A BILL 
To direct the Secretary of Energy to establish and carry 
out a program to provide rebates for the purchase and 
installation of cool roof products. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Cool Roof Rebate Act 4
of 2025’’. 5
SEC. 2. COOL ROOF PRODUCT REBATE PROGRAM. 6
(a) E
STABLISHMENT.—The Secretary shall establish 7
and carry out a program to provide rebates to eligible 8

households for the purchase and installation of eligible 1
cool roof products. 2
(b) R
EBATEAMOUNT.—The amount of a rebate pro-3
vided under the program established under subsection (a) 4
shall be— 5
(1) with respect to an eligible cool roof product 6
installed on a low-sloped roof— 7
(A) $0.25 per square foot if such eligible 8
cool roof product has— 9
(i) a minimum 3-year aged solar re-10
flectance of 0.80 and a minimum 3-year 11
aged thermal emittance of 0.75; or 12
(ii) a minimum 3-year aged Solar Re-13
flectance Index of 99; and 14
(B) $0.75 per square foot if such eligible 15
cool roof product has— 16
(i) a minimum 3-year aged solar re-17
flectance of 0.90 and a minimum 3-year 18
aged thermal emittance of 0.75; or 19
(ii) a minimum 3-year aged Solar Re-20
flectance Index of 114; and 21
(2) with respect to an eligible cool roof product 22
installed on a steep-sloped roof— 23
(A) $0.25 per square foot— 24

(i) if such eligible cool roof product is 1
an asphalt shingle product and has— 2
(I) a minimum 3-year aged solar 3
reflectance of 0.25 and a minimum 3- 4
year aged thermal emittance of 0.75; 5
or 6
(II) a minimum 3-year aged 7
Solar Reflectance Index of 23; and 8
(ii) if such eligible cool roof product is 9
not an asphalt shingle product and has— 10
(I) a minimum 3-year aged solar 11
reflectance of 0.40 and a minimum 3- 12
year aged thermal emittance of 0.75; 13
or 14
(II) a minimum 3-year aged 15
Solar Reflectance Index of 43; and 16
(B) $0.75 per square foot— 17
(i) if such eligible cool roof product is 18
an asphalt shingle product and has— 19
(I) a minimum 3-year aged solar 20
reflectance of 0.40 and a minimum 3- 21
year aged thermal emittance of 0.75; 22
or 23
(II) a minimum 3-year aged 24
Solar Reflectance Index of 43; and 25

(ii) if such eligible cool roof product is 1
not an asphalt shingle product and has— 2
(I) a minimum 3-year aged solar 3
reflectance of 0.60 and a minimum 3- 4
year aged thermal emittance of 0.75; 5
or 6
(II) a minimum 3-year aged 7
Solar Reflectance Index of 71. 8
(c) C
OMBININGREBATES.—Nothing in this section 9
shall be construed to prohibit an eligible household from 10
receiving any other grant, rebate, or other financial assist-11
ance with respect to the same eligible cool roof product 12
for which a rebate is provided under the program estab-13
lished under subsection (a). 14
(d) T
ERMINATIONDATE.—The program established 15
under subsection (a) shall terminate on September 30, 16
2030. 17
(e) R
EPORTINGREQUIREMENT.—Not later than 6 18
months after the program established under subsection (a) 19
terminates, the Secretary shall submit to Congress a re-20
port describing, for each program participant— 21
(1) whether the participant used the rebate to 22
help retrofit an old roof or install a new roof; 23

(2) if the participant retrofitted an old roof, 1
which older roof product the new eligible cool roof 2
product replaced or covered; and 3
(3) what eligible cool roof product the partici-4
pant purchased using the rebate. 5
(f) A
UTHORIZATION OFAPPROPRIATIONS.— 6
(1) P
ROGRAM.—There is authorized to be ap-7
propriated to carry out the program established 8
under subsection (a) $25,000,000 for each of fiscal 9
years 2026 through 2030. 10
(2) C
OOL ROOF CALCULATOR .—There is au-11
thorized to be appropriated $600,000 to update the 12
Cool Roof Calculator developed by the Oak Ridge 13
National Laboratory and the Lawrence Berkeley Na-14
tional Laboratory. 15
(g) D
EFINITIONS.—In this Act: 16
(1) 3-
YEAR AGED.—The term ‘‘3-year aged’’ 17
means, with respect to solar reflectance or thermal 18
emittance of an eligible cool roof product, the solar 19
reflectance or thermal emittance is tested after com-20
pleting 3 years of field exposure, or tested after lab-21
oratory exposure that has replicated the effects of 3 22
years of natural exposure if the eligible cool roof 23
product has begun but not yet completed field expo-24
sure, in accordance with the most recent standard 25

issued by the American National Standards Institute 1
and the Cool Roof Rating Council, S100–2025: 2

