2727 This Act may be cited as the ‘‘Hands Off Medicaid 4
2828 and SNAP Act of 2025’’. 5

3535 NGENERAL.—Section 310 of the Congressional 3
3636 Budget Act of 1974 (2 U.S.C. 641) is amended by adding 4
3737 at the end the following: 5
3838 ‘‘(h) L
3939 IMITATION ON CUTS TOCERTAINPRO-6
4040 GRAMS.—Notwithstanding any other provision of law, it 7
4141 shall not be in order in the Senate or the House of Rep-8
4242 resentatives to consider any reconciliation bill or reconcili-9
4343 ation resolution reported pursuant to a concurrent resolu-10
4444 tion on the budget agreed to under section 301 or 304, 11
4545 or a joint resolution pursuant to section 258C of the Bal-12
4646 anced Budget and Emergency Deficit Control Act of 1985, 13
4747 or any amendment thereto or conference report thereon 14
4848 that— 15
4949 ‘‘(1) reduces enrollment or benefits for individ-16
5050 uals enrolled in the Medicaid program under title 17
5151 XIX of the Social Security Act; or 18
5252 ‘‘(2) reduces eligibility or benefits for house-19
5353 holds that participate in the supplemental nutrition 20
5454 assistance program under the Food and Nutrition 21
5555 Act of 2008. 22
