A BILL 
To amend the Congressional Budget Act of 1974 to provide 
for a point of order against reconciliation measures that 
cut benefits for Medicaid or the Supplemental Nutrition 
Assistance Program, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Hands Off Medicaid 4
and SNAP Act of 2025’’. 5

SEC. 2. RECONCILIATION POINT OF ORDER ON CUTS TO 1
CERTAIN PROGRAMS. 2
(a) I
NGENERAL.—Section 310 of the Congressional 3
Budget Act of 1974 (2 U.S.C. 641) is amended by adding 4
at the end the following: 5
‘‘(h) L
IMITATION ON CUTS TOCERTAINPRO-6
GRAMS.—Notwithstanding any other provision of law, it 7
shall not be in order in the Senate or the House of Rep-8
resentatives to consider any reconciliation bill or reconcili-9
ation resolution reported pursuant to a concurrent resolu-10
tion on the budget agreed to under section 301 or 304, 11
or a joint resolution pursuant to section 258C of the Bal-12
anced Budget and Emergency Deficit Control Act of 1985, 13
or any amendment thereto or conference report thereon 14
that— 15
‘‘(1) reduces enrollment or benefits for individ-16
uals enrolled in the Medicaid program under title 17
XIX of the Social Security Act; or 18
‘‘(2) reduces eligibility or benefits for house-19
holds that participate in the supplemental nutrition 20
assistance program under the Food and Nutrition 21
Act of 2008. 22
‘‘(i) E
XPIRATION OFLIMITATION ONCUTS TOCER-23
TAINPROGRAMS.—Subsection (h) shall expire on January 24
20, 2029.’’. 25

(b) CONFORMINGAMENDMENT.—Section 313(b)(1) 1
of the Congressional Budget Act of 1974 (2 U.S.C. 644) 2
is amended by striking the period at the end and inserting 3
‘‘or, until January 20, 2029, if it violates section 310(h).’’. 4
