SHORT TITLE. 3 This Act may be cited as the ‘‘Next Generation Pipe-4 lines Research and Development Act’’. 5 SEC. 2. ADVANCED PIPELINE MATERIALS AND TECH-1 NOLOGIES DEMONSTRATION INITIATIVE. 2 (a) I NGENERAL.—Subtitle E of title III of division 3 D of the Infrastructure Investment and Jobs Act (Public 4 Law 117–58) is amended by adding at the end the fol-5 lowing new section: 6 ‘‘SEC. 40344. ADVANCED PIPELINE MATERIALS AND TECH-7 NOLOGIES DEMONSTRATION INITIATIVE. 8 ‘‘(a) E STABLISHMENT OF INITIATIVE.—The Sec-9 retary shall establish a demonstration initiative (in this 10 section referred to as the ‘Initiative’) under which the Sec-11 retary, through a competitive merit review process, shall 12 award financial assistance to eligible entities to carry out 13 demonstration projects on low- to mid-technology readi-14 ness level subjects to achieve deployment of technologies 15 that— 16 ‘‘(1) are applicable to pipelines and associated 17 infrastructure, including liquefied natural gas facili-18 ties and underground and above ground gas and liq-19 uid fuel storage facilities; and 20 ‘‘(2) involve the development of next generation 21 pipeline systems, components, and related tech-22 nologies. 23 ‘‘(b) D EMONSTRATION PROJECTFOCUSAREAS.—In 24 carrying out the Initiative, the Secretary shall select dem-25 onstration projects that best advance research undertaken 26 VerDate Transportation 1 and incorporate a range of technology focus areas, which 2 may include the following: 3 ‘‘(1) Advanced leak detection and mitigation 4 tools and technologies. 5 ‘‘(2) Novel materials, including alloy and non-6 metallic materials, to improve integrity for new and 7 existing pipelines, such as pipeline coatings, sleeves, 8 and liners, and corrosion resistant materials, includ-9 ing maximum and minimum flow rates and immu-10 nity to electrical discharge processes. 11 ‘‘(3) Technologies and methods for retrofitting 12 existing pipelines, resolving material compatibility 13 issues, and minimizing leakage, such as field protec-14 tive coatings and material treatment. 15 ‘‘(4) Advanced manufacturing approaches for 16 producing, fitting, and coupling pipelines, including 17 the fabrication of higher performance pipeline mate-18 rials and new extrusion technologies or methods to 19 join ultra-high strength and corrosion resistant ma-20 terials at a scale for distribution. 21 ‘‘(5) Advanced sensor technologies and proc-22 esses that enable real-time or in situ monitoring of 23 pipeline assets to assess and mitigate leaks, both in-24 VerDate Sep 11 2014 01:24 Apr 08, 2025 ‘‘(A) Wireless sensors, such as surface 3 acoustic wave sensors. 4 ‘‘(B) Advanced and cost-effective electro-5 chemical sensors. 6 ‘‘(C) Distributed fiber optic sensors. 7 ‘‘(D) Autonomous sensor systems, includ-8 ing uncrewed aircraft. 9 ‘‘(E) Optical methods. 10 ‘‘(F) Multi-use platforms for diverse 11 sources. 12 ‘‘(G) Hybrid data-analysis platforms. 13 ‘‘(6) Advanced computational, data analytics, 14 and machine learning models to achieve the fol-15 lowing: 16 ‘‘(A) Multiscale modeling, characterization, 17 and optimization of transmission and distribu-18 tion systems and components to aid in planning 19 for optimized and resilient infrastructure. 20 ‘‘(B) Correlation between sensor and emis-21 sions data at all operational points and across 22 a variety of scales to assure •HR 2613 IH ‘‘(C) Accurate material lifecycle predictions 1 and simulation platforms to forecast pipeline 2 health. 3 ‘‘(D) Secure real time autonomous moni-4 toring and repair capabilities. 5 ‘‘(E) Mapping and monitoring of struc-6 tural health parameters, such as corrosion. 7 ‘‘(7) Self-healing and self-repair functionalities, 8 including by chemical treatment methods. 9 ‘‘(8) Autonomous robotic and patch tech-10 nologies for inspection and repair. 11 ‘‘(9) Dynamic compressor technologies, includ-12 ing retrofit kits for existing compressor systems. 13 ‘‘(10) Strategies and technologies for integrated 14 cybersecurity considerations and countering 15 cyberattacks. 