Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Selena Commemorative 4 Coin Act’’. 5 SEC. 2. Her parents 4 took joy in her talent and had her start performing 5 with her family. The band they formed was known 6 as Selena y Los Dinos. Selena was just thirteen 7 years old when she was introduced on the Johnny 8 Canales Show. 9 (3) Selena first won the Tejano Music Awards’ 10 ‘‘Female Vocalist of the Year’’ in 1986 at the age 11 of fifteen. From 1987 to 1996, she won as ‘‘Female 12 Entertainer of the Year’’ every year, along with 13 other awards such as ‘‘Song of the Year’’. 14 (4) Selena’s musical accomplishments are rec-15 ognized by the Guinness World Record where she 16 holds the most wins of Female Entertainer of the 17 Year at the Tejano Music Awards. 18 (5) Selena’s album Selena Live! won a Grammy 19 Award in 1994, making her the first Tejano artist 20 to win a Grammy. As of Oc-1 tober 2017, it is the fourth best-selling Latin album 2 of all time in the United States with over 1.2 million 3 copies sold. 4 (7) Selena’s final album, Dreaming of You, was 5 released after her death in 1995 and was the first 6 Tejano album to debut atop the United States Bill-7 board 200. 8 (8) Aside from her musical contributions, 9 Selena also was passionate about public service. She 10 participated with the Texas Prevention Partnership, 11 sponsored by the Texas Commission on Alcohol and 12 Drug Abuse Tour to Schools. She was involved with 13 the D.A.R.E. program and worked with the Coastal 14 Bend Aids Foundation. Selena also taped a public 15 service announcement for the Houston Area Wom-16 en’s Center, a shelter for battered women, in 1993. 17 (9) After her untimely death at the age of 23, 18 she was honored in many ways. Then Texas Gov-19 ernor George W. Bush proclaimed April 16, 1995, 20 ‘‘Selena Day’’. 21 (10) Selena, a movie about Selena’s life, was re-22 leased in 1997 and starred Jennifer Lopez in the 23 leading role. 24 VerDate Sep 11 2014 07:54 Apr 23, 2025 Jkt 000000 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2834.IH H2834 mprince on LAP1J3WLY3PROD with $$_JOB 4 •HR 2834 IH (11) The City of Corpus Christi unveiled a life- 1 size bronze statue of Selena, named ‘‘Mirador de la 2 Flor’’, or Overlook of the Flower, in 1997 to honor 3 Selena Quintanilla-Perez and her contributions to 4 music and Corpus Christi. 5 (12) In 2011, the United States Postal Service 6 honored Selena as a ‘‘Latin Legend’’ with the 7 issuance of a memorial postage stamp. 8 (13) Selena did not realize all of her dreams, 9 but she remains a beacon for young Tejanas and 10 Latinas in Texas and the United States to follow 11 their dreams. 12 SEC. 3. COIN SPECIFICATIONS. 13 (a) D ENOMINATIONS.—In recognition and celebration 14 of Selena Quintanilla, the Secretary of the Treasury (here-15 after in this Act referred to as the ‘‘Secretary’’) shall mint 16 and issue the following coins: 17 (1) $5 GOLD COINS.—Not more than 50,000 $5 18 coins, which shall— 19 (A) weigh 8.359 grams; 20 (B) have a diameter of 0.850 inches; and 21 (C) contain not less than 90 percent gold. 22 (2) $1 SILVER COINS.—Not more than 400,000 23 $1 coins, which shall— 24 (A) weigh 26.73 grams; 25 VerDate Sep 11 2014 07:54 Apr 23, 2025 Jkt 000000 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2834.IH H2834 mprince on LAP1J3WLY3PROD with $$_JOB 5 •HR 2834 IH (B) have a diameter of 1.500 inches; and 1 (C) contain not less than 90 percent silver. 2 (3) H ALF-DOLLAR CLAD COINS .—Not more 3 than 750,000 half-dollar coins which shall— 4 (A) weigh 11.34 grams; 5 (B) have a diameter of 1.205 inches; and 6 (C) be minted to the specifications for half- 7 dollar coins contained in section 5112(b) of title 8 31, United States Code. 9 (b) L EGALTENDER.—The coins minted under this 10 Act shall be legal tender, as provided in section 5103 of 11 title 31, United States Code. 12 (c) N UMISMATICITEMS.—For purposes of sections 13 5134 and 5136 of title 31, United States Code, all coins 14 minted under this Act shall be considered to be numis-15 matic items. 