7575 under age 3 that receive quality childcare are more 2
7676 likely to have the behavioral, cognitive, and language 3
7777 skills development necessary for success in school, 4

7979 (3) Of the more than 5,100,000 families with 6
8080 young children that pay for childcare each year, 43 7
8181 percent of parents pay unaffordable rates, as defined 8
8282 by the Department of Health and Human Services 9
8383 as more than 7 percent of income. 10
8484 (4) In 2023, the average cost of childcare in the 11
8585 United States was $3,190 a month for nanny care, 12
8686 $1,230 a month for a daycare center, and $992 a 13
8787 month for home daycare, with families on average 14
8888 spending 24 percent of their household income on 15
8989 childcare expenses. Families pushed into poverty 16
9090 from childcare expenses typically spend almost 28 17
9191 percent of their income on childcare. 18
9292 (5) According to a 2023 report, there are an es-19
9393 timated 5,400,000 college students with dependent 20
9494 children. 21
9595 (6) According to a 2020 report, only about five 22
9696 percent of colleges and universities are providing the 23
9797 child care slots that student parents need, leading to 24
9898 long wait lists. 25

104104 without children. Single mothers and Black parents, 3
105105 especially fathers, are particularly likely to suspend 4
106106 enrollment before completing their educational pro-5

108108 (8) The Child Care Access Means Parents in 7
109109 School Federal Grant program under subpart 7 of 8
110110 part A of title IV of the Higher Education Act of 9
111111 1965 (20 U.S.C. 1070e et seq.) helps over 3,300 10
112112 students at institutions of higher education afford 11
113113 child care each year, but this program impacts just 12
114114 0.5 percent of the entire student parent population, 13
115115 and many institutions of higher education do not 14
116116 open their subsidized child care programs to children 15
117117 under age 3. 16
118118 (9) The share of public academic institutions 17
119119 offering childcare services has fallen in recent dec-18
120120 ades. Of public 4-year institutions of higher edu-19
121121 cation, 455 had on-campus day care for students’ 20
122122 children in 2005 compared to 369 in 2023. Of pub-21
123123 lic, 2-year institutions of higher education, 464 had 22
124124 on-campus day care for students’ children in 2005 23
125125 compared to 304 in 2023. 24

144144 The purposes of this title are to expand access to in-16
145145 fant and toddler child care for children of students at pub-17
146146 lic community colleges and at minority-serving institutions 18
147147 and to grow, diversify, and strengthen the workforce pipe-19
148148 line of highly effective infant and toddler child care pro-20
149149 viders, especially in communities of color and infant and 21

161161 years that culminates in an associate degree and is 6
162162 acceptable for full credit toward a baccalaureate de-7

166166 ING INSTITUTION STUDENT PARENT .—The term 10
167167 ‘‘community college or minority-serving institution 11
168168 student parent’’ means an individual who— 12
169169 (A) is a parent or legal guardian of a child 13
170170 who qualifies for infant and toddler child care; 14
171171 and 15
172172 (B) is a full-time or part-time student at 16
173173 a community college or minority-serving institu-17
174174 tion participating in an eligible entity. 18

176176 ULTURALLY RESPONSIVE TEACHING .—The 19
177177 term ‘‘culturally responsive teaching’’ means teach-20
178178 ing— 21
179179 (A) using the cultural characteristics, expe-22
180180 riences, and perspectives of ethnically diverse 23
181181 students as conduits for teaching them more ef-24
182182 fectively; and 25

193193 ROP-IN.—The term ‘‘drop-in’’, when used 7
194194 with respect to child care— 8
195195 (A) means child care that— 9
196196 (i) does not require prescheduling a 10
197197 definite number of scheduled days or hours 11
198198 per week; or 12
199199 (ii) is short term, such as less than 5 13
200200 hours per day; and 14
201201 (B) includes child care described in sub-15
202202 paragraph (A) that requires parents to provide 16
203203 24-hour notice before using the child care or 17
204204 provides child care subject to availability. 18

207207 ‘‘dual language learner’’ means a child who— 20
208208 (A) is acquiring 2 or more languages at 21

212212 including a child who may also be identified by 25

222222 TION PROGRAM.—The term ‘‘early childhood educa-6
223223 tor preparation program’’ means a postsecondary 7
224224 course of study that— 8
225225 (A) is designed to prepare individuals to 9
226226 teach in early childhood settings serving chil-10
227227 dren between birth and age 5; and 11
228228 (B) leads to a degree (including an associ-12
229229 ate’s, bachelor’s, or graduate degree) or a State 13
230230 or nationally recognized credential enabling in-14
231231 dividuals to teach in early childhood settings, 15
232232 including a child development associate creden-16
233233 tial or a State teaching license. 17

235235 LIGIBLE ENTITY.—The term ‘‘eligible enti-18
236236 ty’’ means— 19
237237 (A) a community college; 20
238238 (B) a minority-serving institution; or 21
239239 (C) a consortium of 2 or more community 22
240240 colleges or minority-serving institutions. 23