16 ‘‘(11) Technologies and methods to reduce po-17 tential environmental impacts, including at the at-18 mospheric and subsurface level, associated with pipe-19 lines, liquefied natural gas facilities, and gas and liq-20 uid fuel storage facilities, such as equipment failure. 21 ‘‘(12) Tools to evaluate geographical pipeline 22 data for the feasibility of repurposing existing infra-23 structure for safe and effective transport and use of 24 alternative fuels, blends, and carbon dioxide. 25 VerDate im-1 proving the safety, operation, and efficiency of lique-2 fied natural gas facilities and gas and liquid fuel 3 storage facilities. 4 ‘‘(c) S ELECTIONREQUIREMENTS.—In selecting eligi-5 ble entities for demonstration projects under the Initiative, 6 the Secretary shall, to the maximum extent practicable, 7 take the following actions: 8 ‘‘(1) Encourage regional diversity among eligi-9 ble entities, including participation by such entities 10 located in rural States. 11 ‘‘(2) Prioritize technological diversity among eli-12 gible entities. 13 ‘‘(3) Prioritize a diverse mix of energy, sub-14 stances, fuel sources, and byproducts, including the 15 following: 16 ‘‘(A) Gas and liquid hydrocarbons, includ-17 ing natural gas, renewable natural gas, meth-18 ane, ethane, and liquefied natural gas. 19 ‘‘(B) Carbon dioxide. 20 ‘‘(C) Hydrogen. 21 ‘‘(D) Biofuels. 22 ‘‘(E) Water. 23 VerDate Sep 11 2014 01:24 Apr 08, 2025 Jkt 059200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H2613.IH liquids, including 4 hydrogen blends. 5 ‘‘(H) Any other source the Secretary deter-6 mines appropriate. 7 ‘‘(4) Prioritize projects that leverage and are 8 complementary to existing energy infrastructure. 9 ‘‘(5) Prioritize projects that leverage matching 10 funds from non-Federal sources. 11 ‘‘(6) Ensure that selected projects are coordi-12 nated with or expand on the existing technology 13 demonstration programs of the Department. 14 ‘‘(7) Evaluate projects and topics for technical 15 performance and economic feasibility as part of 16 lifecycle assessments for return on investment im-17 pact. 18 ‘‘(8) Prioritize projects that can quantifiably re-19 duce the environmental impacts of pipelines and as-20 sociated infrastructure on air, water, or soil quality 21 in all regions of the United States, especially in un-22 derserved and rural communities. 23 ‘‘(d) L OCATION.—To the maximum extent prac-24 ticable, demonstration projects under the Initiative shall 25 research infrastructure 1 or with the ability to coordinate with existing Department 2 user facilities and research centers. 3 ‘‘(e) A UTHORIZATION OF APPROPRIATIONS.—Out of 4 funds authorized to be appropriated for— 5 ‘‘(1) the Office of Energy Efficiency and Re-6 newable Energy, and 7 ‘‘(2) the Office of Fossil Energy and Carbon 8 Management, 9 pursuant to paragraphs (1) and (6), respectively, of sec-10 tion 10771 of subtitle O of title VI of the Research and 11 Development, Competition, and Innovation Act (enacted 12 as division B of Public Law 117–167), there is authorized 13 to be appropriated to the Secretary of Energy to carry 14 out this section $45,000,000 for fiscal year 2026, and 15 $50,000,000 for each of fiscal years 2027 through 2030. 16 ‘‘(f) S UNSET.—This section shall terminate five years 17 after the date of the enactment of this section.’’. 18 (b) C LERICALAMENDMENT.—The table of contents 19 in section 1(b) of the Infrastructure Investment and Jobs 20 Act is amended by inserting after the item relating to sec-21 tion 40343 the following new item: 22 ‘‘Sec. 40344. Advanced pipeline materials and technologies demonstration ini- tiative.’’. JOINT RESEARCH AND DEVELOPMENT PROGRAM. 1 (a) I NGENERAL.