16 SEC. 4. DESIGNS OF COINS. 17 (a) D ESIGNREQUIREMENTS.— 18 (1) I N GENERAL.—The designs for the coins 19 minted under this Act shall be emblematic of Selena 20 Quintanilla and her life and accomplishments. At 21 least one obverse design shall bear the image of 22 Selena Quintanilla. 23 (2) D ESIGNATION AND INSCRIPTIONS .—On 24 each coin minted under this Act, there shall be— 25 VerDate Sep 11 2014 07:54 Apr 23, 2025 Jkt 000000 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H2834.IH H2834 mprince on LAP1J3WLY3PROD with $$_JOB 6 •HR 2834 IH (A) a designation of the denomination of 1 the coin; 2 (B) an inscription of the year ‘‘2029’’; and 3 (C) inscriptions of the words ‘‘Liberty’’, 4 ‘‘In God We Trust’’, ‘‘United States of Amer-5 ica’’, and ‘‘E Pluribus Unum’’. 6 (b) S ELECTION.—The designs for the coins minted 7 under this Act shall be— 8 (1) selected by the Secretary, after consultation 9 with the Friends of the Corpus Christi Museum of 10 Science and History; and 11 (2) reviewed by the Citizens Coinage Advisory 12 Committee. 13 SEC. 5. ISSUANCE OF COINS. 14 (a) Q UALITY OFCOINS.—Coins minted under this 15 Act shall be issued in uncirculated and proof qualities. 16 (b) P ERIOD FORISSUANCE.—The Secretary may 17 issue coins minted under this Act only during the calendar 18 year beginning on January 1, 2029. 19 SEC. 6. SALE OF COINS. 20 (a) S ALEPRICE.—The coins issued under this Act 21 shall be sold by the Secretary at a price based upon the 22 sum of— 23 (1) the face value of the coins; 24 VerDate Sep 11 2014 07:54 Apr 23, 2025 Jkt 000000 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H2834.IH H2834 mprince on LAP1J3WLY3PROD with $$_JOB 7 •HR 2834 IH (2) the surcharge provided in section 7(a) with 1 respect to such coins; and 2 (3) the cost of designing and issuing the coins 3 (including labor, materials, dies, use of machinery, 4 overhead expenses, marketing, and shipping). 5 (b) B ULKSALES.—The Secretary shall make bulk 6 sales of the coins issued under this Act at a reasonable 7 discount. 8 (c) P REPAIDORDERS.— 9 (1) I N GENERAL.—The Secretary shall accept 10 prepaid orders for the coins minted under this Act 11 before the issuance of the coins. 12 (2) D ISCOUNT.—Sale prices with respect to pre-13 paid orders under paragraph (1) shall be at a rea-14 sonable discount. 15 SEC. 7. SURCHARGES. 16 (a) I NGENERAL.—All sales of coins minted under 17 this Act shall include a surcharge as follows: 18 (1) A surcharge of $35 per coin for the $5 coin. 19 (2) A surcharge of $10 per coin for the $1 coin. 20 (3) A surcharge of $5 per coin for the half-dol-21 lar coin. 22 (b) D ISTRIBUTION.—Subject to section 5134(f) of 23 title 31, United States Code, all surcharges received by 24 the Secretary from the sale of coins issued under this Act 25 VerDate Sep 11 2014 07:54 Apr 23, 2025 Jkt 000000 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H2834.IH H2834 mprince on LAP1J3WLY3PROD with $$_JOB 8 •HR 2834 IH shall be paid to the Friends of the Corpus Christi Museum 1 of Science and History for application to general expenses 2 associated with the fulfillment of the mission of the 3 Friends the Corpus Christi Museum of Science and His-4 tory, including costs associated with— 5 (1) museum operations; and 6 (2) a Selena exhibit. 7 (c) A UDITS.—The Friends of the Corpus Christi Mu-8 seum of Science and History shall be subject to the audit 9 requirements of section 5134(f)(2) of title 31, United 10 States Code, with regard to the amounts received under 11 subsection (b). 12 (d) L IMITATION.—Notwithstanding subsection (a), 13 no surcharge may be included with respect to the issuance 14 under this Act of any coin during a calendar year if, as 15 of the time of such issuance, the issuance of such coin 16 would result in the number of commemorative coin pro-17 grams issued during such year to exceed the annual 2 18 commemorative coin program issuance limitation under 19 section 5112(m)(1) of title 31, United States Code. The 20 Secretary may issue guidance to carry out this subsection. 21 SEC. 8.