257257 term ‘‘infant and toddler child care’’ means child 9
258258 care for children who are under the age of 3 as of 10
259259 the first day of the academic year of the applicable 11
260260 community college or minority-serving institution. 12

263263 DESERT.—The term ‘‘infant and toddler child care 14
264264 desert’’ means a community that the State or tribal 15
265265 entity involved determines has a low supply of qual-16
266266 ity, affordable infant and toddler child care. 17

269269 ABILITY.—The term ‘‘infant or toddler with a dis-19
270270 ability’’ has the meaning given the term in section 20

274274 OW-INCOME.—The term ‘‘low-income’’ 23
275275 means an individual from a family with an income 24

314314 SEC. 103. AUTHORIZATION OF APPROPRIATIONS. 4
315315 There is authorized to be appropriated to carry out 5
316316 this title a total of $9,000,000,000 for fiscal years 2026 6
317317 through 2030. 7
318318 Subtitle A—General Provisions 8
319319 SEC. 111. PROGRAM AUTHORIZED. 9
320320 (a) I
321321 NGENERAL.—From amounts made available 10
322322 under section 103, the Secretary shall award to eligible 11
323323 entities— 12
324324 (1) planning grants under section 122; 13
325325 (2) access grants under section 123, which will 14
326326 provide free high-quality child care for as many as 15
327327 500,000 infants and toddlers who have a community 16
328328 college or minority-serving institution student par-17
329329 ent, helping to reduce barriers that impact the abil-18
330330 ity of community college or minority-serving institu-19
331331 tion student parents attending community college or 20
332332 a minority-serving institution to graduate, and re-21
333333 ducing their postgraduation debt; 22
334334 (3) impact grants under section 124, which will 23
335335 expand the supply and quality of child care in the 24
336336 community by providing training, mentorship, tech-25

341341 isting child care providers in the service area of the 2
342342 eligible entity; and 3
343343 (4) pipeline grants under section 125, which 4
344344 will fund eligible entities to— 5
345345 (A) launch and expand early childhood ed-6
346346 ucator preparation programs; and 7
347347 (B) form strategic partnerships with re-8
348348 gional institutions to expand, diversify, and 9
349349 strengthen the workforce pipeline for infant and 10
350350 toddler care providers. 11
351351 (b) A
352352 DMINISTRATION.—In administering this title, 12
353353 the Secretary shall— 13
354354 (1) consult with the Secretary of Health and 14
355355 Human Services with respect to all grants carried 15
356356 out under this Act; and 16
357357 (2) consult with the Administrator of the Small 17
358358 Business Administration with respect to impact 18
359359 grants carried out under section 124. 19
360360 SEC. 112. APPLICATION; SELECTION CRITERIA. 20

362362 PPLICATION.— 21

364364 N GENERAL.—An eligible entity desiring a 22
365365 grant under subtitle B shall submit an application to 23
366366 the Secretary at such time, in such manner, and 24

373373 ONTENTS.—An application submitted 3
374374 under paragraph (1) shall include— 4
375375 (A) a landscape review on the need for in-5
376376 fant and toddler child care within the current 6
377377 and prospective student populations of the eligi-7
378378 ble entity and in the broader service area of the 8
379379 eligible entity, with an emphasis on community 9
380380 college or minority-serving institution student 10
381381 parents in communities of color and low-income 11
382382 parents; 12
383383 (B) a landscape review of the infant and 13
384384 toddler child care workforce within the service 14
385385 area of the eligible entity; 15
386386 (C) a high-level vision (which, in the case 16
387387 of an eligible entity desiring a planning grant 17
388388 under section 122, will be clarified and adjusted 18
389389 through the needs assessment and activities 19
390390 carried out under the grant) for how to leverage 20
391391 1 or more access, impact, or pipeline grants 21
392392 under subtitle B to enhance access and quality 22
393393 in the infant and toddler child care landscape of 23
394394 the service area of the eligible entity; 24

398398 (D) a description of how the eligible entity 1
399399 will advance child development (including social 2
400400 and emotional development), family engage-3
401401 ment, and culturally responsive and linguis-4
402402 tically responsive pedagogy for infant and tod-5
403403 dler child care within its child care center or 6
404404 early childhood education programs (as applica-7
405405 ble), through professional development, required 8
406406 coursework, or targeted outreach and enroll-9
407407 ment; 10
408408 (E) an assurance that the eligible entity 11
409409 will submit annual reports that document how 12
410410 funds were allocated and the impact of the 13
411411 grant; 14
412412 (F) a commitment that wages for child 15
413413 care staff at each on-campus child care center 16
414414 of a participating community college or minor-17
415415 ity-serving institution during the grant period 18
416416 shall be— 19
417417 (i) comparable to wages for elemen-20
418418 tary educators with similar credentials and 21
419419 experience in the State; and 22
420420 (ii) at a minimum, at a rate that is 23
421421 enough to provide a living wage for all 24
422422 child care staff; and 25

