To require approval from Congress for a certain reduction 
of Federal Aviation Administration workforce, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Air Traffic Controller 4
Protection Act’’ or the ‘‘ATC Protection Act’’. 5
SEC. 2. REDUCTION, REPLACEMENT, OR OUTSOURCE OF 6
FAA STAFFING. 7

EDUCTION INSTAFFING.— 8

N GENERAL.—Notwithstanding any other 9
provision of law, in order for the Secretary of Trans-10

portation to reduce, replace, or outsource 1 percent 1
or more of the workforce of the Federal Aviation 2
Administration, the Secretary shall obtain explicit 3
approval from Congress. 4
(2) R
EPORT TO CONGRESS.—Before seeking ap-5
proval from Congress under paragraph (1), the Sec-6
retary of Transportation shall submit to Congress a 7
report detailing the rationale for any decision to re-8
duce, replace, or outsource 1 percent or more of the 9
workforce of the Federal Aviation Administration as 10
well as any analysis on how such decision will impact 11
the aviation and transportation system at large. 12

ONTROL.—The Administrator of the De-13
partment of Governmental Efficiency may not exercise 14
control over the Federal Aviation Administration. 15
(c) ATC P
RIVATIZATION.—Notwithstanding any 16
other provision of law, the air traffic control system of 17
the Federal Aviation Administration may not be privatized 18
or outsourced from the Federal Aviation Administration. 19
