Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Disaster Relief Trans-4
parency Act’’. 5

SEC. 2. HUD REPORT. 1
(a) I
NGENERAL.—The Secretary of Housing and 2
Urban Development (in this section referred to as the 3
‘‘Secretary’’), after consultation with the Comptroller 4
General of the United States, shall submit to the Financial 5
Services, Oversight and Reform, and Transportation and 6
Infrastructure Committees of the House of Representa-7
tives and Banking Committee of the Senate a report 8
that— 9
(1) describes and explains the methodology used 10
by the Department of Housing and Urban Develop-11
ment to allocate, to States, Tribes, Territories, and 12
local governments, any amounts appropriated for the 13
Community Development Block Grant Disaster Re-14
covery Program and the Community Development 15
Block Grant Mitigation Program; 16
(2) addresses why such methodology may result 17
in allocations to States, Tribes, Territories, and local 18
governments differing between appropriations; and 19
(3) provides legislative and administrative rec-20
ommendations for improving the consistency and 21
timeliness of the allocation of amounts appropriated 22
for the Community Development Block Grant Dis-23
aster Recovery Program and the Community Devel-24
opment Block Grant Mitigation Program. 25
(b) F
IRSTREPORT.—The Secretary shall— 26

(1) submit the first report described in sub-1
section (a) not later than 90 days after the date of 2
the enactment of this Act; and 3
(2) examine the amounts appropriated for fiscal 4
years 2025 and 2024 in such report. 5
(c) S
UBSEQUENTREPORTS.—After the submission of 6
the first report described in subsection (b), the Secretary 7
shall— 8
(1) beginning in fiscal year 2026, submit the 9
report described in subsection (a) not later than the 10
final day of each fiscal year; and 11
(2) examine the amounts appropriated for the 12
fiscal year. 13
