115115 NGENERAL.—Subtitle E of title III of division 3
116116 D of the Infrastructure Investment and Jobs Act (Public 4
117117 Law 117–58) is amended by adding at the end the fol-5
118118 lowing new section: 6
119119 ‘‘SEC. 40344. ADVANCED PIPELINE MATERIALS AND TECH-7
120120 NOLOGIES DEMONSTRATION INITIATIVE. 8
121121 ‘‘(a) E
122122 STABLISHMENT OF INITIATIVE.—The Sec-9
123123 retary shall establish a demonstration initiative (in this 10
124124 section referred to as the ‘Initiative’) under which the Sec-11
125125 retary, through a competitive merit review process, shall 12
126126 award financial assistance to eligible entities to carry out 13
127127 demonstration projects on low- to mid-technology readi-14
128128 ness level subjects to achieve deployment of technologies 15
129129 that— 16
130130 ‘‘(1) are applicable to pipelines and associated 17
131131 infrastructure, including liquefied natural gas facili-18
132132 ties and underground and above ground gas and liq-19
133133 uid fuel storage facilities; and 20
134134 ‘‘(2) involve the development of next generation 21
135135 pipeline systems, components, and related tech-22
136136 nologies. 23

138138 EMONSTRATION PROJECTFOCUSAREAS.—In 24
139139 carrying out the Initiative, the Secretary shall select dem-25
140140 onstration projects that best advance research undertaken 26

147147 ‘‘(1) Advanced leak detection and mitigation 4
148148 tools and technologies. 5
149149 ‘‘(2) Novel materials, including alloy and non-6
150150 metallic materials, to improve integrity for new and 7
151151 existing pipelines, such as pipeline coatings, sleeves, 8
152152 and liners, and corrosion resistant materials, includ-9
153153 ing maximum and minimum flow rates and immu-10
154154 nity to electrical discharge processes. 11
155155 ‘‘(3) Technologies and methods for retrofitting 12
156156 existing pipelines, resolving material compatibility 13
157157 issues, and minimizing leakage, such as field protec-14
158158 tive coatings and material treatment. 15
159159 ‘‘(4) Advanced manufacturing approaches for 16
160160 producing, fitting, and coupling pipelines, including 17
161161 the fabrication of higher performance pipeline mate-18
162162 rials and new extrusion technologies or methods to 19
163163 join ultra-high strength and corrosion resistant ma-20
164164 terials at a scale for distribution. 21
165165 ‘‘(5) Advanced sensor technologies and proc-22
166166 esses that enable real-time or in situ monitoring of 23
167167 pipeline assets to assess and mitigate leaks, both in-24

183183 ‘‘(G) Hybrid data-analysis platforms. 13

212212 cybersecurity considerations and countering 15
213213 cyberattacks. 16
214214 ‘‘(11) Technologies and methods to reduce po-17
215215 tential environmental impacts, including at the at-18
216216 mospheric and subsurface level, associated with pipe-19
217217 lines, liquefied natural gas facilities, and gas and liq-20
218218 uid fuel storage facilities, such as equipment failure. 21
219219 ‘‘(12) Tools to evaluate geographical pipeline 22
220220 data for the feasibility of repurposing existing infra-23
221221 structure for safe and effective transport and use of 24
222222 alternative fuels, blends, and carbon dioxide. 25

228228 fied natural gas facilities and gas and liquid fuel 3

231231 ELECTIONREQUIREMENTS.—In selecting eligi-5
232232 ble entities for demonstration projects under the Initiative, 6
233233 the Secretary shall, to the maximum extent practicable, 7
234234 take the following actions: 8
235235 ‘‘(1) Encourage regional diversity among eligi-9
236236 ble entities, including participation by such entities 10
237237 located in rural States. 11
238238 ‘‘(2) Prioritize technological diversity among eli-12
239239 gible entities. 13
240240 ‘‘(3) Prioritize a diverse mix of energy, sub-14
241241 stances, fuel sources, and byproducts, including the 15
242242 following: 16
243243 ‘‘(A) Gas and liquid hydrocarbons, includ-17
244244 ing natural gas, renewable natural gas, meth-18
245245 ane, ethane, and liquefied natural gas. 19
246246 ‘‘(B) Carbon dioxide. 20
247247 ‘‘(C) Hydrogen. 21
248248 ‘‘(D) Biofuels. 22
249249 ‘‘(E) Water. 23

