1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Selena Commemorative 4
1919 Coin Act’’. 5
2020 SEC. 2. FINDINGS. 6
2121 Congress finds the following: 7
2222 (1) Selena Quintanilla, born on April 16, 1971, 8
2323 was a South Texas music artist who greatly contrib-9

2929 (2) She was an extremely talented young artist 3
3030 who started singing at the age of eight. Her parents 4
3131 took joy in her talent and had her start performing 5
3232 with her family. The band they formed was known 6
3333 as Selena y Los Dinos. Selena was just thirteen 7
3434 years old when she was introduced on the Johnny 8
3535 Canales Show. 9
3636 (3) Selena first won the Tejano Music Awards’ 10
3737 ‘‘Female Vocalist of the Year’’ in 1986 at the age 11
3838 of fifteen. From 1987 to 1996, she won as ‘‘Female 12
3939 Entertainer of the Year’’ every year, along with 13
4040 other awards such as ‘‘Song of the Year’’. 14
4141 (4) Selena’s musical accomplishments are rec-15
4242 ognized by the Guinness World Record where she 16
4343 holds the most wins of Female Entertainer of the 17
4444 Year at the Tejano Music Awards. 18
4545 (5) Selena’s album Selena Live! won a Grammy 19
4646 Award in 1994, making her the first Tejano artist 20
4747 to win a Grammy. Also in 1994, Texas Monthly 21
4848 named her one of the twenty most influential Tex-22
4949 ans. 23
5050 (6) Selena’s fourth album, Amor Prohibido, be-24
5151 came the first Tejano record to peak at number one 25

6363 (8) Aside from her musical contributions, 9
6464 Selena also was passionate about public service. She 10
6565 participated with the Texas Prevention Partnership, 11
6666 sponsored by the Texas Commission on Alcohol and 12
6767 Drug Abuse Tour to Schools. She was involved with 13
6868 the D.A.R.E. program and worked with the Coastal 14
6969 Bend Aids Foundation. Selena also taped a public 15
7070 service announcement for the Houston Area Wom-16
7171 en’s Center, a shelter for battered women, in 1993. 17
7272 (9) After her untimely death at the age of 23, 18
7373 she was honored in many ways. Then Texas Gov-19
7474 ernor George W. Bush proclaimed April 16, 1995, 20
7575 ‘‘Selena Day’’. 21
7676 (10) Selena, a movie about Selena’s life, was re-22
7777 leased in 1997 and starred Jennifer Lopez in the 23
7878 leading role. 24

8484 Flor’’, or Overlook of the Flower, in 1997 to honor 3

8686 music and Corpus Christi. 5
8787 (12) In 2011, the United States Postal Service 6
8888 honored Selena as a ‘‘Latin Legend’’ with the 7
8989 issuance of a memorial postage stamp. 8
9090 (13) Selena did not realize all of her dreams, 9
9191 but she remains a beacon for young Tejanas and 10
9292 Latinas in Texas and the United States to follow 11
9393 their dreams. 12
9494 SEC. 3. COIN SPECIFICATIONS. 13
9595 (a) D
9696 ENOMINATIONS.—In recognition and celebration 14
9797 of Selena Quintanilla, the Secretary of the Treasury (here-15
9898 after in this Act referred to as the ‘‘Secretary’’) shall mint 16
9999 and issue the following coins: 17
100100 (1) $5
101101 GOLD COINS.—Not more than 50,000 $5 18
102102 coins, which shall— 19
103103 (A) weigh 8.359 grams; 20
104104 (B) have a diameter of 0.850 inches; and 21
105105 (C) contain not less than 90 percent gold. 22
106106 (2) $1
107107 SILVER COINS.—Not more than 400,000 23
108108 $1 coins, which shall— 24
109109 (A) weigh 26.73 grams; 25

116116 ALF-DOLLAR CLAD COINS .—Not more 3
117117 than 750,000 half-dollar coins which shall— 4
118118 (A) weigh 11.34 grams; 5
119119 (B) have a diameter of 1.205 inches; and 6
120120 (C) be minted to the specifications for half- 7
121121 dollar coins contained in section 5112(b) of title 8

124124 EGALTENDER.—The coins minted under this 10
125125 Act shall be legal tender, as provided in section 5103 of 11
126126 title 31, United States Code. 12

128128 UMISMATICITEMS.—For purposes of sections 13
129129 5134 and 5136 of title 31, United States Code, all coins 14
130130 minted under this Act shall be considered to be numis-15
131131 matic items. 16
132132 SEC. 4. DESIGNS OF COINS. 17

