2323 SEC. 2. COOL ROOF PRODUCT REBATE PROGRAM. 6

2525 STABLISHMENT.—The Secretary shall establish 7

3333 EBATEAMOUNT.—The amount of a rebate pro-3
3434 vided under the program established under subsection (a) 4
3535 shall be— 5
3636 (1) with respect to an eligible cool roof product 6
3737 installed on a low-sloped roof— 7
3838 (A) $0.25 per square foot if such eligible 8
3939 cool roof product has— 9
4040 (i) a minimum 3-year aged solar re-10
4141 flectance of 0.80 and a minimum 3-year 11
4242 aged thermal emittance of 0.75; or 12
4343 (ii) a minimum 3-year aged Solar Re-13
4444 flectance Index of 99; and 14
4545 (B) $0.75 per square foot if such eligible 15
4646 cool roof product has— 16
4747 (i) a minimum 3-year aged solar re-17
4848 flectance of 0.90 and a minimum 3-year 18
4949 aged thermal emittance of 0.75; or 19
5050 (ii) a minimum 3-year aged Solar Re-20
5151 flectance Index of 114; and 21
5252 (2) with respect to an eligible cool roof product 22
5353 installed on a steep-sloped roof— 23
5454 (A) $0.25 per square foot— 24

9595 OMBININGREBATES.—Nothing in this section 9
9696 shall be construed to prohibit an eligible household from 10
9797 receiving any other grant, rebate, or other financial assist-11
9898 ance with respect to the same eligible cool roof product 12
9999 for which a rebate is provided under the program estab-13
100100 lished under subsection (a). 14

102102 ERMINATIONDATE.—The program established 15
103103 under subsection (a) shall terminate on September 30, 16
104104 2030. 17

106106 EPORTINGREQUIREMENT.—Not later than 6 18
107107 months after the program established under subsection (a) 19
108108 terminates, the Secretary shall submit to Congress a re-20
109109 port describing, for each program participant— 21
110110 (1) whether the participant used the rebate to 22
111111 help retrofit an old roof or install a new roof; 23

123123 ROGRAM.—There is authorized to be ap-7
124124 propriated to carry out the program established 8
125125 under subsection (a) $25,000,000 for each of fiscal 9
126126 years 2026 through 2030. 10

128128 OOL ROOF CALCULATOR .—There is au-11
129129 thorized to be appropriated $600,000 to update the 12
130130 Cool Roof Calculator developed by the Oak Ridge 13
131131 National Laboratory and the Lawrence Berkeley Na-14
132132 tional Laboratory. 15

134134 EFINITIONS.—In this Act: 16

136136 YEAR AGED.—The term ‘‘3-year aged’’ 17
137137 means, with respect to solar reflectance or thermal 18
138138 emittance of an eligible cool roof product, the solar 19
139139 reflectance or thermal emittance is tested after com-20
140140 pleting 3 years of field exposure, or tested after lab-21
141141 oratory exposure that has replicated the effects of 3 22
142142 years of natural exposure if the eligible cool roof 23
143143 product has begun but not yet completed field expo-24
144144 sure, in accordance with the most recent standard 25