260260 ‘‘(4) Prioritize projects that leverage and are 8
261261 complementary to existing energy infrastructure. 9
262262 ‘‘(5) Prioritize projects that leverage matching 10
263263 funds from non-Federal sources. 11
264264 ‘‘(6) Ensure that selected projects are coordi-12
265265 nated with or expand on the existing technology 13
266266 demonstration programs of the Department. 14
267267 ‘‘(7) Evaluate projects and topics for technical 15
268268 performance and economic feasibility as part of 16
269269 lifecycle assessments for return on investment im-17
270270 pact. 18
271271 ‘‘(8) Prioritize projects that can quantifiably re-19
272272 duce the environmental impacts of pipelines and as-20
273273 sociated infrastructure on air, water, or soil quality 21
274274 in all regions of the United States, especially in un-22
275275 derserved and rural communities. 23
276276 ‘‘(d) L
277277 OCATION.—To the maximum extent prac-24
278278 ticable, demonstration projects under the Initiative shall 25

286286 UTHORIZATION OF APPROPRIATIONS.—Out of 4
287287 funds authorized to be appropriated for— 5
288288 ‘‘(1) the Office of Energy Efficiency and Re-6
289289 newable Energy, and 7
290290 ‘‘(2) the Office of Fossil Energy and Carbon 8
291291 Management, 9
292292 pursuant to paragraphs (1) and (6), respectively, of sec-10
293293 tion 10771 of subtitle O of title VI of the Research and 11
294294 Development, Competition, and Innovation Act (enacted 12
295295 as division B of Public Law 117–167), there is authorized 13
296296 to be appropriated to the Secretary of Energy to carry 14
297297 out this section $45,000,000 for fiscal year 2026, and 15
298298 $50,000,000 for each of fiscal years 2027 through 2030. 16
299299 ‘‘(f) S
300300 UNSET.—This section shall terminate five years 17
301301 after the date of the enactment of this section.’’. 18

303303 LERICALAMENDMENT.—The table of contents 19
304304 in section 1(b) of the Infrastructure Investment and Jobs 20

314314 NGENERAL.—Subject to the availability of ap-2
315315 propriations, the Secretary, in consultation with the Sec-3
316316 retary of Transportation and the Director of the National 4
317317 Institute of Standards and Technology, and in coordina-5
318318 tion with the demonstration initiative established pursuant 6
319319 to section 40344 of the Infrastructure Investment and 7
320320 Jobs Act (Public Law 117–58), as added by section 4, 8
321321 shall establish within the Department a joint research and 9
322322 development program (referred to in this Act as the ‘‘Joint 10
323323 Program’’) to carry out research projects that— 11
324324 (1) develop cost-effective advanced materials 12
325325 and technologies for pipeline transportation systems 13
326326 at different scales; 14
327327 (2) enable the commercialization of innovative 15
328328 materials and technologies for pipeline transpor-16
329329 tation systems; 17
330330 (3) support the development of technical stand-18
331331 ards of innovative materials and technologies for 19
332332 pipeline transportation systems; and 20
333333 (4) are at a low technology readiness level and 21
334334 not pursued by the Pipeline Safety Research Pro-22
335335 gram of the Pipeline and Hazardous Materials Safe-23
336336 ty Administration of the Department of Transpor-24
337337 tation. 25

