A BILL
To direct the Secretary of Veterans Affairs to establish and
carry out a pilot program to furnish a headstone or
burial marker to veterans who died on or before Novem-
ber 1, 1990, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Honoring Our Heroes 4
Act of 2025’’. 5

SEC. 2. DEPARTMENT OF VETERANS AFFAIRS PILOT PRO-1
GRAM TO FURNISH HEADSTONES AND BUR-2
IAL MARKERS TO COVERED VETERANS. 3
(a) I
NGENERAL.—The Secretary of Veterans Af-4
fairs, acting through the Under Secretary for Memorial 5
Affairs, shall establish and carry out a pilot program 6
under which the Secretary shall furnish, when requested, 7
an appropriate headstone or burial marker for the purpose 8
of commemorating a covered veteran. 9
(b) A
PPLICATIONS.—An individual desiring to re-10
quest a headstone or marker for the purpose of commemo-11
rating a covered veteran under such pilot program shall 12
submit to the Secretary an application in such time, in 13
such form, and containing such information and assur-14
ances as the Secretary considers appropriate. 15
(c) U
PDATE TOELIGIBILITYREQUIREMENTS.—Dur-16
ing the period the authority to carry out the pilot program 17
under this section is effective, the Under Secretary shall 18
update the internet website of the National Cemetery Ad-19
ministration with respect to the requirements for eligibility 20
for a headstone or burial marker under the laws adminis-21
tered by the Secretary. 22
(d) T
ERMINATIONDATE.—The authority of the Sec-23
retary to carry out the pilot program under this section 24
shall terminate on the date that is two years after the date 25
of the enactment of this Act. 26

(e) COVEREDVETERANDEFINED.—In this section, 1
the term ‘‘covered veteran’’ means a veteran (as defined 2
in section 101 of title 38, United States Code) who died 3
on or before November 1, 1990. 4