—Subject to the availability of ap-2 propriations, the Secretary, in consultation with the Sec-3 retary of Transportation and the Director of the National 4 Institute of Standards and Technology, and in coordina-5 tion with the demonstration initiative established pursuant 6 to section 40344 of the Infrastructure Investment and 7 Jobs Act (Public Law 117–58), as added by section 4, 8 shall establish within the Department a joint research and 9 development program (referred to in this Act as the ‘‘Joint 10 Program’’) to carry out research projects that— 11 (1) develop cost-effective advanced materials 12 and technologies for pipeline transportation systems 13 at different scales; 14 (2) enable the commercialization of innovative 15 materials and technologies for pipeline transpor-16 tation systems; 17 (3) support the development of technical stand-18 ards of innovative materials and technologies for 19 pipeline transportation systems; and 20 (4) are at a low technology readiness level and 21 not pursued by the Pipeline Safety Research Pro-22 gram of the Pipeline and Hazardous Materials Safe-23 ty Administration of the Department of Transpor-24 tation. 25 VerDate Sep 11 2014 01:24 Apr 08, 2025 Jkt 059200 PO 00000 Frm 00012 Fmt 6652 Sfmt 6201 E:\BILLS\H2613.IH H2613 kjohnson on DSK7ZCZBW3PROD with $$_JOB 13 •HR 2613 IH (b) MEMORANDUM OF UNDERSTANDING.—Not later 1 than one year after the date of the enactment of this Act, 2 the Secretary shall enter into or update an existing memo-3 randum of understanding with the Secretary of Transpor-4 tation and the Director of the National Institute of Stand-5 ards and Technology to administer the Joint Program. 6 Such memorandum shall require each participating agency 7 to— 8 (1) identify unique research capabilities to con-9 tribute while avoiding duplication of existing efforts; 10 and 11 (2) include cost sharing and cost reimburse-12 ment abilities among participating agencies, includ-13 ing any reviews, approvals, trainings, or resource 14 outlays that will be required. 15 (c) I NFRASTRUCTURE.—In carrying out the Joint 16 Program, the Secretary, the Secretary of Transportation, 17 and the Director of the National Institute of Standards 18 and Technology shall— 19 (1) use existing research infrastructure at— 20 (A) Department of Energy facilities, in-21 cluding National Laboratories; and 2 (C) the National Institute of Standards 3 and Technology; and 4 (2) develop new infrastructure for potential 5 projects, if appropriate. 6 (d) G OALS ANDMETRICS.—The Secretary, the Sec-7 retary of Transportation, and the Director of the National 8 Institute of Standards and Technology shall develop goals 9 and metrics for each agency, respectively, in meeting tech-10 nological progress under the Joint Program, consistent 11 with existing United States energy safety, resilience, and 12 security policies. 13 (e) S ELECTION OFPROJECTS.—To the maximum ex-14 tent practicable, the Secretary, the Secretary of Transpor-15 tation, and the Director of the National Institute of 16 Standards and Technology shall ensure the following with 17 respect to the Joint Program: 18 (1) Projects are carried out under conditions 19 that represent a variety of geographies, physical con-20 ditions, and market constraints. 21 (2) Projects represent an appropriate balance of 22 the following: 23 (A) Larger, higher-cost projects. 24 (B) Smaller, lower-cost projects. 25 VerDate Sep 11 2014 01:24 Apr 08, 2025 Jkt 059200 PO 00000 Frm 00014 Fmt 6652 Sfmt 6201 E:\BILLS\H2613.IH H2613 kjohnson on DSK7ZCZBW3PROD with $$_JOB 15 •HR 2613 IH (3) To the maximum extent practicable, 1 projects are transferred between participating agen-2 cies based on the stage of research and capabilities 3 of each agency. 4 (f) P RIORITY.—In carrying out the Joint Program, 5 the Secretary, the Director of the National Institute of 6 Standards and Technology, and the Secretary of Trans-7 portation shall, through consultation with the demonstra-8 tion initiative established pursuant to section 40344 of the 9 Infrastructure Investment and Jobs Act (Public Law 117– 10 58), as added by section 4, identify and advance areas of 11 research most needed for demonstration projects under 12 such demonstration initiative, give priority to research and 13 demonstration projects that— 14 (1) are likely to be of value to such demonstra-15 tion initiative; and 16 (2) are done in coordination with, or advance 17 knowledge critical to, the National Pipeline Mod-18 ernization Center established pursuant to section 6. 19 (g) R ELATION TOEXISTINGLAW.