14	14	To provide that, for a 3-year period, applications for the
15	15	exportation of natural gas to member countries of the
16	16	North Atlantic Treaty Organization be granted without
17	17	modification or delay, and for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘American Gas for Al-4
22	22	lies Act’’. 5
23	23	SEC. 2. FINDINGS. 6
24	24	Congress finds the following: 7

28	28	(1) The United States has been a critical mem-1
29	29	ber of the North Atlantic Treaty Organization since 2
30	30	1949. 3
31	31	(2) The North Atlantic Treaty Organization 4
32	32	has provided safety and security for the United 5
33	33	States and its European allies for decades. 6
34	34	(3) Ukraine has been a crucial strategic partner 7
35	35	for the North Atlantic Treaty Organization since the 8
36	36	early 1990’s, and the North Atlantic Treaty Organi-9
37	37	zation has long held that Ukraine’s future includes 10
38	38	full membership in the alliance. 11
39	39	(4) Russia’s unprovoked 2022 invasion of 12
40	40	Ukraine presents a security threat to all the North 13
41	41	Atlantic Treaty Organization allies, including the 14
42	42	United States. 15
43	43	(5) The North Atlantic Treaty Organization 16
44	44	supports Ukraine’s right to self-defense and its right 17
45	45	to choose its own security arrangements. 18
46	46	(6) The United States maintaining a strong 19
47	47	partnership with Ukraine is vital to the security of 20
48	48	both countries. 21
49	49	(7) Liquified natural gas imported from the 22
50	50	United States has provided Ukraine a critical lifeline 23
51	51	during Russia’s unprovoked invasion. 24

55	55	(8) A dependable supply of energy is vital to 1
56	56	the economic and national security of all of the 2
57	57	North Atlantic Treaty Organization countries. 3
58	58	(9) It is in the national security interest of the 4
59	59	United States for the North Atlantic Treaty Organi-5
60	60	zation countries to acquire energy resources from 6
61	61	the United States, rather than foreign adversaries. 7
62	62	(10) The United States National Energy Tech-8
63	63	nology Laboratory has concluded that United States 9
64	64	liquified natural gas supplied to Europe has up to 10
65	65	56 percent less total greenhouse gas emissions than 11
66	66	European coal, while Russian natural gas delivered 12
67	67	to Europe has up to 22 percent more greenhouse 13
68	68	gas emissions than European coal. 14
69	69	(11) The United States liquified natural gas in-15
70	70	dustry has contributed more than $400,000,000,000 16
71	71	to United States gross domestic product and sup-17
72	72	ported more than 270,000 United States jobs on av-18
73	73	erage, annually since 2016. 19
74	74	SEC. 3. TEMPORARY TREATMENT OF CERTAIN APPLICA-20
75	75	TIONS FOR THE EXPORTATION OF NATURAL 21
76	76	GAS. 22
77	77	(a) I
78	78	NGENERAL.—During the period described in 23
79	79	subsection (c) of this section, for purposes of section 3(a) 24
80	80	of the Natural Gas Act (15 U.S.C. 717b(a)), the expor-25

84	84	tation of natural gas to a foreign country described in sub-1
85	85	section (b) of this section shall be deemed to be consistent 2
86	86	with the public interest, and applications for such expor-3
87	87	tation shall be granted without modification or delay. 4

89	89	OREIGNCOUNTRIES.—A foreign country de-5
90	90	scribed in this subsection is— 6
91	91	(1) a member country of the North Atlantic 7
92	92	Treaty Organization; or 8
93	93	(2) Ukraine. 9
94	94	(c) A
95	95	PPLICABILITY.—This section shall apply with re-10
96	96	spect to applications for the authorization to export nat-11
97	97	ural gas under section 3 of the Natural Gas Act (15 12
98	98	U.S.C. 717b) to a foreign country described in subsection 13
99	99	(b) of this section that are pending on the date of enact-14
100	100	ment of this Act, or filed during the period that begins 15
101	101	on such date of enactment and ends on the date that is 16
102	102	3 years after such date of enactment. 17
