FINDINGS. 1 Congress finds the following: 2 (1) Congress has a responsibility to review, 3 monitor, supervise, and evaluate the actions of the 4 executive branch to provide effective oversight as a 5 co-equal branch of Government. 6 (2) The authority of the Congress to provide 7 oversight and obtain information from the executive 8 branch is firmly established and essential to its leg-9 islative function derived from Article I of the Con-10 stitution. 11 (3) The Legislative Reorganization Act of 1946 12 established that ‘‘each standing committee of the 13 Senate and the House of Representatives shall exer-14 cise continuous watchfulness of the execution by the 15 administrative agencies concerned of any laws, the 16 subject matter of which is within the jurisdiction of 17 such committee; and, for that purpose, shall study 18 all pertinent reports and data submitted to the Con-19 gress by the agencies in the executive branch of the 20 Government.’’ 21 (4) On January 20, 2025, President Donald 22 Trump issued an executive order to reorganize the 23 U.S. Digital Service as the U.S. Department of Gov-24 ernment Efficiency (DOGE) Service and directs 25 DOGE to ‘‘implement the President’s DOGE Agen-26 VerDate Sep 11 2014 21:25 Apr 16, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2742.IH H2742 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 2742 IH da, by monitoring Federal technology and software 1 to maximize governmental efficiency and produc-2 tivity.’’ 3 (5) DOGE has pushed for large-scale reduc-4 tions in force and office closures (often arbitrarily 5 and capriciously), which will have a significant ad-6 verse impact on the ability of agencies to serve citi-7 zens of the United States. 8 (6) Reductions in Force (RIFs) and scaling 9 back, or completely eliminating programs at Federal 10 agencies should be based on real and transparent 11 analysis and formal, deliberate program evaluation, 12 not for the purposes of pursuing personal vendettas 13 or yielding personal financial gain for well-connected 14 individuals. 15 (7) The illogical and erratic, chainsaw approach 16 of DOGE has sown confusion and chaos for employ-17 ees at Federal agencies and the citizens of the 18 United States alike. 19 (8) The citizens of the United States expect 20 and deserve ongoing transparency of the actions of 21 the Federal Government, particularly when their 22 personal, private data is concerned. 23 VerDate Sep 11 2014 21:25 Apr 16, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2742.IH H2742 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 2742 IH SEC. 3. DEPARTMENT OF GOVERNMENT EFFICIENCY AC-1 TIVITY AND IMPACT REPORTS. 2 (a) W EEKLYREPORT.—Not later than 1 week after 3 the date of the enactment of this Act, and weekly there-4 after, the Administrator of the United States Department 5 of Government Efficiency Service shall provide to Con-6 gress a report regarding any action DOGE has taken with 7 respect to each Federal agency and the cumulative impact 8 of actions taken to date, including the following: 9 (1) Each statutory authorization supporting 10 each such change. 11 (2) Any change in the number of employees at 12 the respective Federal agency, including any em-13 ployee that has resigned, been removed, or had their 14 position eliminated. 15 (3) A description of each specific change DOGE 16 has made to the respective Federal agency, including 17 to an office within such agency. 18 (4) Any cost-saving measure. 19 (5) Any policy change. 20 (6) Any physical change to a Federal agency 21 structure or location, including moving a Federal 22 agency to a different building and relocating employ-23 ees. 24 (7) A description of any Federal agency data 25 accessed by DOGE, the name of the individual who 26 VerDate Sep 11 2014 21:25 Apr 16, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2742.IH H2742 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 2742 IH accessed such data, the purpose for such access, and 1 what was done with such data. 2 (8) The realized versus expected benefits of 3 DOGE actions to date. 4 (b) I NITIALREPORT.—Not later than 1 week after 5 the date of the enactment of this Act, the Administrator 6 shall submit to Congress a report of any DOGE activity 7 listed under subsection (a) that occurred between January 8 20, 2025, and the date of the enactment of this Act. 9 (c) D EFINITIONS.—In this section: 10 (1) DOGE.—The term ‘‘DOGE’’ means the 11 United States DOGE Service (commonly referred to 12 as the Department of Government Efficiency). 13 (2) F EDERAL AGENCY .—The term ‘‘Federal 14 agency’’ has the meaning given the term ‘‘agency’’ 15 in section 551 of title 5, United States Code. 16 Æ VerDate Sep 11 2014 21:25 Apr 16, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H2742.IH H2742 ssavage on LAPJG3WLY3PROD with BILLS
