tration to issue or revise regulations to provide for tem-
porary flight restrictions in the vicinity of outdoor music
festivals.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Protecting Outdoor 4
Concerts Act of 2025’’. 5

SEC. 2. TEMPORARY FLIGHT RESTRICTIONS FOR OUTDOOR 1
CONCERTS OR MUSIC FESTIVALS. 2
(a) I
NGENERAL.—Not later than 1 year after the 3
date of enactment of this Act, the Administrator of the 4
Federal Aviation Administration shall issue or revise regu-5
lations to ensure that the Federal Aviation Administration 6
issues a Notice to Airmen designating an area of airspace 7
in which a temporary flight restriction applies to manned 8
aircraft and unmanned aircraft when the Administrator 9
determines that a temporary flight restriction is necessary 10
to protect persons or property on the surface or in the 11
air, to maintain air safety and efficiency, or to prevent 12
the unsafe congestion of aircraft in the vicinity of an out-13
door concert or music festival with an attendance of not 14
fewer than 30,000 people per day. 15
(b) R
ELATIONSHIP TOEXISTINGREGULATIONS.—In 16
issuing or revising regulations under subsection (a), the 17
Administrator, to the extent practicable, shall— 18
(1) treat an outdoor concert or music festival in 19
the same manner as an aerial demonstration or 20
major sporting event is treated under section 91.145 21
of title 14, Code of Federal Regulations; and 22
(2) designate areas of airspace in which a tem-23
porary flight restriction applies in the same manner 24
as areas are designated under section 44812 of title 25
