A BILL 
To amend the Food, Agriculture, Conservation, and Trade 
Act of 1990 to add highly pathogenic avian influenza 
as a high priority research and extension area. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Supporting Avian 4
Virus Eradication Act’’ or the ‘‘SAVE Our Poultry Act’’. 5

SEC. 2. ADDITION OF HIGHLY PATHOGENIC AVIAN INFLU-1
ENZA AS A HIGH PRIORITY RESEARCH AND 2
EXTENSION AREA. 3
Section 1672(d) of the Food, Agriculture, Conserva-4
tion, and Trade Act of 1990 (7 U.S.C. 5925(d)) is amend-5
ed by adding at the end the following: 6
‘‘(21) H
IGHLY PATHOGENIC AVIAN INFLU -7
ENZA.—Research and extension grants may be made 8
under this section to land-grant colleges and univer-9
sities (as defined in section 1404 of National Agri-10
cultural Research, Extension, and Teaching Policy 11
Act of 1977 (7 U.S.C. 3103)) to study highly patho-12
genic avian influenza for the purposes of— 13
‘‘(A) developing and improving the efficacy 14
of vaccines for poultry, including with respect 15
to— 16
‘‘(i) researching the effectiveness of 17
such vaccines across poultry species; 18
‘‘(ii) improving formulations of such 19
vaccines; 20
‘‘(iii) improving the delivery mecha-21
nisms for such vaccines; and 22
‘‘(iv) assessing the potential implica-23
tions of vaccination on domestic and inter-24
national poultry markets, including trade 25
and market access considerations; and 26

‘‘(B) enhancing biosecurity procedures for 1
poultry producers, including with respect to— 2
‘‘(i) evaluating training and biosecu-3
rity practices; 4
‘‘(ii) improving farm-level interven-5
tions; and 6
‘‘(iii) developing new disinfection 7
methods.’’. 8