—Nothing in this 20 section may be construed to change existing agency roles, 21 responsibilities, or areas of expertise as described in sec-22 tion 12 of the Pipeline Safety Improvement Act of 2002 23 (Public Law 107–355; NATIONAL PIPELINE MODERNIZATION CENTER. 3 (a) I NGENERAL.—In carrying out the demonstration 4 initiative established pursuant to section 40344 of the In-5 frastructure Investment and Jobs Act (Public Law 117– 6 58), as added by section 4, and the Joint Program and 7 subject to the availability of appropriations, the Secretary 8 shall establish a National Pipeline Modernization Center 9 (referred to in this Act as the ‘‘Center’’), which shall focus 10 on collaborating with industry and stakeholders to coordi-11 nate and carry out research, development, and demonstra-12 tion projects focused on commercializing cost-effective 13 products and procedures aligned with the goals and prior-14 ities set forth by the Department. 15 (b) S ELECTION.—The Secretary shall administer the 16 Center in conjunction with an eligible entity pursuant to 17 an agreement between the Department and such entity. 18 Such entity shall be selected on a competitive, merit-re-19 viewed basis. 20 (c) E XISTINGCENTERS.—In administering the Cen-21 ter, the Secretary shall prioritize higher education energy- 22 related research centers in existence as of the date of the 23 enactment of this Act. 24 VerDate Sep 11 2014 01:24 Apr 08, 2025 Jkt 059200 PO 00000 Frm 00016 Fmt 6652 Sfmt 6201 E:\BILLS\H2613.IH H2613 kjohnson on DSK7ZCZBW3PROD with $$_JOB 17 •HR 2613 IH (d) PERIOD OF PERFORMANCE.—An agreement 1 under subsection (b) shall be for a period of not more than 2 five years, subject to the availability of appropriations. 3 (e) L OCATION.—The Center shall be located in prox-4 imity to critical transportation infrastructure connecting 5 to an existing national pipeline transportation system and 6 other Department monitoring assets, as determined by the 7 Secretary. 8 (f) C OORDINATIONWITHTRAINING ANDQUALIFICA-9 TIONSCENTER.—In carrying out the functions described 10 in subsection (a), the Center shall coordinate and collabo-11 rate with training centers of the Pipeline and Hazardous 12 Materials Safety Administration of the Department of 13 Transportation to facilitate knowledge sharing among, 14 and enhanced training opportunities for, Federal and 15 State pipeline safety inspectors and investigators. 16 (g) D UPLICATION.—The Secretary shall ensure the 17 coordination of, and avoid unnecessary duplication of, the 18 activities under this section with the National Center of 19 Excellence for Liquefied Natural Gas Safety established 20 pursuant to section 111 of the Protecting our Infrastruc-21 ture of Pipelines and Enhancing Safety Act of 2020 (49 22 U.S.C. 60103 note; enacted as division R of the Consoli-23 dated Appropriations Act, 2021 (Public Law 116–260)). 24 VerDate Sep 11 2014 01:24 Apr 08, 2025 Jkt 059200 PO 00000 Frm 00017 Fmt 6652 Sfmt 6201 E:\BILLS\H2613.IH H2613 kjohnson on DSK7ZCZBW3PROD with $$_JOB 18 •HR 2613 IH SEC. 7. NIST PIPELINE METROLOGY. 1 (a) I NGENERAL.—Subject to the availability of ap-2 propriations, the Director of the National Institute of 3 Standards and Technology shall carry out a program of 4 measurement research, development, demonstration, and 5 standardization to— 6 (1) ensure the integrity of pipeline facilities; 7 and 8 (2) support pipeline safety, security, efficiency, 9 sustainability, and resilience. 10 (b) T ESTING.—The Director of the National Institute 11 of Standards and Technology, in collaboration with the 12 Secretary of the Department of Transportation and in 13 consultation with the private sector and international 14 standards organizations, shall support testing, evaluation, 15 and research infrastructure to support the activities de-16 scribed in subsection (a). 17 (c) A LLOCATION OF APPROPRIATIONS.—From 18 amounts appropriated or otherwise made available for the 19 National Institute of Standards and Technology, the Di-20 rector of the National Institute of Standards and Tech-21 nology shall allocate up to $2,500,000 for each of fiscal 22 years 2026 through 2030 to carry out this section. 23 SEC. 8.
