2323 SEC. 2. FINDINGS. 6
2424 Congress finds the following: 7

2929 ber of the North Atlantic Treaty Organization since 2

3131 (2) The North Atlantic Treaty Organization 4
3232 has provided safety and security for the United 5
3333 States and its European allies for decades. 6
3434 (3) Ukraine has been a crucial strategic partner 7
3535 for the North Atlantic Treaty Organization since the 8
3636 early 1990’s, and the North Atlantic Treaty Organi-9
3737 zation has long held that Ukraine’s future includes 10
3838 full membership in the alliance. 11
3939 (4) Russia’s unprovoked 2022 invasion of 12
4040 Ukraine presents a security threat to all the North 13
4141 Atlantic Treaty Organization allies, including the 14
4242 United States. 15
4343 (5) The North Atlantic Treaty Organization 16
4444 supports Ukraine’s right to self-defense and its right 17
4545 to choose its own security arrangements. 18
4646 (6) The United States maintaining a strong 19
4747 partnership with Ukraine is vital to the security of 20
4848 both countries. 21
4949 (7) Liquified natural gas imported from the 22
5050 United States has provided Ukraine a critical lifeline 23
5151 during Russia’s unprovoked invasion. 24

5757 North Atlantic Treaty Organization countries. 3
5858 (9) It is in the national security interest of the 4
5959 United States for the North Atlantic Treaty Organi-5
6060 zation countries to acquire energy resources from 6
6161 the United States, rather than foreign adversaries. 7
6262 (10) The United States National Energy Tech-8
6363 nology Laboratory has concluded that United States 9
6464 liquified natural gas supplied to Europe has up to 10
6565 56 percent less total greenhouse gas emissions than 11
6666 European coal, while Russian natural gas delivered 12
6767 to Europe has up to 22 percent more greenhouse 13
6868 gas emissions than European coal. 14
6969 (11) The United States liquified natural gas in-15
7070 dustry has contributed more than $400,000,000,000 16
7171 to United States gross domestic product and sup-17
7272 ported more than 270,000 United States jobs on av-18
7373 erage, annually since 2016. 19
7474 SEC. 3. TEMPORARY TREATMENT OF CERTAIN APPLICA-20
7575 TIONS FOR THE EXPORTATION OF NATURAL 21

7777 (a) I
7878 NGENERAL.—During the period described in 23
7979 subsection (c) of this section, for purposes of section 3(a) 24
8080 of the Natural Gas Act (15 U.S.C. 717b(a)), the expor-25

8484 tation of natural gas to a foreign country described in sub-1
8585 section (b) of this section shall be deemed to be consistent 2
8686 with the public interest, and applications for such expor-3
8787 tation shall be granted without modification or delay. 4

8989 OREIGNCOUNTRIES.—A foreign country de-5
9090 scribed in this subsection is— 6
9191 (1) a member country of the North Atlantic 7
9292 Treaty Organization; or 8
9393 (2) Ukraine. 9

9595 PPLICABILITY.—This section shall apply with re-10
9696 spect to applications for the authorization to export nat-11
9797 ural gas under section 3 of the Natural Gas Act (15 12
9898 U.S.C. 717b) to a foreign country described in subsection 13
9999 (b) of this section that are pending on the date of enact-14
100100 ment of this Act, or filed during the period that begins 15
101101 on such date of enactment and ends on the date that is 16
102102 3 years after such date of enactment. 17
