2323 tives of the United States of America in Congress assembled, 2
2424 SECTION 1. SHORT TITLE. 3
2525 This Act may be cited as the ‘‘DOGE Accountability 4
2626 and Transparency Act’’. 5

3030 SEC. 2. FINDINGS. 1
3131 Congress finds the following: 2
3232 (1) Congress has a responsibility to review, 3
3333 monitor, supervise, and evaluate the actions of the 4
3434 executive branch to provide effective oversight as a 5
3535 co-equal branch of Government. 6
3636 (2) The authority of the Congress to provide 7
3737 oversight and obtain information from the executive 8
3838 branch is firmly established and essential to its leg-9
3939 islative function derived from Article I of the Con-10
4040 stitution. 11
4141 (3) The Legislative Reorganization Act of 1946 12
4242 established that ‘‘each standing committee of the 13
4343 Senate and the House of Representatives shall exer-14
4444 cise continuous watchfulness of the execution by the 15
4545 administrative agencies concerned of any laws, the 16
4646 subject matter of which is within the jurisdiction of 17
4747 such committee; and, for that purpose, shall study 18
4848 all pertinent reports and data submitted to the Con-19
4949 gress by the agencies in the executive branch of the 20
5050 Government.’’ 21
5151 (4) On January 20, 2025, President Donald 22
5252 Trump issued an executive order to reorganize the 23
5353 U.S. Digital Service as the U.S. Department of Gov-24
5454 ernment Efficiency (DOGE) Service and directs 25
5555 DOGE to ‘‘implement the President’s DOGE Agen-26

6060 to maximize governmental efficiency and produc-2
6161 tivity.’’ 3
6262 (5) DOGE has pushed for large-scale reduc-4
6363 tions in force and office closures (often arbitrarily 5
6464 and capriciously), which will have a significant ad-6
6565 verse impact on the ability of agencies to serve citi-7
6666 zens of the United States. 8
6767 (6) Reductions in Force (RIFs) and scaling 9
6868 back, or completely eliminating programs at Federal 10
6969 agencies should be based on real and transparent 11
7070 analysis and formal, deliberate program evaluation, 12
7171 not for the purposes of pursuing personal vendettas 13
7272 or yielding personal financial gain for well-connected 14
7373 individuals. 15
7474 (7) The illogical and erratic, chainsaw approach 16
7575 of DOGE has sown confusion and chaos for employ-17
7676 ees at Federal agencies and the citizens of the 18
7777 United States alike. 19
7878 (8) The citizens of the United States expect 20
7979 and deserve ongoing transparency of the actions of 21
8080 the Federal Government, particularly when their 22
8181 personal, private data is concerned. 23

8787 (a) W
8888 EEKLYREPORT.—Not later than 1 week after 3
8989 the date of the enactment of this Act, and weekly there-4
9090 after, the Administrator of the United States Department 5
9191 of Government Efficiency Service shall provide to Con-6
9292 gress a report regarding any action DOGE has taken with 7
9393 respect to each Federal agency and the cumulative impact 8
9494 of actions taken to date, including the following: 9
9595 (1) Each statutory authorization supporting 10
9696 each such change. 11
9797 (2) Any change in the number of employees at 12
9898 the respective Federal agency, including any em-13
9999 ployee that has resigned, been removed, or had their 14
100100 position eliminated. 15
101101 (3) A description of each specific change DOGE 16
102102 has made to the respective Federal agency, including 17
103103 to an office within such agency. 18
104104 (4) Any cost-saving measure. 19
105105 (5) Any policy change. 20
106106 (6) Any physical change to a Federal agency 21
107107 structure or location, including moving a Federal 22
108108 agency to a different building and relocating employ-23
109109 ees. 24
110110 (7) A description of any Federal agency data 25
111111 accessed by DOGE, the name of the individual who 26

117117 (8) The realized versus expected benefits of 3
118118 DOGE actions to date. 4

120120 NITIALREPORT.—Not later than 1 week after 5
121121 the date of the enactment of this Act, the Administrator 6
122122 shall submit to Congress a report of any DOGE activity 7
123123 listed under subsection (a) that occurred between January 8
124124 20, 2025, and the date of the enactment of this Act. 9

126126 EFINITIONS.—In this section: 10
127127 (1) DOGE.—The term ‘‘DOGE’’ means the 11
128128 United States DOGE Service (commonly referred to 12
129129 as the Department of Government Efficiency). 13

131131 EDERAL AGENCY .—The term ‘‘Federal 14
132132 agency’’ has the meaning given the term ‘‘agency’’ 15
133133 in section 551 of title 5, United States Code. 16