427427 pipeline grant under subtitle B, an assurance 2
428428 that the eligible entity will continue to convene 3
429429 and consult an infant and toddler child care 4
430430 committee described in section 122(a)(1). 5
431431 (b) S
432432 ELECTIONCRITERIA.— 6
433433 (1) I
434434 N GENERAL.—The Secretary shall award 7
435435 grants under subtitle B on a competitive basis, in 8
436436 accordance with the priorities described in para-9
437437 graph (2), and in a manner that supports eligible 10
438438 entities that— 11
439439 (A) enroll a high percentage of students 12
440440 who are eligible for a Federal Pell Grant under 13
441441 section 401 of the Higher Education Act of 14
442442 1965 (20 U.S.C. 1070a) and who have children 15
443443 under age 3; 16
444444 (B) are located within or in the immediate 17
445445 vicinity of an infant and toddler child care 18
446446 desert; or 19
447447 (C) have a clear and compelling plan for— 20
448448 (i) in the case of a planning grant 21
449449 under section 122, carrying out the activi-22
450450 ties of the planning grant; 23
451451 (ii) in the case of an access grant 24
452452 under section 123, expanding access to 25

459459 (iii) in the case of an impact grant 4
460460 under section 124, expanding the supply 5
461461 and quality of child care in the community 6
462462 by providing training, mentorship, tech-7
463463 nical support, and startup funding, in col-8
464464 laboration with existing child care agencies 9
465465 and organizations; or 10
466466 (iv) in the case of a pipeline grant 11
467467 under section 125, growing and strength-12
468468 ening the workforce pipeline of highly ef-13
469469 fective infant and toddler child care pro-14
470470 viders, especially such providers serving in-15
471471 fant and toddler child care deserts, by ex-16
472472 panding early childhood education pro-17
473473 grams or upgrading an on-campus child 18
474474 care center into a lab school. 19

476476 RIORITIES IN AWARDING GRANTS .—In 20
477477 awarding grants under subtitle B, the Secretary 21
478478 shall, to the extent practicable based on the strength 22
479479 of the applications and the availability of appropria-23
480480 tions— 24

733733 is operating 1 or more child care centers (as of the 22

761761 (7) Renovating campus facilities to allow for the 22
762762 operation of an on-campus child care center that— 23
763763 (A) satisfies the standards that apply to 24
764764 alterations or (as applicable) new construction 25

781781 EQUIREMENTS OF ON-CAMPUSCHILDCARE 13

783783 ENTERS.—In order for an on-campus child care center 14
784784 of a community college or minority-serving institution par-15
785785 ticipating in an eligible entity to be supported with funds 16
786786 from a grant under this section, the on-campus child care 17
787787 center shall meet the following requirements: 18
788788 (1) The child care center shall be licensed by 19
789789 the State and shall meet a high-quality standard de-20
790790 scribed in subsection (a)(7)(B)(i) or be accredited in 21
791791 accordance with subsection (a)(7)(B)(ii). 22
792792 (2) Children of community college or minority- 23
793793 serving institution student parents shall receive pri-24
794794 ority enrollment in the child care center, with pri-25

809809 without regard as to whether the parent is a full- 12
810810 time or part-time student. 13
811811 (4) Not less than 85 percent of the community 14
812812 college or minority-serving institution student par-15
813813 ents using the on-campus child care center for infant 16
814814 and toddler child care shall be eligible to receive 17
815815 Federal Pell Grants under section 401 of the Higher 18
816816 Education Act of 1965 (20 U.S.C. 1070a), except 19
817817 that the Secretary may grant a waiver from this re-20
818818 quirement if the Secretary determines necessary. 21
819819 (5) The child care center shall provide drop-in 22
820820 infant and toddler child care for community college 23
821821 and minority-serving institution student parents and 24
822822 may not impose minimum enrollment requirements 25

833833 (A) shall provide infant and toddler child 8
834834 care for children under the age of 3 (as of the 9
835835 first day of the academic year of the community 10
836836 college or minority-serving institution sup-11
837837 porting the child care center) of community col-12
838838 lege and minority-serving institution student 13
839839 parents for free; 14
840840 (B) may charge faculty and staff of the 15
841841 community college or minority institution and 16
842842 community members fees, using a sliding scale 17
843843 based on family income, to enroll their children 18
844844 in the child care center; and 19
845845 (C) shall comply with the suspension and 20
846846 expulsion performance standard for Head Start 21
847847 programs under section 1302.17 of title 45, 22
848848 Code of Federal Regulations, or any successor 23
849849 standard. 24

860860 to a 4-year minority-serving institution during 8
861861 the student’s enrollment at the 4-year institu-9
862862 tion. 10
863863 (B) The child care center may charge a parent 11
864864 described in subparagraph (A) a fee for the child 12
865865 care services provided during the period when the 13
866866 parent is not enrolled in the community college or 14
867867 minority-serving institution, using a sliding scale 15
868868 based on family income during this period, as long 16
869869 as the fee does not exceed 7 percent of the family’s 17
870870 income. 18
871871 (8) The child care center shall pay its child care 19
872872 staff a wage that— 20
873873 (A) is comparable to wages for elementary 21
874874 educators with similar credentials and experi-22
875875 ence in the State; and 23
