign countries and non-7
governmental organizations from providing financial 8
or material support to the Taliban, particularly 9
those foreign countries and organizations that re-10
ceive United States-provided foreign assistance. 11
(c) S
TRATEGY ANDREPORTS.— 12
(1) I
N GENERAL.—Not later than 30 days after 13
the date of the enactment of this Act, the Secretary 14
of State shall develop a strategy to discourage for-15
eign countries and nongovernmental organizations 16
from providing financial or material support to the 17
Taliban, including by using United States-provided 18
foreign assistance to discourage countries and orga-19
nizations from providing such support to the 20
Taliban. Not later than 60 days after the date of the 21
enactment of this Act, the Secretary of State shall 22
implement the strategy required by this paragraph. 23
(2) R

(A) INITIAL REPORT.—Not later than the 1
date on which the strategy required by para-2
graph (1) is completed, the Secretary of State 3
shall submit to the appropriate congressional 4
committees a report detailing the strategy and 5
a plan for its implementation. 6
(B) S
UBSEQUENT REPORTS .—Not later 7
than 180 days after the date on which the 8
strategy required by paragraph (1) is com-9
pleted, and every 180 days thereafter, the Sec-10
retary of State shall submit to the appropriate 11
congressional committees a report on the imple-12
mentation of the strategy, including the impact 13
of the strategy in discouraging foreign countries 14
and nongovernmental organizations from pro-15
viding financial or material support to the 16
Taliban. 17
SEC. 3. REPORT ON DIRECT CASH ASSISTANCE PROGRAMS 18
IN AFGHANISTAN. 19
(a) I
NGENERAL.—Not later than 60 days after the 20
date of the enactment of this Act, the Secretary of State, 21
in consultation with the Administrator of the United 22
States Agency for International Development, shall submit 23
to the appropriate congressional committees a report on 24
United States Government-funded direct cash assistance 25

programs in Afghanistan during the period beginning on 1
August 1, 2021, and ending on the date that is 30 days 2
after the date of enactment of this Act. 3
(b) M
ATTERSTOBEINCLUDED.—The report re-4
quired by subsection (a) shall, with respect to such direct 5
cash assistance programs, include— 6
(1) an identification of implementing partners 7
and recipients; 8
(2) a description of method of payments; 9
(3) a description of how and where currency ex-10
changes occur; 11
(4) a description of how hawalas are used and 12
the oversight mechanism in place regarding use of 13
hawalas to transfer funds; and 14
(5) a description of how oversight is conducted, 15
including information on how the Department of 16
State prevents the Taliban from accessing cash as-17
sistance under such programs. 18
(c) H
AWALADEFINED.—In this section, the term 19
‘‘hawala’’’ means a system of transferring money through 20
a network of money lending brokers. 21
SEC. 4. REPORT ON STATUS OF AFGHAN FUND. 22
(a) I
NGENERAL.—Not later than 60 days after the 23
date of the enactment of this Act, and every 180 days 24
thereafter, the Secretary of State, in consultation with the 25

Administrator of the United States Agency for Inter-1
national Development and the Secretary of the Treasury, 2
shall submit to the appropriate congressional committees 3
a report on the status of the Afghan Fund. 4
(b) M
ATTERSTOBEINCLUDED.—The report re-5
quired by subsection (a) shall include— 6
(1) a list of Taliban members working at Da 7
Afghanistan Bank or serving on the Bank’s board; 8
and 9
(2) a description of— 10
(A) the Taliban’s influence over Da Af-11
ghanistan Bank; 12
(B) the Afghan Fund’s board of trustees, 13
including how the Fund’s trustees were vetted 14
and selected, and what United States agencies 15
were involved in the vetting and selection proc-16
ess; 17
(C) the conditions necessary for funds in 18
the Afghan Fund to be released to Da Afghani-19
stan Bank; 20
(D) how the Afghan Fund’s board of trust-21
ees will decide on the type and appropriateness 22
of the Fund’s activities, including what kind of 23
information will inform the board’s decisions 24

and how the board will collect and verify this 1
information; and 2
(E) a description of what controls have 3
been put into place to ensure funds are not di-4
verted to or misused by the Taliban or other ac-5
tors when the Fund begins making disburse-6
ments. 7
SEC. 5. APPROPRIATE CONGRESSIONAL COMMITTEES DE-8
FINED. 9
In this Act, the term ‘‘appropriate congressional com-10
mittees’’’ means— 11
(1) the Committee on Foreign Affairs and the 12
Committee on Appropriations of the House of Rep-13
resentatives; and 14
(2) the Committee on Foreign Relations and 15
the Committee on Appropriations of the Senate. 16
