3030 NGENERAL.—Chapter 5 of title I of the Trade 2
3131 Act of 1974 (19 U.S.C. 2191 et seq.) is amended by add-3
3232 ing at the end the following: 4
3333 ‘‘SEC. 155. REVIEW OF IMPOSITION OF DUTIES. 5
3434 ‘‘(a) N
3535 OTIFICATIONREQUIREMENT.—Not later than 6
3636 48 hours after imposing or increasing a duty with respect 7
3737 to an article imported into the United States, the Presi-8
3838 dent shall submit to Congress a notification of the imposi-9
3939 tion of or increase in the duty that includes— 10
4040 ‘‘(1) an explanation of the reasoning for impos-11
4141 ing or increasing the duty; and 12
4242 ‘‘(2) an assessment of the potential impact of 13
4343 imposing or increasing the duty on United States 14
4444 businesses and consumers. 15
4545 ‘‘(b) E
4646 XPIRATION OFDUTIES; EXTENSION BYCON-16
4747 GRESS.—Any duty on an article imported into the United 17
4848 States shall remain in effect for a period of not more than 18
4949 60 days, unless there is enacted into law a joint resolution 19
5050 of approval with respect to the duty under subsection (e). 20

5252 ISAPPROVAL BYCONGRESS.—If a joint resolu-21
5353 tion of disapproval with respect to a duty is enacted into 22
5454 law under subsection (e), the duty shall cease to have force 23

106106 APPROVAL.—A joint resolution of disapproval 10
107107 may be introduced in either House of Congress 11
108108 by any Member at any time after the submis-12
109109 sion of a notification under subsection (a). 13

111111 XPEDITED PROCEDURES .—The provi-14
112112 sions of subsections (b) through (f) of section 152 15
113113 (19 U.S.C. 2192) apply to a joint resolution of ap-16
114114 proval or joint resolution of disapproval to the same 17
115115 extent that such subsections apply to joint resolu-18
116116 tions under section 152. 19

118118 ULES OF THE SENATE AND THE HOUSE 20
119119 OF REPRESENTATIVES .—This subsection is enacted 21
120120 by Congress— 22
121121 ‘‘(A) as an exercise of the rulemaking 23
122122 power of the Senate and the House of Rep-24
123123 resentatives, respectively, and as such is deemed 25

129129 dure to be followed in that House in the case 3
130130 of a joint resolution of approval, and supersedes 4
131131 other rules only to the extent that it is incon-5
132132 sistent with such rules; and 6
133133 ‘‘(B) with full recognition of the constitu-7
134134 tional right of either House to change the rules 8
135135 (so far as relating to the procedure of that 9
136136 House) at any time, in the same manner, and 10
137137 to the same extent as in the case of any other 11
138138 rule of that House.’’. 12

140140 LERICALAMENDMENT.—The table of contents 13
141141 for the Trade Act of 1974 is amended by inserting after 14
142142 the item relating to section 154 the following: 15
