SHORT TITLE. 3 This Act may be cited as the ‘‘American Gas for Al-4 lies Act’’. 5 SEC. 2. FINDINGS. 6 Congress finds the following: 7 VerDate Sep 11 2014 08:14 Apr 22, 2025 Jkt 000000 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2769.IH H2769 mprince on LAP1J3WLY3PROD with $$_JOB 2 •HR 2769 IH (1) The United States has been a critical mem-1 ber of the North Atlantic Treaty Organization since 2 1949. 3 (2) The North Atlantic Treaty Organization 4 has provided safety and security for the United 5 States and its European allies for decades. 6 (3) Ukraine has been a crucial strategic partner 7 for the North Atlantic Treaty Organization since the 8 early 1990’s, and the North Atlantic Treaty Organi-9 zation has long held that Ukraine’s future includes 10 full membership in the alliance. 11 (4) Russia’s unprovoked 2022 invasion of 12 Ukraine presents a security threat to all the North 13 Atlantic Treaty Organization allies, including the 14 United States. 15 (5) The North Atlantic Treaty Organization 16 supports Ukraine’s right to self-defense and its right 17 to choose its own security arrangements. 18 (6) The United States maintaining a strong 19 partnership with Ukraine is vital to the security of 20 both countries. 21 (7) Liquified natural gas imported from the 22 United States has provided Ukraine a critical lifeline 23 during Russia’s unprovoked invasion. 24 VerDate Sep 11 2014 08:14 Apr 22, 2025 Jkt 000000 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2769.IH H2769 mprince on LAP1J3WLY3PROD with $$_JOB 3 •HR 2769 IH (8) A dependable supply of energy is vital to 1 the economic and national security of all of the 2 North Atlantic Treaty Organization countries. 3 (9) It is in the national security interest of the 4 United States for the North Atlantic Treaty Organi-5 zation countries to acquire energy resources from 6 the United States, rather than foreign adversaries. 7 (10) The United States National Energy Tech-8 nology Laboratory has concluded that United States 9 liquified natural gas supplied to Europe has up to 10 56 percent less total greenhouse gas emissions than 11 European coal, while Russian natural gas delivered 12 to Europe has up to 22 percent more greenhouse 13 gas emissions than European coal. 14 (11) The United States liquified natural gas in-15 dustry has contributed more than $400,000,000,000 16 to United States gross domestic product and sup-17 ported more than 270,000 United States jobs on av-18 erage, annually since 2016. 19 SEC. 3.