(2) A
SPHALT SHINGLE.—The term ‘‘asphalt 5
shingle’’ means asphalt roofing in shingle form, com-6
posed of glass felt or felts impregnated and coated 7
on both sides with asphalt, and surfaced on the 8
weather side with mineral granules. 9
(3) B
LACKBODY RADIATOR .—The term 10
‘‘blackbody radiator’’ means a perfect absorber and 11
emitter of radiation. 12
(4) E
LIGIBLE COOL ROOF PRODUCT .—The term 13
‘‘eligible cool roof product’’ means a product that 14
has a rating from the Cool Roof Rating Council. 15
(5) E
LIGIBLE HOUSEHOLD .— 16
(A) I
N GENERAL.—Except as provided in 17
subparagraph (B), the term ‘‘eligible house-18
hold’’ means an individual or family— 19
(i) residing in a single-family or multi- 20
family building; 21
(ii) the total annual income of which 22
is less than 200 percent of the median in-23
come of the ZIP Code in which the indi-24
vidual or family resides (as reported by the 25

tion Area that is in the 75th percentile or 4
higher of the Heat and Health Index of 5
the Centers for Disease Control and Pre-6
vention. 7
(B) D
ISTRICT OF COLUMBIA, ALASKA, HA-8
WAII, AND TERRITORIES.—With respect to an 9
individual or family residing in the District of 10
Columbia, Alaska, Hawaii, or a territory of the 11
United States, until the date that their respec-12
tive State or territory is added to the Heat and 13
Health Index of the Centers for Disease Control 14
and Prevention, the term ‘‘eligible household’’ 15
means that such individual or family— 16
(i) resides in a single-family or multi- 17
family building; and 18
(ii) has a total annual income that is 19
less than 200 percent of the median in-20
come of the ZIP Code in which the indi-21
vidual or family resides (as reported by the 22
Department of Housing and Urban Devel-23
opment). 24

(6) INCIDENT SOLAR FLUX .—The term ‘‘inci-1
dent solar flux’’ means the solar power per unit area 2
that strikes a surface. 3
(7) L
OW-SLOPED ROOF.—The term ‘‘low-sloped 4
roof’’ means a roof with a slope (ratio of rise to run) 5
of 2:12 or less. 6
(8) R
ADIANT HEAT FLUX .—The term ‘‘radiant 7
heat flux’’ means the radiant power per unit area. 8
(9) R
EFLECTED SOLAR FLUX .—The term ‘‘re-9
flected solar flux’’ means the solar power per unit 10
area reflected from a surface. 11
(10) S
ECRETARY.—The term ‘‘Secretary’’ 12
means the Secretary of Energy. 13
(11) S
OLAR REFLECTANCE .—The term ‘‘solar 14
reflectance’’ means the ratio of reflected solar flux to 15
the incident solar flux. 16
(12) S
OLAR REFLECTANCE INDEX .—The term 17
‘‘Solar Reflectance Index’’ means a calculated value 18
that combines solar reflectance with thermal 19
emittance into a single metric, in accordance with 20
section 2.2.9 of the manual titled ‘‘CRRC–1 Roof 21
Product Rating Program Manual’’ of the Cool Roof 22
Rating Council. 23

(13) STEEP-SLOPED ROOF.—The term ‘‘steep- 1
sloped roof’’ means a roof with a slope (ratio of rise 2
to run) greater than 2:12. 3
(14) T
HERMAL EMITTANCE .—The term ‘‘ther-4
mal emittance’’ means the ratio of the radiant heat 5
flux emitted by a material tested at a temperature 6
near 300 Kelvin to that emitted by a blackbody radi-7
ator at the same temperature. 8
