2626 SEC. 2. TEMPORARY FLIGHT RESTRICTIONS FOR OUTDOOR 1
2727 CONCERTS OR MUSIC FESTIVALS. 2
2828 (a) I
2929 NGENERAL.—Not later than 1 year after the 3
3030 date of enactment of this Act, the Administrator of the 4
3131 Federal Aviation Administration shall issue or revise regu-5
3232 lations to ensure that the Federal Aviation Administration 6
3333 issues a Notice to Airmen designating an area of airspace 7
3434 in which a temporary flight restriction applies to manned 8
3535 aircraft and unmanned aircraft when the Administrator 9
3636 determines that a temporary flight restriction is necessary 10
3737 to protect persons or property on the surface or in the 11
3838 air, to maintain air safety and efficiency, or to prevent 12
3939 the unsafe congestion of aircraft in the vicinity of an out-13
4040 door concert or music festival with an attendance of not 14
4141 fewer than 30,000 people per day. 15

4343 ELATIONSHIP TOEXISTINGREGULATIONS.—In 16
4444 issuing or revising regulations under subsection (a), the 17
4545 Administrator, to the extent practicable, shall— 18
4646 (1) treat an outdoor concert or music festival in 19
4747 the same manner as an aerial demonstration or 20
4848 major sporting event is treated under section 91.145 21
4949 of title 14, Code of Federal Regulations; and 22
5050 (2) designate areas of airspace in which a tem-23
5151 porary flight restriction applies in the same manner 24
5252 as areas are designated under section 44812 of title 25
