A BILL 
To amend title 49, United States Code, to prohibit staged 
collisions with commercial motor vehicles, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Staged Accident Fraud 4
Prevention Act of 2025’’. 5
SEC. 2. STAGING OF MOTOR VEHICLE COLLISIONS WITH 6
COMMERCIAL MOTOR VEHICLES. 7
(a) I
NGENERAL.—Chapter 805 of title 49, United 8
States Code, is amended by adding at the end the fol-9
lowing: 10

‘‘§ 80505. Staging of motor vehicle collisions with 1
commercial motor vehicles 2
‘‘(a) P
ENALTY FORSTAGINGCOLLISION.—A person 3
operating a motor vehicle who intentionally causes a colli-4
sion with a commercial motor vehicle, as defined in section 5
31101, or arranges for another person to cause such a 6
collision, shall be fined under title 18, imprisoned for not 7
more than 20 years, or both. 8
‘‘(b) P
ENALTY FOR STAGINGCOLLISIONCAUSING 9

ERIOUSBODILYINJURY.—A person operating a motor 10
vehicle who intentionally causes a collision with a commer-11
cial motor vehicle, as defined in section 31101, that results 12
in serious bodily injury or death to another person, or ar-13
ranges for another person to cause such a collision, shall 14
be fined under title 18, imprisoned for not less than 20 15
years, or both. 16
‘‘(c) L
IMITATION ONPROSECUTION.—A person may 17
not be prosecuted for an act under this section if the per-18
son has been convicted or acquitted on the merits for the 19
same act under the laws of a State, the District of Colum-20
bia, or a territory or possession of the United States.’’. 21

LERICALAMENDMENT.—The analysis for chap-22
ter 805 of title 49, United States Code, is amended by 23
adding at the end the following: 24
‘‘80505. Staging of motor vehicle collisions with commercial motor vehicles.’’.
