| 29 | 29 | | NGENERAL.—Not later than 1 year after the 3 |
|---|
| 30 | 30 | | date of enactment of this Act, the Administrator of the 4 |
|---|
| 31 | 31 | | Federal Aviation Administration shall issue or revise regu-5 |
|---|
| 32 | 32 | | lations to ensure that the Federal Aviation Administration 6 |
|---|
| 33 | 33 | | issues a Notice to Airmen designating an area of airspace 7 |
|---|
| 34 | 34 | | in which a temporary flight restriction applies to manned 8 |
|---|
| 35 | 35 | | aircraft and unmanned aircraft when the Administrator 9 |
|---|
| 36 | 36 | | determines that a temporary flight restriction is necessary 10 |
|---|
| 37 | 37 | | to protect persons or property on the surface or in the 11 |
|---|
| 38 | 38 | | air, to maintain air safety and efficiency, or to prevent 12 |
|---|
| 39 | 39 | | the unsafe congestion of aircraft in the vicinity of an out-13 |
|---|
| 40 | 40 | | door concert or music festival with an attendance of not 14 |
|---|
| 41 | 41 | | fewer than 30,000 people per day. 15 |

|---|
| 43 | 43 | | ELATIONSHIP TOEXISTINGREGULATIONS.—In 16 |
|---|
| 44 | 44 | | issuing or revising regulations under subsection (a), the 17 |
|---|
| 45 | 45 | | Administrator, to the extent practicable, shall— 18 |
|---|
| 46 | 46 | | (1) treat an outdoor concert or music festival in 19 |
|---|
| 47 | 47 | | the same manner as an aerial demonstration or 20 |
|---|
| 48 | 48 | | major sporting event is treated under section 91.145 21 |
|---|
| 49 | 49 | | of title 14, Code of Federal Regulations; and 22 |
|---|
| 50 | 50 | | (2) designate areas of airspace in which a tem-23 |
|---|
| 51 | 51 | | porary flight restriction applies in the same manner 24 |
|---|
| 52 | 52 | | as areas are designated under section 44812 of title 25 |