134134 ESIGNREQUIREMENTS.— 18

136136 N GENERAL.—The designs for the coins 19
137137 minted under this Act shall be emblematic of Selena 20
138138 Quintanilla and her life and accomplishments. At 21
139139 least one obverse design shall bear the image of 22
140140 Selena Quintanilla. 23

142142 ESIGNATION AND INSCRIPTIONS .—On 24
143143 each coin minted under this Act, there shall be— 25

152152 ica’’, and ‘‘E Pluribus Unum’’. 6

154154 ELECTION.—The designs for the coins minted 7
155155 under this Act shall be— 8
156156 (1) selected by the Secretary, after consultation 9
157157 with the Friends of the Corpus Christi Museum of 10
158158 Science and History; and 11
159159 (2) reviewed by the Citizens Coinage Advisory 12
160160 Committee. 13
161161 SEC. 5. ISSUANCE OF COINS. 14
162162 (a) Q
163163 UALITY OFCOINS.—Coins minted under this 15
164164 Act shall be issued in uncirculated and proof qualities. 16
165165 (b) P
166166 ERIOD FORISSUANCE.—The Secretary may 17
167167 issue coins minted under this Act only during the calendar 18
168168 year beginning on January 1, 2029. 19
169169 SEC. 6. SALE OF COINS. 20
170170 (a) S
171171 ALEPRICE.—The coins issued under this Act 21
172172 shall be sold by the Secretary at a price based upon the 22
173173 sum of— 23
174174 (1) the face value of the coins; 24

179179 respect to such coins; and 2
180180 (3) the cost of designing and issuing the coins 3
181181 (including labor, materials, dies, use of machinery, 4
182182 overhead expenses, marketing, and shipping). 5

184184 ULKSALES.—The Secretary shall make bulk 6
185185 sales of the coins issued under this Act at a reasonable 7
186186 discount. 8
187187 (c) P
188188 REPAIDORDERS.— 9
189189 (1) I
190190 N GENERAL.—The Secretary shall accept 10
191191 prepaid orders for the coins minted under this Act 11
192192 before the issuance of the coins. 12
193193 (2) D
194194 ISCOUNT.—Sale prices with respect to pre-13
195195 paid orders under paragraph (1) shall be at a rea-14
196196 sonable discount. 15
197197 SEC. 7. SURCHARGES. 16
198198 (a) I
199199 NGENERAL.—All sales of coins minted under 17
200200 this Act shall include a surcharge as follows: 18
201201 (1) A surcharge of $35 per coin for the $5 coin. 19
202202 (2) A surcharge of $10 per coin for the $1 coin. 20
203203 (3) A surcharge of $5 per coin for the half-dol-21
204204 lar coin. 22

206206 ISTRIBUTION.—Subject to section 5134(f) of 23
207207 title 31, United States Code, all surcharges received by 24
208208 the Secretary from the sale of coins issued under this Act 25

212212 shall be paid to the Friends of the Corpus Christi Museum 1
213213 of Science and History for application to general expenses 2
214214 associated with the fulfillment of the mission of the 3
215215 Friends the Corpus Christi Museum of Science and His-4
216216 tory, including costs associated with— 5
217217 (1) museum operations; and 6
218218 (2) a Selena exhibit. 7
219219 (c) A
220220 UDITS.—The Friends of the Corpus Christi Mu-8
221221 seum of Science and History shall be subject to the audit 9
222222 requirements of section 5134(f)(2) of title 31, United 10
223223 States Code, with regard to the amounts received under 11
224224 subsection (b). 12
225225 (d) L
226226 IMITATION.—Notwithstanding subsection (a), 13
227227 no surcharge may be included with respect to the issuance 14
228228 under this Act of any coin during a calendar year if, as 15
229229 of the time of such issuance, the issuance of such coin 16
230230 would result in the number of commemorative coin pro-17
231231 grams issued during such year to exceed the annual 2 18
232232 commemorative coin program issuance limitation under 19
233233 section 5112(m)(1) of title 31, United States Code. The 20
234234 Secretary may issue guidance to carry out this subsection. 21
235235 SEC. 8. FINANCIAL ASSURANCES. 22
236236 The Secretary shall take such actions as may be nec-23
237237 essary to ensure that— 24

241241 (1) minting and issuing coins under this Act 1
242242 will not result in any net cost to the Federal Govern-2
243243 ment; and 3
244244 (2) no funds, including applicable surcharges, 4
245245 are disbursed to any recipient designated in section 5
246246 7(b) until to the total cost of designing and issuing 6
247247 all of the coins authorized by this Act, including 7
248248 labor, materials, dies, use of machinery, overhead ex-8
249249 penses, marketing, and shipping is recovered by the 9
250250 United States Treasury, consistent with sections 10
251251 5112(m) and 5134(f) of title 31, United States 11
252252 Code. 12
