18	18	methodology used to allocate amounts appropriated in
19	19	covered provisions for the Community Development
20	20	Block Grant Disaster Recovery Program and the Com-
21	21	munity Development Block Grant Mitigation Program,
22	22	and for other purposes.
23	23	Be it enacted by the Senate and House of Representa-1
24	24	tives of the United States of America in Congress assembled, 2
25	25	SECTION 1. SHORT TITLE. 3
26	26	This Act may be cited as the ‘‘Disaster Relief Trans-4
27	27	parency Act’’. 5

32	32	(a) I
33	33	NGENERAL.—The Secretary of Housing and 2
34	34	Urban Development (in this section referred to as the 3
35	35	‘‘Secretary’’), after consultation with the Comptroller 4
36	36	General of the United States, shall submit to the Financial 5
37	37	Services, Oversight and Reform, and Transportation and 6
38	38	Infrastructure Committees of the House of Representa-7
39	39	tives and Banking Committee of the Senate a report 8
40	40	that— 9
41	41	(1) describes and explains the methodology used 10
42	42	by the Department of Housing and Urban Develop-11
43	43	ment to allocate, to States, Tribes, Territories, and 12
44	44	local governments, any amounts appropriated for the 13
45	45	Community Development Block Grant Disaster Re-14
46	46	covery Program and the Community Development 15
47	47	Block Grant Mitigation Program; 16
48	48	(2) addresses why such methodology may result 17
49	49	in allocations to States, Tribes, Territories, and local 18
50	50	governments differing between appropriations; and 19
51	51	(3) provides legislative and administrative rec-20
52	52	ommendations for improving the consistency and 21
53	53	timeliness of the allocation of amounts appropriated 22
54	54	for the Community Development Block Grant Dis-23
55	55	aster Recovery Program and the Community Devel-24
56	56	opment Block Grant Mitigation Program. 25

58	58	IRSTREPORT.—The Secretary shall— 26

62	62	(1) submit the first report described in sub-1
63	63	section (a) not later than 90 days after the date of 2
64	64	the enactment of this Act; and 3
65	65	(2) examine the amounts appropriated for fiscal 4
66	66	years 2025 and 2024 in such report. 5

68	68	UBSEQUENTREPORTS.—After the submission of 6
69	69	the first report described in subsection (b), the Secretary 7
70	70	shall— 8
71	71	(1) beginning in fiscal year 2026, submit the 9
72	72	report described in subsection (a) not later than the 10
73	73	final day of each fiscal year; and 11
74	74	(2) examine the amounts appropriated for the 12
75	75	fiscal year. 13