341341 (b) MEMORANDUM OF UNDERSTANDING.—Not later 1
342342 than one year after the date of the enactment of this Act, 2
343343 the Secretary shall enter into or update an existing memo-3
344344 randum of understanding with the Secretary of Transpor-4
345345 tation and the Director of the National Institute of Stand-5
346346 ards and Technology to administer the Joint Program. 6
347347 Such memorandum shall require each participating agency 7
348348 to— 8
349349 (1) identify unique research capabilities to con-9
350350 tribute while avoiding duplication of existing efforts; 10
351351 and 11
352352 (2) include cost sharing and cost reimburse-12
353353 ment abilities among participating agencies, includ-13
354354 ing any reviews, approvals, trainings, or resource 14
355355 outlays that will be required. 15
356356 (c) I
357357 NFRASTRUCTURE.—In carrying out the Joint 16
358358 Program, the Secretary, the Secretary of Transportation, 17
359359 and the Director of the National Institute of Standards 18
360360 and Technology shall— 19
361361 (1) use existing research infrastructure at— 20
362362 (A) Department of Energy facilities, in-21
363363 cluding National Laboratories; 22
364364 (B) Department of Transportation initia-23
365365 tives, including any such initiatives carried out 24

376376 OALS ANDMETRICS.—The Secretary, the Sec-7
377377 retary of Transportation, and the Director of the National 8
378378 Institute of Standards and Technology shall develop goals 9
379379 and metrics for each agency, respectively, in meeting tech-10
380380 nological progress under the Joint Program, consistent 11
381381 with existing United States energy safety, resilience, and 12
382382 security policies. 13
383383 (e) S
384384 ELECTION OFPROJECTS.—To the maximum ex-14
385385 tent practicable, the Secretary, the Secretary of Transpor-15
386386 tation, and the Director of the National Institute of 16
387387 Standards and Technology shall ensure the following with 17
388388 respect to the Joint Program: 18
389389 (1) Projects are carried out under conditions 19
390390 that represent a variety of geographies, physical con-20
391391 ditions, and market constraints. 21
392392 (2) Projects represent an appropriate balance of 22
393393 the following: 23
394394 (A) Larger, higher-cost projects. 24
395395 (B) Smaller, lower-cost projects. 25

401401 cies based on the stage of research and capabilities 3
402402 of each agency. 4

404404 RIORITY.—In carrying out the Joint Program, 5
405405 the Secretary, the Director of the National Institute of 6
406406 Standards and Technology, and the Secretary of Trans-7
407407 portation shall, through consultation with the demonstra-8
408408 tion initiative established pursuant to section 40344 of the 9
409409 Infrastructure Investment and Jobs Act (Public Law 117– 10
410410 58), as added by section 4, identify and advance areas of 11
411411 research most needed for demonstration projects under 12
412412 such demonstration initiative, give priority to research and 13
413413 demonstration projects that— 14
414414 (1) are likely to be of value to such demonstra-15
415415 tion initiative; and 16
416416 (2) are done in coordination with, or advance 17
417417 knowledge critical to, the National Pipeline Mod-18
418418 ernization Center established pursuant to section 6. 19

420420 ELATION TOEXISTINGLAW.—Nothing in this 20
421421 section may be construed to change existing agency roles, 21
422422 responsibilities, or areas of expertise as described in sec-22
423423 tion 12 of the Pipeline Safety Improvement Act of 2002 23
424424 (Public Law 107–355; 49 U.S.C. 60101 note). 24

430430 SEC. 6. NATIONAL PIPELINE MODERNIZATION CENTER. 3
431431 (a) I
432432 NGENERAL.—In carrying out the demonstration 4
433433 initiative established pursuant to section 40344 of the In-5
434434 frastructure Investment and Jobs Act (Public Law 117– 6
435435 58), as added by section 4, and the Joint Program and 7
436436 subject to the availability of appropriations, the Secretary 8
437437 shall establish a National Pipeline Modernization Center 9
438438 (referred to in this Act as the ‘‘Center’’), which shall focus 10
439439 on collaborating with industry and stakeholders to coordi-11
440440 nate and carry out research, development, and demonstra-12
441441 tion projects focused on commercializing cost-effective 13
442442 products and procedures aligned with the goals and prior-14
443443 ities set forth by the Department. 15

445445 ELECTION.—The Secretary shall administer the 16
