A BILL 
To amend the Food, Agriculture, Conservation, and Trade 
Act of 1990 to reauthorize the Genome to Phenome 
Initiative, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Genome to Phenome 4
Initiative Reauthorization Act of 2025’’ or the ‘‘AG2PI 5
Act of 2025’’. 6
SEC. 2. FINDINGS. 7
Congress finds the following: 8
(1) Understanding crop and livestock genomes 9
(genes) and phenomes (traits) has been a significant 10

roadblock in converting what we know about genet-1
ics into useful improvements in agriculturally impor-2
tant species. 3
(2) Significant research is needed to fully char-4
acterize phenomes and how these plant and livestock 5
traits relate to genes, disease resilience, and environ-6
mental factors. 7
(3) This information will help farmers and 8
ranchers determine the best combinations of genetics 9
and management practices to improve the resilience, 10
productivity, and profitability of their businesses. 11
(4) Reauthorization of the Genome to Phenome 12
Initiative to build on the work of the Agriculture Im-13
provement Act of 2018 (Public Law 115–334) is 14
critical. 15
(5) In addition, reauthorization will help sup-16
port a broad network of researchers, including data 17
scientists, engineers, agricultural economists, and so-18
cial scientists, and will help develop the most prom-19
ising of the new concepts generated via the seed 20
grant program into full-fledged research projects. 21
(6) These efforts will ultimately promote effi-22
cient and sustainable agricultural production sys-23
tems under current as well as future climactic condi-24
tions. 25

SEC. 3. REAUTHORIZATION OF GENOME TO PHENOME INI-1
TIATIVE. 2
Section 1671(g) of the Food, Agriculture, Conserva-3
tion, and Trade Act of 1990 (7 U.S.C. 5924(g)) is amend-4
ed by striking ‘‘2023’’ and inserting ‘‘2030’’. 5
